TO:CLAREMONT CITY COUNCIL FROM:ED REECE, MAYOR JED LEANO, COUNCILMEMBER DATE:SEPTEMBER 12, 2023 Reviewed by: City Manager:AP SUBJECT: APPOINTMENT OF MEMBERS TO THE TRAFFIC AND TRANSPORTATION COMMISSION SUMMARY TheTrafficandTransportationCommissionservestohelppromoteasafeenvironmentfortravel withintheCity.TheCommissionreviewsregionaltransportationsystems,traffichazardmitigation, bicycleandpedestrian-orienteddevelopment,mitigationoftrafficnoise,maintenanceofgoodair quality, circulation and parking management, and long-range traffic plans. TwovacanciesexistontheCommission.TheappointmentofEsauRamosisrecommendedtofill oneofthevacantpositions.CharlesEdwardsiscurrentlyservingonthePlanningCommissionbut hasexpressedalongstandingdesiretoserveontheTrafficandTransportationCommission.Asthe opportunitynowexists,theappointmentofMr.Edwardstothesecondvacancyisrecommended. This does require his resignation from the Planning Commission (Attachment). TheCityCouncilAdHocSelectionCommittee,comprisedofMayorEdReeceandCouncilmember Jed Leano, conducted interviews of all interested applicants. RECOMMENDATION The City Council Ad Hoc Selection Committee recommends that the City Council: A.AppointEsauRamostotheTrafficandTransportationCommissionforatermtoexpireAugust 31, 2027; and B.AccepttheresignationofCharlesEdwardsfromthePlanningCommissionandappointMr. Edwards to the Traffic and Transportation Commission for a term to expire August 31, 2027. ALTERNATIVES TO RECOMMENDATION In addition to the recommendation, there are the following alternatives: A.Request additional information. FINANCIAL REVIEW Thestaffcosttocoordinateinterviewsandpreparethisreportisestimatedat$236andisincludedin the operating budget of the Administrative Services Department. RELATIONSHIP TO CITY PLANNING DOCUMENTS Staffhasevaluatedtheagendaiteminrelationshiptothe City’sstrategicandvisioningdocuments andfindsthatitappliestothefollowingCityPlanningDocuments:CouncilPriorities,Sustainability Plan, General Plan, and the 2022-24 Budget. CEQA REVIEW ThisitemisnotsubjecttoenvironmentalreviewundertheCaliforniaEnvironmentalQualityAct (CEQA).
