HomeMy Public PortalAbout003-1986 - APPROPRIATION ORDINANCE WITHIN THE GENERAL FUNDAPPROPRIATION ORDINANCE N0. 3-1986 AN ORDINANCE TO APPROPRIATE WITHIN THE GENERAL FUND WHEREAS, Ordinance No. 63-1985 appropriated $25,000. to cover the cost of updating the master plan, and; WHEREAS, due to time constraints of the Planning Commission no contract was signed in 1985 and consequently the $25,000. wasn't appropriated and reverted to the fund balance of the General Fund, and; WHEREAS, the Department of Planning and the Planning Commission still desire to update the master plan, and; WHEREAS, it has been determined that it is now necessary to appropriate more money than was appropriated in the annual budget: NOW THEREFORE BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF RICHMOND, WAYNE COUNTY, INDIANA: SECTION 1. That for the expenses of said municipal corporation the following additional sums of money are hereby appropriated. GENERAL FUND - Planning Department 3000-Other Services & Charges AMOUNT AMOUNT REQUESTED APPROPRIATED $ 25,000.00 $ 25,000.00 SECTION 2. That for the expenses of said municipal corporation, the following additional sums of money are hereby appropriated and ordered set apart out of the fund herein named and for the purposes herein specified, subject to the laws governing the same. AMOUNT AMOUNT REQUESTED REDUCED CASH OPERATING $ 25,000.00 $ 25,000.00 SECTION 3. This Ordinance shall be in full force and effect from and after its passage and approval by the Mayor and is subject to the laws of the State of Indiana governing emergency appropriations. No. 3-1986 CCPY ZOO: The $25,000. appropriated for the master.plan update wasn't incumbered by 12/31/85 and reverted back to the fund balance ofthe General Fund. In order to make this same`$25,000. available in 1986 it has to be re -appropriated back out of the fund balance. The following paragraph was prepared by Dan Dooley and is attached as a refresher of the need for the update. The 25,000. is being asked to update the City's Master Plan. The basic data and research used in the preparation of the 1966 City Master Plan is now outdated. It is the consensus of the Plan Commission that the Master Plan is in need of general revision and updating, particularly in light of the potential for a major employer to locate in Richmond. There exists in the City a wide range of talent and expertise among its citizens. It is the desire to use this local ability to the largest extent possible in updating the Plan so that the final product will, be developed from within the community and be reflective of a community consensus regarding the goals and objectives to be pursued for the growth and devlopment of the City. However, it is recognized that there will be the need for professional planning input from a consultant at certain stages in the update effort such as in the study designs preparation and in date analysis. The funds requested will be used to pay for the professional planning services, layout and printing of the Master Plan Document.
