AN CRDINANC : AMENDING MDINANCE NO. 53-1985 (SALARY CRDINANCE FOR THE CITY OF
RICHMOM, INDIANA, FOR THE FISCAL. YEAR BEGINNING JANUARY 1, 1986 AND ENDING DECEMBER
31, 1986)
WHEREAS, the Gramm-Rudman Bill will force cuts in all City programs; and,
WHEREAS, the City of Richmond, Indiana, is dedicated to improving the quality
of life for the citizens of Richmond; and,
WHEREAS, the City of Richmond is currently providing human services through
several of its departments; and,
WHEREAS, the City of Richmond finds it necessary to look to outside resources
and a coordination of efforts to continue its human service programs;
and,
WHEREAS, the position of Human Service Administrator/Coordinator will allow the
City to maintain, coordinate and expand its human service programs,
NOW FORE BE TT CRDAINED by the Common Council of the City of Richmond, Indiana:
SECTION 1. That for the fiscal year beginning January 1, 1986 and ending December
31, 1986 that the appointed offices and employees of the City of
Richmond, Indiana shall receive the following salaries for their
positions:
Human Service Aclninistrator/Coordinator $18,000.00

This Ordinance transfers $ 20,000_ from the Fair Labor Standards Act overtime
budget, no longer needed by the Police Department, to the Clerk's office to fund the
position of Human Service Administrator/Coordinator as set forth in the attached
job classifications and duties.
This position is needed by the City of Richmond to administer and coordinate the
many human service programs currently provided by the City through its various
departments.
Much time and attention was given to budget cuts on the federal level this past year
and now for the City's human services programs to survive and hopefully expand,
outside resources will have to be utilized along with coordination of the programs
and the elimination of any duplication of efforts.
The City of Richmond has to date been successful in improving the quality of life for
many of its citizens through such programs as SWAG Transportation, RSVP, WPS,
I&R, Rent rehab, weatherization and now home equity conversion. These programs
are, in many cases, model project and they must not be allowed to be caught up in
budget cuts, but must be given the opportunity to survive and grow. A Human Service
Administrator/Coordinator will be responsible for the continuation and expansion of
these programs.
The position will be funded by the General Fund of the City for a one (1) year trial
period and funding will be drawn from other sources as administration fees at the
end of the first year. The position will be directly responsible to the Mayor, since
all outside funding sources are authorized by that office. Direct supervision will be
under the guidance of the City Clerk's office in conjunction with the resolution
passed by Council assigning Human & Environmental Information & Referral Services
to that office.
Total funds being allocated for the one year period will be a salary of 18,000. and
2,000, for fringe benefits. Other supplies and office space will be furnished by the
Clerk's office.

Duties:
1. Contracting for and administering human service projects as currently
provided by the City of Richmond or will provided by the city in
the future. Administering any city funds dedicated to other
providers of human services.
2. Provide liason between the City of Richmond and human service providers.
Interact with County and any future social service planner for
the County.
3. Actively represent the City of Richmond and its human service projects
on existing boards, commissions or councils dealing with human
services.
4. Organization of neighborhoods and neighborhood associations.
Job Requirements:
1. Past administrative training in human service programs with a
degree from an accredited college -or university or the equivalent
of a minimum of five (5) years experience in human service programs.
2. Background in grant writing and administration.
3. Knowledge of city budgetary funds helpful.
4. Knowledge of funding sources and requirements to acquire the funding.
Responsibility:
1. Receives specific assignments from the Mayor and must exercise
totally independent judgment in work needed to carry out duties
of position.
2. Evaluation of work will be reviewed by the Mayor with input from
the city department sponsoring the human service project.
Personal work Relationships:
1. Receives duties and assignments from the Mayor and reports to
the Mayor.
2. Maintains contact with city departments sponsoring human service
projects.

3. Maintains contacts with agencies providing grant funding, agencies
providing human services, board, cammissions or councils dealing
with human service needs and any social service planning body
established and neighborhood associations.

Detail of position duties:
Contracting for and administering existing human service projects:
1. Write all grant proposals or contracts for human services currently
provided by city or to be provided by city.
2. Administer the grants or contracts including all filing of reports
with proper agencies.
3. Administration of the Hunan & Enviromental Services Fund including
payroll, purchase orders, etc. Encourage and assist projects with
locating or raising of matching funds.
4. Interact with the city department sponsoring the programs to be familiar
with day to day activites and insure the coordinated efforts of all
city departments for the continued success of the projects.
5. Seek and locate resources to insure continued funding of existing city
human services. Provide information to other agencies on resources
for human services to address unmet needs or for expanding services
along with providing the expertise on obtaining these resources.
5. Administer any city funds dedicated to be given to human service agencies
including the acceptance of applications and presentation to Council
for appropriation of funds.
Provide liason between the City and human service providers:
1. Becane knowledgeable on services provided by other agencies.
2. Continually update needs assessment in order to establish human service
priorities for the City and keep other agencies aware of updated information.
Use of an existing Information and Referral project can provide
information on unmet needs and help in establishing priorities.
Information on unmet needs can be forwarded to existing agencies to
find a common area of concern and camnittment to assist with the coordination
of efforts to provide the needed services.
Represent City of Richmond on existing boards, councils, camnissions, etc.
1. Actively participate in meetings of all boards, councils or commissions
involved in human services to seek information from them and provide
an update on city activities, updates can also be provided on any city,
state or federal legislation affecting human services and assist with
proper advocacy regarding legislative issues.
2. Interact with any future county social service planner to utilize
planning information for the city's human service projects. Share
information on needs assessment updates and unmet needs and assist
with coordination of efforts to address these needs.

Organization of neighborhoods and neighborhood associations:
1. Assist the Mayor with the physical design and organization of neighborhood
associations.
2. Assist the Mayor with the initial organizational meetings for neighbor-
hood associations.
3. Keep neighborhood associations updated on city services, programs and
funds available for their use.
4. Encourage neighborhood associations to interact with the city in any
projects such as neighborhood clean ups, fix ups, etc. Also encourage
neighborhood associations and their participants to assist the city
with code enforcement to keep neighborhoods safe and attractive.
Human Services Administrator/Coordinator
Funding Sources and organization for position and for Human and Environmental
Services Fund.
1. Funding for the Human Services Administrator will be in the form of
office space and supplies provided by the city with salary provided
at approximately 20,000.00 the first year. Salary will be provided
by the City the first year.
2. Funds for the existing human srvice projects will be administered through
the Hunan and Environmental Services Fund and will be provided by the
city department sponsoring the project and frcm. grants, outside contracts,
donations or project income.
3. Future funding for the Human Service Administrator will be from writing
minimal administrative fees into grants, contracts, etc. with any balance
to be provided by the City if necessary.
4. Organization of the existing human service projects will be with the
Human Service Administrator doing all grants, reports and 14e in charge
of the Hunan and Environmental Services Fund to alleviate the projects
of all funding administration and reports. All projects will remain
under the direct supervision of the sponsoring department including
day to day activities, personnel, project performance, etc.
