Public Safety Committee Meeting
Call to Order
The February 28, 2013, Public Safety Committee meeting convened at 7:52 a.m. by Councilman
Luebbert in Chairman Councilman Pope’s absence.
Attendance
Present: Committee Members: Councilman Bill Luebbert, Councilman Larry Henry,
Councilman Rick Prather, Councilman Rick Mihalevich.
Guests: City Counselor Drew Hilpert, Fire Chief Bob Rennick, Police Chief Roger
Schroeder, Emergency Management Coordinator Bill Farr, and Fire Department
Division Chief of Prevention Jason Turner.
Approval of Minutes
Councilman Mihalevich made a motion to approve the minutes from the January 31, 2013,
committee meeting. Councilman Prather seconded the motion. All voted in favor.
Councilman Mihalevich asked that “update” not be used in the agenda/minutes to define items
discussed. This can give the impression that the discussion was merely an update and no action
was taken. The committee agreed that only the subject matter will be used in the agenda/minutes
to identify items discussed.
Discussion of Agenda Items
OLD BUSINESS
New Fire Station #3 Plans
Chief Rennick presented an explanation and drawing of the plans for the new fire station to
address questions he had received regarding the hardened areas. He explained the hardened areas
were constructed of concrete and steel. The roof over the hardened areas is concrete. Chief
Rennick advised the exterior of the building will blend with surrounding buildings. Councilman
Mihalevich inquired if architects Peckham and Wright are using “Revit” software, which allows
a virtual walkthrough of the building. Division Chief of Prevention Turner will make an inquiry
to the architects.
NEW BUSINESS
Proposed Deletion of Temporary Restriction of Pedestrian and Bicycle Traffic Bill
City Counselor Hilpert advised the proposed bill will delete this ordinance, which was enacted in
1998 to prevent pedestrian traffic during the construction of the bridge and is no longer needed.
Councilman Prather made a motion to move the proposed bill onto the City Council. Councilman
Henry seconded the motion. Motion approved.

Fire Department Sale of Breathing Air Systems
Chief Rennick advised the new air packs and compressor will be received soon. He would like
the city to be the wholesale seller to dispose of the old breathing air systems directly and not put
them on the city surplus sale. Division Chief of Prevention Turner advised the fire department
turned down an offer to trade-in the apparatus for a credit of $1,500.00, and has received offers
from other fire departments to purchase the equipment for seven times that amount. The City will
receive a better monetary return and help other fire agencies to upgrade their equipment. City
Counselor Hilpert stated he is in favor of selling the equipment outright. Because these are
specialty items, he feels the City Council has the authority to allow the City to deviate from
normal selling procedures and still accomplish the goals of fair trade. City Counselor Hilpert
advised he would like to put the issue before the City Council at the March 18th meeting, and, if
approved, sell the equipment in May or June. Councilman Prather made a motion to move the
sale of equipment question to the City Council for disposition. Councilman Henry seconded the
motion. Motion approved.
OTHER BUSINESS
Chief Schroeder presented two Missouri Department of Transportation grants for which he will
request approval to apply for the funds from the City Council. The first grant provides overtime
for DWI enforcement. The second provides for special enforcement details to identify hazardous
moving violations. These no-match grants cover the period of October 1, 2013, through
September 30, 2014, and enhance the efforts of traffic safety. The deadline to apply is March 1st.
Because of the short time frame given by MoDOT, Chief Schroeder submitted the police
department can apply for the grants by the deadline, and then, if the City Council disapproves the
grants, the applications can be withdrawn. Councilman Luebbert stated Chief Schroeder should
proceed with whatever is needed to meet the application deadline. The members concurred.
Emergency Management Coordinator Farr advised an annual weather spotter class will be held
tonight at 6:30 p.m. in the police department training room. The training is provided by the
National Weather Service, and 78 people have registered to attend.

Councilman Henry made a motion to adjourn. Councilman Mihalevich seconded the motion. The
meeting was adjourned at 8:25 a.m.
