Public Safety Committee Meeting
Call to Order
The April 3, 2014, Public Safety Committee meeting convened at 7:30 a.m. by Councilman
Prather.
Attendance
Present: Committee Members: Councilman Rick Prather, Councilman Larry Henry,
Councilman Carlos Graham, and Councilman Ken Hussey
Guests: Councilman Scrivner, City Administrator Crowell, Police Chief Roger Schroeder,
Interim Fire Chief Jason Turner, and Associate City Counselor Jeremy Cover
Approval of Minutes
Councilman Hussey made a motion to approve the minutes of the February 27, 2014, committee
meeting. Councilman Graham seconded the motion. Minutes were approved.
Discussion of Agenda Items
OLD BUSINESS
Fire Station #2 Bay Doors
Interim Chief Turner stated three bids were received to replace the bay doors, with the local
vendor Dulle being selected. The cost of the project will be under $8,000. The doors have been
ordered and delivery is expected in two to three weeks. Installation will take one day. Some of
the existing equipment, such as the door motors, will be used with the new doors. The doors are
thicker than the existing doors, which will be beneficial for utility bills.
Outdoor Warning Siren Repair
Chief Schroeder reported the two outdoor warning sirens damaged by lighting last year have
been repaired. The law department worked diligently with the insurance company to complete
this project.
NEW BUSINESS
Firehouse Subs Public Safety Foundation Grant
Interim Chief Turner advised he has applied for a no-match grant through the Firehouse Subs
Public Safety Foundation in the amount of $19,577. The grant, if approved, will be used to
update equipment used for confined space and trench rescues and building collapses. The
equipment is compatible with the air packs purchases last year. Interim Chief Turner stated the
grant has been approved by the Foundation, pending approval of the grant application by the City
Council. Councilman Hussey made a motion to move the application request on to the City
Council for approval. Councilman Graham seconded the motion. Motion approved.

Police Vehicle Equipment Bids
Chief Schroeder advised these bids are for equipment for the newly purchases police vehicles.
Five vendors bid on ten pieces of equipment. Chief Schroeder reviewed the justification
memorandum sent to Purchasing Agent Terry Stephenson, along with a spreadsheet comparison
of the equipment bids. The cost of the equipment is $40,185, with the original estimation being
$41,000. Sales Tax F money was earmarked for the purchase, along with money in the general
fund that was saved on the purchase of vehicles. Councilman Hussey made a motion to move
the police vehicle equipment bids on to the City Council. Councilman Graham seconded the
motion. Motion approved.
Amendment to Chapter 5 of the City Code – Maximum Number of Animals Allowed
Associate City Counselor Cover presented this amendment. The current City Code restricts the
number of animals a person can have within a building/residence. This amendment would restrict
the number of animals on the entire property. Currently a person having more than six animals
inside their residence must apply for a permit. The amendment will require anyone having more
than six animals on their property to apply for a permit. Those having more than six animals
before the amendment goes into effect would be exempt from some requirements, but must still
apply for the permit. Counselor Cover advised this draft of the proposed amendment has been
approved by the Animal Shelter Advisory Committee. It will be brought back to the committee at
the next meeting for approval.
Amendment to Chapter 5 of the City Code – Exotic Animals
Association City Counselor Cover advised this is a new ordinance which defines an “exotic”
animal and requires a permit to own such an animal. The city currently has no regulation
concerning exotic animals. The new ordinance does not offer a grandfather clause. All such
animals would be required to be licensed and pose no threat to public health or safety. This
proposed ordinance will be brought back to the committee at the next meeting for approval.

Cover.

Councilman Graham made a motion to adjourn the meeting. Councilman Hussey seconded the
motion. Meeting was adjourned at 8:05 a.m.
