HomeMy Public PortalAbout016-1986 - STRICKEN - ORDINANCE TO ESTABLISH STANDARDS FOR THE DISPOSAL OF GARBAGE AND TRASHORDINANCE NO. 16-1986 AN ORDINANCE ESTABLISHING STANDARDS FOR THE DISPOSAL OF GARBAGE AND TRASH WHEREAS, the Richmond Sanitary District, through its Board of Sanitary Commissioners, adopted Resolution 3-1969, (copy attached) concerning the Standards of containers for the disposal of garbage and trash; and WHEREAS, it is necessary to adopt such regulations in the City Code NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of Richmond, Wayne County, Indiana that Resolution 3-1969 of the Board of Commissioners for the Richmond Sanitary District is hereby adopted, approved, and incorporated into the City Code by adding the following chapter and sections into the City Code: CHAPTER 59. GARBAGE, TRASH, AND REFUSE COLLECTION 59.01. No pick ups will be made of garbage, trash, refuse or waste material unless they shall be placed in containers meeting the following specifications: a. All garbage shall be drained and wrapped befor being placed in a trash container for collection. Trash, refuse and other wastes shall be stored in galvanized metal containers, rigid plastic containers, or disposable plastic bags, which said containers shall be insect an rodent proof; metal and rigid plastic containers shall have two (2) handles or a bail; and each said container shall be waterproof and shall have a close fitting cover. Disposable plastic bags shall be tightly secured. Metal and rigid plastic containers shall have a capacity which shall not exceed thirty-two (32) gallons, and said container and its contents shall not exceed fifty (50) pounds in weight. Disposable plastic bags and contents shall not exceed twenty=five (25) pounds in weight. Only soft material should be used in disposable plastic bags, so as to not rupture or puncture bag. b. Containers for multiple dwellings, schools, churches, and commercial establishments shall be of the type and design approved by the Sanitary District. These containers may be of one (1) or two (2) cubic yards capacity, but must be designed and built so as to accommodate the present container attachments of the trucks of the Sanitary District. These containers must be so located that the trash collection unit may have easy ingress and egress from the site. c. Tree limbs and garden waste cannot exceed a length of four (4) feet; and must be bundled not to exceed twenty-five (25) pounds in weight. (1) Leaves, lawn clippings and other soft refuse from gardens and lawns may be placed in disposable plastic bags, provided that said bags are secured and further that they shall not exceed twenty-five (25) pounds in weight. d. Papers, magazines, and corrugated boxes shall only be accepted for collection if they are placed in bundles not to exceed four (4) feet in length and shall not weigh more than twenty-five (25) pounds. 59.02. No employee of the Sanitary District shall make any collection of any garbage, trash, refuse or waste unless same is packaged, bundled or stored in the manner hereinabove set forth. ATTEST: City Clerk Mayor RESOLUTION NO. 3 , 1969 A RESOLUTION OF THE BOARD OF SANITARY COMMISSIONERS OF THE CITY OF RICHMOND, INDIANA, ESTABLISHING RULES AND REGULATIONS FOR THE COLLECTION AND REMOVAL OF ALL GARBAGE, TRASH, REFUSE AND WASTE. WHEREAS, the collection in the amount of garbage, trash, refuse and waste has increased considerably over the past five (5) years, therefore, it is now deemed necessary to establish and publish the following rules and re- gulations in order to insure proper and expedient collection of garbage, trash, refuse and waste. NOW, THEREFORE, BE IT RESOLVED by the resolution of the Board of Sanitary Commissioners of the City of Richmond, that from and after the effective date of this resolution the following rules and regulations shall be ad- hered to in the Sanitary District of the City of Richmond, Indiana: 1.
