A RESOLUTION OF THE TOWN COMMISSION OF THE TOWN OF
GULF STREAM, FLORIDA, DESIGNATING THE NATIONAL
INCIDENT MANAGEMENT SYSTEM (NIMS) AS THE TOWN'S
INCIDENT MANAGEMENT STANDARD FOR EMERGENCIES
OCCURRING WITHIN THE TOWN.
WHEREAS, the President of the United States has
directed the Secretary of the Department of Homeland
Security to develop and administer a National Incident
Management System (NIMS), in order to provide a consistent
nationwide approach for federal, state, and local
governments to work together more effectively and
efficiently to prevent, prepare for, respond to, and recover
from domestic incidents, regardless of cause, size or
complexity; and
WHEREAS, the collective input and guidance from all
federal, state, and local homeland security partners has
been and will continue to be, vital to the development,
effective implementation and utilization of a comprehensive
National Incident Management System (NIMS); and
WHEREAS, it is necessary that all federal, state and
local emergency management agencies and personnel coordinate
their efforts to effectively and efficiently provide the
highest levels of incident management; and
WHEREAS, to facilitate the most efficient and effective
incident management, it is critical that federal, state and
local organizations utilize standardized terminology,
standardized organizational structures, uniform personnel
qualification standards, uniform standards for planning,
training, and exercising, comprehensive resource management,
and designated incident facilities during emergencies or
disaster; and
WHEREAS, the National Incident Management System's
(NIMS) standardized procedures for managing personnel,
communications, facilities and resources will improve the
Town's ability to utilize federal funding to enhance local
and Town agency readiness, maintain first responder safety,
and streamline incident management processes; and
WHEREAS, the Incident Command System components of the
National Incident Management System (NIMS) are already an
integral part of various incident management activities
throughout the Town, including public safety and emergency
response organizations through their training programs.
NOW, THEREFORE, BE IT RESOLVED BY THE TOWN COMMISSION
OF THE TOWN OF GULF STREAM, FLORIDA, THAT:
Section 1. The Town Commission of the Town of Gulf
Stream, Florida, adopts and incorporates, as if fully set
forth herein, the recitations set forth above.
Section 2. The Town Commission of the Town of Gulf
Stream, Florida, supports the direction of the President of
the United States and the Secretary of the Department of
Homeland Security regarding the development and
administration of the National Incident Management System
(NIMS), in order to provide a consistent nationwide approach
for federal, state and local governments to work together
more effectively and efficiently to prevent prepare for,
respond to and recover from domestic incidents.
Section 3. The Town Commission of the Town of Gulf
Stream, Florida, designates the National Incident Management
System (NIMS) to be utilized as the standard for emergency
incident management in the Town of Gulf Stream.
Section 4. If any section, subsection, clause or
provision of this resolution is held invalid, the remainder
shall not be affected by such invalidity.
Section 5. All resolutions or parts of resolutions
in conflict herewith shall be and hereby are repealed.
Section 6. This resolution shall take effect
immediately upon adoption.
