A Special Called Meeting of Savannah Beach City Council
was held this evening at 7:00 P.M. in the council room at City
Hall with Mayor M. J. Counihan presiding and a quorum consisting
of the following Councilmen present: Richard DeLoach, John
Wylly, Ed Fahey, Joe Agnew, James Bond and Ernest Hosti. City
Attorney Bill Pinson was also present at the meeting along with
Mr. Joseph Hutton, City Engineer, and Mr. Tommy Reed, Superinten-
dent of Public Works.
Mayor Counihan opened the meeting and requested the Clerk
to read the purposes for which the meeting was called and who
called it. The Clerk stated that the Meeting was called by
Councilmen Bond, Agnew, Wylly and Hosti for the purpose of:
1. Reconsider bid award for sewer line and temporary
pumping station on Lewis Avenue.
2. Consider additional proposals by Atlantic Tank &
Tower for emergency repairs which they recommend
be performed on our water tank.
The Mayor then opened the Meeting for discussing Item
#1 on the agenda. Reconsidering the bid award for sewer line
and temporary pumping station on Lewis Avenue.
Councilman James Bond informed Council that, as they
would recall, on December 27th, 1974 at a Special Meeting of
City Council, we awarded the bid for certain sewer work on
Lewis Avenue to Collins Plumbing Company who was the second
lowest bidder. At that time, he stated, he wasn't familiar
with certain circumstances concerning this award and that he
wanted to put them on the floor at this time and see what
Council has to say because if there is any, change in this
award that they would like to make it necessary that they do
it now.
Councilman Bond continued stating that he had been ad-
vised by Mr. Hutton, our consulting engineer, that we could
possibly have a problem due to the wording of the "Invitation
to Bid" which states that the contract must be awarded to the
lowest responsive and responsible bidder; or, all the bids
could be rejected and re- advertised and the bids put out again.
Mr. Bond said also that we were talking about a bid of
$55,000.00 and another one coming up in excess of a million and
a quarter dollars. Eight bids were submitted on this $55,000.00
job and our reasons for giving it to Collins was he was a
local contractor and there was only about $600.00 difference in
the bids which he felt were good reasons b t he was afraid that
if Aultman, the rejected bidder, got the ward out that we would

only award the bid to the local bidder, they won't bid on this .
job coming up and if only local bidders bid on this job, it
will drive the price up. He then asked Mr. Hutton for his
thoughts on this.
Mr. Hutton said one thing we have to remember is that we
were asking the State to let this job be eligible for their
$250,000.00 Grant and it is being advertised state -wide and for
this reason it must be advertised publicly and when you adver-
tise a job publicly, you imply that it is going to be given to
the low bidder. Mr. Hutton further stated that if we did not
award this contract to the lowest bidder and it was reported
to the Georgia Utility Contractors Association we might not
get any bidders from out of town for our big project. For
example, he said, if Eastern Construction Company is busy with
plenty of work, you are at their mercy because they won't care
if they get the job or not. He stated further that this was
the big danger and he felt we would be taking a big risk.
Mayor Counihan stated that his only interest in this
matter was having a local outfit so that if we need them, they
are available. Councilman Wylly asked Mr. Hutton if he knew
anything about Aultman, the low bidder. Mr. Hutton responded
that they had never worked for them. He said also that they
were unsuccessful bidders on three of their jobs. Mr. Hutton
felt that they were a legitimate company and capable of doing
the job.
Councilman Bond stated that in looking ahead he could see
that we could jeopardize our big job which is coming in the
future for this comparatively small job.
Councilman Agnew stated that Paragraph Five (5) of the
bid proposal was very explicit, stating that the contract
would be awarded, if it is awarded to the lowest responsive
and responsible bidder. He stated further that he felt if
we did not take the low bidder we were not keeping faith with
the people.
Councilman Fahey moved that the action taken at the
Special Council Meeting on December 27 awarding this bid for
the Lewis Avenue Project to Collins Plumbing be rescinded.
This motion to rescind was seconded by Councilman Wylly and
unanimously carried.
Councilman Bond then moved that this contract be awarded
to Aultman Contracting Company of Macon, Georgia, the low bidder
and asked the Clerk to read the following Resolution

Following the reading of this Resolution, Councilman
Wylly seconded the motion to adopt it, and it was carried
unanimously.
Council then took up the matter of considering additional
proposals by Atlantic Tank and Tower for emergency repairs which
they recommend be performed on our water tank. Councilman Bond
stated that three additional proposals for emergency work to
be performed on our elevated water tank had been received from
Atlantic Tank and Tower, the firm to whom the original bid was
awarded. The amounts of these are as follows, he stated:
1. $986.70 - Repairing and replace loose steel in top
of tank roof vent and ladder to restore
safety factor.
2. $237.00 - Replace inside over -flow pipe.
3. $5985.00- Repair and replace roof around vent
and tank shell ladder.
Councilman Bond stated that this proposed work was in addition
to the original contract now being performed.
Councilman Hosti moved that Tommy Reed contact a qualified
tank inspector to come down and inspect the tank to see if ..this work
is actually needed. The motion was seconded by Councilman Bond
and unanimously carried.
There being no further business the meeting was adjourned
to the next regular or special called meeting.

R E S O L U T I O N
WHEREAS, SAVANNAH BEACH, TYBEE ISLAND, GEORGIA has
accepted a State grant, 74- WPC -4, of $250,000.00 to assist
with the rehabilitation of the City's Sanitary Sewer System;
and,
WHEREAS, the sewer system located in Lewis Avenue was
not specifically listed in this grant contract; and,
WHEREAS, bids for the replacement of the sewer system
located in Lewis Avenue were received on December 17, 1974,
and the low bidder was determined to be Aultman Contracting
Company whose bid was $55,728.97.
NOW THEREFORE, be it resolved that the CITY OF SAVANNAH
BEACH, TYBEE ISLAND, GEORGIA in Council duly assembled does
hereby award the work to Aultman Contracting Company in the
amount of $55,728.97.
Be it further resolved that the City Council duly
assembled authorizes the Mayor of SAVANNAH BEACH, TYBEE ISLAND,
GEORGIA to request the State to amend the grant contract to
include the replacement of the sewerage system located in
Lewis Avenue in grant 74- WPC -4.
ADOPTED IN OPEN COUNCIL this 2nd day of January, 1975.
