STRIPING IMPROVEMENT PROJECT (FUNDING SOURCE: STATE GAS TAX FUND)
SUMMARY
The2023-24CapitalImprovementProgram(CIP)budgetincludesfundingfortheannualStreet
StripingImprovementProjecttorestripearterialandcollectorstreetsthroughouttheCity.Includedin
this year’sprojectareIndianHillBoulevardfromSantaFeStreettoAmericanAvenue,Arrow
HighwayfromCitylimittoCitylimit,FirstStreetfromIndianHillBoulevardtoCornellAvenue,and
Mills Avenue from Foothill Boulevard to Mt. Baldy Road.
Toensurecompetitivepricingandqualityservicealignedwiththe City’shighcustomerservice
standards,theCityissuedaRequestforProposals(RFP)inJuly2023.TheCityreceivedtwobids
andrecommendsawardofcontracttothelowestresponsibleandresponsivebidder,Superior
Pavement Markings, Inc.
RECOMMENDATION
Staff recommends that the City Council:
A.AwardacontracttoSuperiorPavementMarkings,Inc.forthe2023-24StreetStriping
Improvement Project;
B.AuthorizetheCityManagertoenterintoanagreementwithSuperiorPavementMarkings,Inc.
in the amount of $217,165 for the 2023-24 Street Striping Improvement Project; and
C.AuthorizetheCityManager,ifneeded,toamendthecontractwithSuperiorPavement
Markings,Inc.foranamountnottoexceed$82,835forextraworkasdeterminedbytheCity,
for a total contract amount of $300,000.

ALTERNATIVES TO RECOMMENDATION
In addition to the recommendation, there are the following alternatives:

B.Reject all bids and direct staff to rebid the project.
FINANCIAL REVIEW
The2023-24CIPbudgetincludes$305,000forstreetstriping.InJuly2023,aRequestforProposals
wasreleasedfortheannualstreetstripingproject.Atthecloseofthebidperiod,twobidswere
receivedrangingfrom$217,165to$275,000.SuperiorPavementMarkings,Inc.providedthelowest
responsible and responsive bid of $217,165.
Inadditiontotheworkprovidedintheoriginalscopeofservices,staffrecommendsanadditional
authorizationinanamountnottoexceed$82,835forextraworkthatmayariseduringtheyear.This
workwillbedoneasrequestedbytheCityandwillbechargedperthepricesprovidedintheExtra
Workbidsheetincludedinthebidpacket.Staffrecommendsenteringintoanagreementwith
Superior Pavement Markings, Inc. for an amount not to exceed $300,000.
ThispurchasecomplieswithallCitypurchasingguidelines.Bidandcontractdocumentsareavailable
for review in the City Clerk's office.
Thestaffcosttopreparethisreportandadministerthisprojectisestimatedat$1,160andisincluded
in the operating budget of the Community Services Department.
ANALYSIS
ArterialandcollectorstreetsthroughouttheCityarerestripedapproximatelyeverythreeyears.
Restripingofresidentialstreetstakesplacewhenresidentialstreetresurfacingprojectstakeplace.
The2023-24CapitalImprovementProgrambudgetforstreetstripingincludes$305,000infunding.
Thestreetsidentifiedforthis year’sprojectincludeIndianHillBoulevardfromSantaFeStreetto
AmericanAvenue,ArrowHighwayfromCitylimittoCitylimit,FirstStreetfromIndianHillBoulevardto
CornellAvenue,andMillsAvenuefromFoothillBoulevardtoMt.BaldyRoad.OncetheNoticeto
Proceedisissued,thecontractorwillhavesixtydaystocompletethework.Staffanticipatesworkto
be completed by November 30, 2023.
Throughouttheyear,theCityreceivesrequestsfornewstripingorrefreshingofexistingstriping.This
workcaninclude,butisnotlimitedto,addressingnewtraffic/safetyregulations,crosswalks,bike
lanes,and/orturnlanes.Whenthishappens,staffbidseachprojectindividually.Toensure
competitivepricingandtoreduceresponsetime,staffrecommendsanamountnottoexceed
$82,835forextrawork.Extraworkwillbechargedattheratesprovidedinthebidpacketasdeemed
necessary by the City.
StaffrecommendsawardingacontracttoSuperiorPavementMarkings,Inc.intheamountof
$300,000.SuperiorPavementMarkingshassignificantexperienceperformingstreetstripingservices
andhasworkedonsimilarprojectsforthecitiesofLaPuente,Covina,LosAlamitos,andRedondo
Beach.SuperiorPavementMarkings,Inc.hasprovidedstreetstripingservicesfortheCityformany
years,includingthe2021-22StreetStripingImprovementProject,streetstripingaspartofthe
Foothill Boulevard Master Plan, and on-call street striping services.

Staffhasevaluatedtheagendaiteminrelationshiptothe City’sstrategicandvisioningdocuments
andfindsthatitappliestothefollowingCityPlanningDocuments:CouncilPriorities,Economic
Sustainability Plan, General Plan, and the 2022-24 Budget.

ThisitemisnotsubjecttoenvironmentalreviewundertheCaliforniaEnvironmentalQualityAct
(CEQA).
