TO:ADAM PIRRIE, CITY MANAGER FROM:JEREMY SWAN, COMMUNITY SERVICES DIRECTOR DATE:SEPTEMBER 12, 2023 Reviewed by: City Manager:AP SUBJECT: REQUESTTOAPPROPRIATEFEDERALTRANSITADMINISTRATIONANDTRANSPORTATION DEVELOPMENTACTFUNDSFORTHEELECTRICCHARGINGSTATIONINFRASTRUCTURE INSTALLATION PROJECT AT THE CITY YARD (FUNDING SOURCE: TRANSPORTATION FUND) SUMMARY InSeptember2021,theCityCouncilauthorizedtheCityManagertonegotiateaconstruction agreementwithTraneU.S.,Inc.(Trane)fortheComprehensiveEnergyImprovementProject.The project,valuedat$6,577,150,includescomprehensivelightingimprovements,newroofing,HVAC replacements,andsolarphotovoltaicsysteminstallationwithbatterybackup.Inaddition,theproject scopeincludesinstallingelectricalinfrastructureattheCityYardtofacilitateinstallationoffuture electric vehicle (EV) charging stations for the City-owned fleet. TheCityhasanactivegrantwiththeFederalTransitAdministration(FTA)toutilize5307fundsto covertheEVchargingstationinfrastructurecomponentoftheproject.Thisgrantrequiresatwenty percentmatch,andtheCityhasidentifiedTransportationDevelopmentAct(TDA)Article4fundsasa fundingsourceforthematch.StaffrecommendsthattheCityCouncilappropriateFTAandTDAfunds for the project. RECOMMENDATION Staff recommends that the City Council: A.Appropriate$237,320inFederalTransitAdministration5307fundsfortheElectricVehicle Charging Station Infrastructure Installation Project; and B.Appropriate$59,330inTransportationDevelopmentActArticle4fundsfortheElectricVehicle Charging Station Infrastructure Installation Project. FINANCIAL REVIEW TheCityhasanactiveagreementwithTraneU.S.,Inc.fortheComprehensiveEnergyImprovement Project,valuedat$6,577,150.Onecomponentoftheprojectisinstallingelectricalinfrastructureat theCityYardtofacilitateinstallationofafutureEVchargingstation.ThecostforTranetoinstallthe electricalinfrastructureis$296,650,whichisincludedintheprojectcontract.TheCityhasthe opportunitytooffsetthisexpenditurebyutilizingFTA5307andTDAArticle4funds.Staff recommendsappropriating$237,320inFTA5307fundsand$59,330inTransportationDevelopment Act Article 4 funds to cover the cost of the EV charging station infrastructure project. Thestaffcosttopreparethisreportisestimatedat$1,600andisincludedintheoperatingbudgetof the Community Services Department. ANALYSIS TheCityreceivesanannualallocationofFTA5307fundswhichcanbeutilizedfortransit-related capitalprojects,andtheCityhasanactivegrantwithFTAfortheEVChargingStationImprovement ProjectattheCityYard.Likewise,theCityreceivesanannualallocationofTransportation DevelopmentActArticle4funds,whichcanbeutilizedforoperatingexpensesrelatedtothe ClaremontDial-a-Rideprogramand/orfortransit-relatedcapitalexpenses.Thisprojectwillbe completed in two phases. TranewillcompletethefirstphaseaspartoftheapprovedEnergyEfficiencyImprovementProject. Phase1involvespanelupgradesandrunningtheelectricalinfrastructurerequiredtodevelopanEV chargingstation.Atotalof$296,650isavailabletofundthefullcostoftheelectricalinfrastructure installation, comprised of $237,320 in FTA 5307 funds and $59,330 in TDA Article 4 funds. ThesecondphaseoftheprojectisprocuringandinstallingelectricvehiclechargersattheCityYard. Theapprovedgrantincludesanadditional$203,350($162,680fromFTAand$40,670inTDAArticle 4funds)tocompletethissecondphase.Aseparatecontractorwillcompletethechargingstation purchaseandinstallationaspartofafutureproject.TheEVChargingStationwillbeutilizedto chargeoneelectricDial-a-Ridebusthatwillbepurchasedin2024-25utilizingFTAgrantfunds.The chargingstationwillbeforCity-ownedvehiclesonlyandnopublicassesswillbeprovidedatthis time. RELATIONSHIP TO CITY PLANNING DOCUMENTS Staffhasevaluatedtheagendaiteminrelationshiptothe City’sstrategicandvisioningdocuments andfindsthatitappliestothefollowingCityPlanningDocuments:CouncilPriorities,SustainableCity Plan,EconomicSustainabilityPlan,GeneralPlan,the2022-24Budget,andtheYouthandFamily Master Plan.
