Animal Shelter Advisory Committee Meeting

The Animal Shelter Committee met for a regularly scheduled meeting on Wednesday, October 27, 2010,
at 12:15 p.m. in the Large Conference Room of City Hall, 320 East McCarty Street, Jefferson City,
Missouri. The meeting was called to order by Dr. Popp, Chairman. Roll call was taken.
Approval of Minutes from the July 28, 2010 Meeting
The minutes of the July 28, 2010 meeting were reviewed and Dr. Crago moved they be approved. Dr.
Boyer seconded and the minutes were approved.
Staff Reports
Karen Jennings, Animal Shelter Director, reported that two fast spreading infections went through the
Shelter the last couple of months — calici in cats and a strange ringworm in puppies. After much cleaning
and bleaching of the containment area, the Shelter is much better. Having the new facility will help
keep these infections contained. The committee members suggested that when an outbreak occurs,
that the Shelter should let the area veterinarians know, so they can be watching for that in pets that
might be brought into their clinics too.
Karen also mentioned that she will be on maternity leave beginning November 18 and will return to
work sometime in January or February. Officer Sam and Dr. Amanda Dykstra -Wessel will be running the
Shelter during her leave.

Old Business
There was no old business.
New Business
There are several bills on the City Council floor that pertain to the Animal Shelter.
1. Number of animals in a home. The Council is suggesting 6 or less be allowed in a home. If a
home owner wants to keep more than 6 and less than 20 (which is the limit) a special permit to
register the pets will be required. Passed by Council.
Outside temperature limit for pets kept inside a vehicle. if a pet is kept inside a vehicle and the
outside temperature is 85° or higher, the officers will have authority to break the window to let
the pet out. Passed by Council.
Feeding stray animals on City property. Did not pass.
The City Council is considering the use of a Capture/Spay-Neuter/Release program in handling feral
(non- domesticated) animals, specifically cats. The Council requested the advice of this Committee.
Some comments that were considered were :
If the food source would be eliminated, the problem might go away.
Instead of the City, private citizens could do this.
Anytime someone might be working with feral cats, there is always the possibility of getting bit,
which would lead to rabies shots.
4. Not necessarily a good program because once the animal is released there is no way to keep up
with its vaccinations, etc.
After much discussion from each of the members it was concluded that the consensus of the Committee
was that even though the program had some good points, they all agreed that it shouldn't be up to the
City to promote it.
Approval of Next Meeting Date
The next Animal Shelter Committee meeting will be Wednesday, January 26, 2011 at 12:00 noon.
