HomeMy Public PortalAbout05-21-2007PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, MONDAY, MAY 21, 2007 The Common Council of the City of Richmond, Indiana met in regular session Monday, May 21, 2007, in the Council Chambers in said City. President Pappin presided and the following business was conducted: PLEDGE OF ALLEGIANCE PRAYER BY COUNCILOR ELSTRO ROLL CALL Councilors present were Howard "Jack" Elstro, Etta Lundy, Bruce Wissel, Karl Sharp, Bing Welch, Larry Parker, Al Glover, Gil Klose and Diana Pappin. APPROVAL OF MINUTES Councilor Parker moved to approve the minutes of the meeting of May 7, 2007, with a second by Councilor Sharp. Upon a vote viva voce, the motion passed. PRESENTATIONS, MEMORIALS OR REMONSTRANCES, PETITIONS AND INTRODUCTIONS, MOTIONS, RESOLUTIONS ■ WAYNE COUNTY TOURISM BUREAU —BOARD APPOINTMENT —The President of the Wayne County Convention & Tourism Board, Linda VonPein, submitted the nomination of Sandy Baker, Manager of Lees Inn, to the Tourism Board. This nomination will be held until the June 4 meeting at which time additional nominations may be received. COMMUNICATION FROM THE MAYOR ■ The City of Richmond received a $200,000 grant from the Environmental Protection Agency for remediation of the area west of the Logo Building on the Starr Gennett site. ■ Kudos to Kate Hogg, 9th Grade teacher, for her planning and implementation of a free carnival at Glen Miller Park. ■ The street and sidewalk projects which have been completed over the past three years are beginning to connect. ■ Over 287 tons of trash have been collected since the Spring Clean -up began. REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY Minutes of the May 3 and 10, 2007 meetings were accepted as presented. REPORTS FROM DEPARTMENT HEADS - None REPORTS FROM STANDING COMMITTEES - None REPORTS FROM SPECIAL COMMITTEES - None REPORTS FROM ORGANIZATIONS - None MISCELLANEOUS BUSINESS ■ Council Pappin presenting an etching of McDaniel Hall at Ivy Tech to the City of Richmond. This picture will be displayed in the City Building. ORDINANCES ON FIRST READING None Common Council Minutes May 21, 2007 Page 2 of 2 ORDINANCES ON SECOND READING ORDINANCE NO. 30 -2007 - A SPECIAL ORDINANCE AUTHORIZING THE APPROVAL OF A STATEMENT OF BENEFITS FOR A PROPERTY OWNER APPLYING FOR DEDUCTIONS UNDER I.C. 6 -1.1 -12.1 ( Ahaus Tool) The Clerk read Ordinance No. 30 -2007 on second reading by title only. This Ordinance is a request of Ahaus Tool & Engineering, Inc. for a five year tax abatement for equipment valued at $200,000. The Tax Abatement Committee reported there is additional information needed from Ahaus Tool and recommended Ordinance No. 30 -2007 be held. ORDINANCES ON THIRD READING ORDINANCE NO. 29 -2007 - A SPECIAL ORDINANCE AUTHORIZING THE APPROVAL OF A STATEMENT OF BENEFITS FOR A PROPERTY OWNER APPLYING FOR DEDUCTIONS UNDER I.C. 6 -1.1 -12.1 (ASAHITEC America Corporation) The Clerk read Ordinance No. 29 -2007 on third and final reading by title only. This Ordinance is a request for a ten -year tax abatement by ASAHITEC America Corporation for equipment valued at $35,995. The Tax Abatement recommended approval. Ordinance No. 26 -2007 was adopted with a 5 -4 roll call vote. Dissenting were Councilors Elstro, Lundy, Glover and Klose.
