The Regular Monthly Meeting of Savannah Beach City Council
was held this evening at 7:00 P.M. in the Council Room at
Savannah Beach City Hall with Mayor Michael J. Counihan presid-
ing and a quorum consisting of the following Councilmen present:
Mr. Richard DeLoach, Mr. John Wylly, Mr. Edward Fahey, Mr.
Joseph Agnew, Mr. Ernest Hosti, and Mr. James Bond. Also pre-
sent at the meeting were City Attorney and Judge of Recorders's
Court William H. Pinson and Chief of Police, John J. Price.
Visitors and petitioners at the meeting were: Mr. Jim
Fabrikant, Mr. & Mrs. Vic Strojny, Mrs. Laura Mackey, Mr. Earl
Anderson, Mrs. Louise Shaw, Mr. S. R. Kent, Mr. Michael Counihan,
Jr., Mr. Ed. Kent, Mr. Charlie Bass and Mr. Shubel Boling from
Chatham County Health Department, Mr. Thomas A. Kirkwood, Mr.
Calvert Strickland, Mrs. Joyce Callison and Mrs. Bobbie Thornton,
Mrs. Irene Brown, Mr. & Mrs. 011ie Palmer, Mrs. Karen Losey,
City Marshal Loren Taylor.
The first visitor to speak before Council was Mr. Jim
Fabrikant and he stated that he was back to talk about sewage
again. Mr. Fabrikant stated that he was aware that City Council
had awarded a bid for the Lewis Avenue work but so far he had
seen no indication in the area.of any work about to start. Mayor
Counihan informed Mr. Fabrikant that later on in the meeting
there would be a full report given on the progress of the Lewis
Avenue Sewer Project.
The next citizen to appear before Council was Mr. Vic
Strojny. He reminded Council at their last meeting he appeared
before them to request that something be done about the rather
bad conditions in his neighborhood. This time however, he
stated that he was here to express his appreciation to Council
for the fine way they pursued this problem.
Mrs. Laura Mackey, operator of the ABC School in Fort
Screven, appeared before Council to complain about the bad con-
dition of the street that runs behind her house, stating that
many parents bog down and get stuck in bringing their children
to school or coming to get them. She asked Council if something
couldn't be done to at least make this street passable. Council-
man Hosti asked Mrs. Mackey if this was the street they had done
some work on previously and she said it was. He then stated
that this particular street had never been opened or dedicated
as a public street by the City, but that the work that they
performed at that time was merely to get her started and to
help her. Mayor Counihan asked if this street was in fact
dedicated as a public street of the City of Savannah Beach.
Councilman Hosti said he did not know at the present time but
he would check into it and report bact' later.

Mrs. 011ie Palmer appeared before Council to complain
about a problem that existed all last summer, and stated that
she wanted to appear before Council earlier enough this year
so that Council could take the proper measures to prevent .
a recurrence this summer. The problem, she stated, was the
vairous business trucks who come flying down Lewis Avenue
making deliveries to the 4 -H Camp. She requested City Council
to take the necessary remedial action to re -route the traffic
headed for the 4 -H Camp down Jones Avenue to Sixth Street and
across Sixth Street to Lewis Avenue where they could turn into
the 4 -H Camp without riding the length of Lewis Avenue. She
further stated that considering the number of children playing .
in that area, this was a very dangerous situation. This matter
was turned over by the Mayor to Councilman Edward Fahey and his
Police Committee to investigate and take whatever action was
needed to correct it. Councilman Fahey then directed a question
to City Attorney Pinson. He asked Attorney Pinson, that since
Lewis Avenue was a public street did he have the right to pro-
hibit these business people from using this street as an access
to the 4 -H Camp? In other words, to tell them that they could
not use Lewis Avenue. That they must re -route down Jones Avenue
to Sixth Street and across Sixth Street to the 4 -H Camp. Attorney
Pinson stated that the City did`.have the right to request the
re- routing of delivery trucks. Councilman Fahey stated that
he would definitely request the various businesses making deliv-
eries to the 4 -H Camp of the re- routing of their trucks down
Jones Avenue to Sixth Street across Sixth Street to Lewis Avenue
and turn into the Camp.
Mayor Counihan then opened the meeting for the transaction
of business legally presented.
The Mayor then asked if there were any errors or omissions
in the Minutes of the following meetings:

There being no errors or ommissions noted, these Minutes
stood approved as written.
COMMUNICATIONS:
The Clerk read an invitation extended to the Mayor and
Council of Savannah Beach from the City of Port Wentworth
inviting them to a reception honoring the newly elected Mayor
and Council of the City of Port Wentworth which would be held
in the Port Wentworth Community Center, westend of Appleby
Road at 7:30 P.M. Firday evening, January 31, 1975.
The next communication was addressed to Ed. Patterson,
Clerk of City of Savannah Beach from Mr. Dennis E. Meeks,
Branch Manager of the Citizens and Southern National Bank.
By means of this letter the C & S Bank invited the City
personnel of Savannah Beach for a boat ride, refereshments
and dinner aboard the Flying Lay on March 12, 1975. The
letter goes on to state that due to the size of the boat
they were obliged to limit the invitation to twenty -four
(24) guests. The Clerk urged all the members of the Council
tho were desirous of attending this boat ride to let him
know at their earliest opportunity.
The next communication read by the Clerk was from the
Manpower Planning Office, Mr. George Chiotellis, Manpower
Coordinator and was addressed to Edward M. Patterson, City
Clerk, City of Savannah Beach, Georgia.
LETTER FROM MR. GEORGE CHIOTELLIS, MANPOWER PLANNING OFFICE
These communications were then accepted as information.
The last one for the Manpower Planning Office from Mr.
Chiotellis was turned over to Mr. Ed Fahey, Chairman of the
Police Committee.
Mayor Counihan then called on the City Clerk for a
brief explanation of the first two items on the. Agenda,
which were as follows:
1. Housing Code Inspection Report Submitted by
Chatham County Health Department.
2. Housing Code Inspection and Enforcement Program
for Savannah Beach, 1975 Budget.
The Clerk stated that the first item was a report on
inspections made during 1974. He stated further that on
this it would only be necessary for Council to accept it.
On the second item, Housing Code Inspection and Enforcement
Program and the Budget for 1975, he stated that the 1975
Budget, which is proposed by Chatham County Health Department
together with a schedule of work to be performed, should be
approved by Council. The Clerk then introduced Mr. Shuble
Boling, Senior Sanatarian of the Housing Hygiene Section of
Chatham County Health Department, together with Mr. Charles
Bass, Sanatarian, who was doing the actual inspection work
here at the Beach. Clerk stated that Mr. Boling and Mr.
Bass had come down to attend this Council Meeting at his
request in order that they may be present to answer any
questions which the members of Council may have. Mayor
Counihan told Mr. Boling that during their previous meeting
with Council, he had requested that while they were making
their inspections that they also check the houses from

Lazaretto Creek on in to the City that were not in the City
limits but in the County. Mr. Boling answered that this had
been discussed and that they were going to do it, but they
work from what he called a "labor" list and that this area
was further down on the list but they would eventually get
to it. Mayor Counihan stated that he knew that we did not
have jurisdiction over these people but in the event the
inspection revealed bad housing conditions, we could in
turn report it to Chatham County.
Councilman Joseph Agnew then moved that the Housing Code
Inspection Report for the year 1974 as submitted by the Chatham
County Health Department be accepted. This motion was seconded
by Councilman Fahey and unanimously carried.
With reference to the program, schedule and proposed
budget for the 1975 Housing Code Inspection Endorcement Pro-
gram, the Clerk read the following letter from Mr. Shuble
Boling dated December 6, 1974:

Following the reading of this letter and Proposed Budget,
Councilman Joseph Agnew made a motion that this budget for our
Housing Code Inspection and Enforcement Program for 1975
together with the Proposed Budget be approved by Council. This
motion was seconded by Councilman John Wylly and unanimously
carried.
The Mayor then requested the Clerk to give Council a brief
description of the next item on the agenda which was the E.P.A.
Grant offer in the amount of $821,250.00 to the City of Savannah
Beach for construction of the proposed treatment facilities.
The offer was tendered by the United States Environmental Pro-

tection Agency and was signed by Mr. Jace E. Ravan, Regional
Administrator of the United States Environmental Protection
Agency.
In his letter, Mr. Ravan stated that this offer was subject
to the assurances and conditions as set forth in the Grant
Agreement, to any other stipulations approved by the administra-
tor, and to adjustment in amount as determined by a final in-
spection and audit. He also suggested that Council familiarize
themselves with the conditions and enclosed Registers to insure
a smooth execution of this project.
Mr. Ravan further stated in his letter that Council should
review the Grant Agreement and if acceptable sign it and return,
by Certified Mail, the original and two copies to the Environ-
mental Protection Agency.
Mr. Ravan stated further in his letter that Council should
adopt a suitable Resolution accepting the offer sending three
(3) copies to his office. He also stated that this offer must
be accepted within three weeks from the date of this letter or
it becomes invalid. The date of the letter was January 14, 1975.
Clerk then called Council's attention to some of the re-
quirements and conditions accompanying this Grant. He called
particular attention to paragraph nine (9) of these conditions
making it mandatory for the Town to continue to comply with
the Mandates of the National Flood Insurance Act of 1968 as
amended. Also paragraph ten (10), in which the Grantee shall
be required to employe an adequate number of qualified operators
and assure the facilities will be maintained and operated in
accordance with the requirements of an approved Project Opera-
tion Maintenance Manuel.
Councilman Hosti then stated since we had a meeting coming
up this Thursday with Mr. Joe Hutton, City Engineer, concerning
some of our problems that we hold off on any action until we can
discuss this with him, since he is more familiar with the pro-
cedure of these Grants than we are. There was no objections to
this and it was so ordered by the Mayor. The Clerk stated that
this would be added to the Agenda for the Special Called Meeting
on this coming Thursday night with Mr. Hutton.
With reference to the next item on the Agenda, Chatham
County Dispatching Service and Savannah Beach's participation
in this service, Police Chairman Fahey stated that he had been
to several meetings in regard to our participation with the
County in the dispatching, and, when it first started off, our
costs was said to be in the neighborhood of $3,500.00 However,
Councilman Fahey stated, at a subsequent meeting that was attend-
ed by he and Chief Price, he informed the County Commissioners
that Savannah Beach might be willing to go as high as $1,100.00
for the use of the system for the TC500 Service only, and not to
receive and dispatching. Chairman Fahey stated that we did need

this service in order to get routine checks on automobile
licenses plates, ownership of vehicles, etc. Councilman Fahey
stated this service was available through the State, but there
was one period of the twenty -four hour period that during which
time the service was not available, and that was from eleven
p.m. to eight a.m. the next morning, whereas the service was
needed by the City twenty -four hours around -the- clock. Council-
man Wylly then asked Chairman Fahey if he had heard anything
from Thunderbolt on our efforts to get them to participate
in our dispatching. Mr. Fahey stated that he had contacted
Thunderbolt officials and they had promised to let him hear
from them, but thus far he had not heard from them. A motion
was then made by Councilman Hosti that we accept the arrange-
ments for the use of the County's TC500 checks at an annual
costs of $1,100.00. This motion was seconded by Councilman
Fahey and unanimously carried.
The next item on the Agenda was a Resolution for adoption
authorizing the Mayor to inform the Law Enforcement Assistant
Administration that it was the desire of the City of Savannah
Beach to seek a grant for the purpose of conducting a compre-
hensive feasibility study and that if approved, the City of
Savannah Beach will be responsibile for 5% of the costs of
the study, which costs is estimated to be $12,000.00 After a
brief explanation by Police Chairman Fahey, Councilman Richard
DeLoach moved that we adopt the following Resolution:

This motion was seconded by Councilman Fahey and
unanimously carried.
Mayor Counihan then called upon Mr. Franklin Burnsed,
Savannah Beach Building Inspector, for his annual report. The
following report was submitted in writting by Mr. Burnsed:
ANNUAL REPORT FOR 1974 -- BUILDING INSPECTOR
Continuing, Mr. Burnsed stated that the organizational
meeting of the Housing Board of Adjustments and Appeals was
held on last Wednesday, January 22nd, and the following officers
were elected: S. R. Kent, Chairman, Franklin Burnsed, Vice
Chairman, Joseph Winders, Secretary.
Mr. Burnsed informed Council that the object of this.
Housing Board of Adjustments and Appeals was to accept appeals
from agrieved persons from the housing inspection and make a
study of then,then render .a decision. Earl Anderson, Zoning
Administrator, thanked Council for their foresight in seeing
fit to adopt a 1975 Housing Inspection Enforcement Budget which
assures this good work for the Beach for another twelve months.

He also asked if Council would please stop procrastinating on
the text amendments to our Zoning Ordinance and the proposed
re- zoning of the Marina.
The Mayor then called on Mr. Jim Bond, Chairman of Water
and Sewer for a progress report on the Lewis Avenue Sewer Project.
Mr. Bond stated that we have now let the contract to Aultman
Construction Company of Macon, Georgia. He also said that this
Contracting Company was . notified on January 10th, that their
bid had been accepted and he felt like the work would start pretty
soon on that.
For the next item on the Agenda, the Mayor called on City
Attorney William H. Pinson. This was an amendment to our Real
Estate Tax Ordinance. Mr. Pinson informed Council that it was
necessary for us to make a change in our present Real Estate
Tax Ordinance in order to make it compatible with that of Chatham
County, due to the fact we base our valuations and assessments
on those of Chatham County and this was in accord with the State
Law. However, he stated, in this particular amendment he was
not changing the millage, leaving it at 28 mills as was the case
last year. He stated that it provides for two payments to be made
during the year, same as Chatham County does. First payment
being due on May 1st and the second payment due on November 1st.
He stated that the first installment would be based on one -half
of the taxes paid the previous year due to the fact that the
Chatham County Digest from which we get our valuations will not
be approved by the time it is necessary for us to send our our
first tax billing, which is in the area of May 1st. Therefore, .
the first installment is based on last year's taxes. However, he .
stated, that the second installment due on November 1st will
be based on the new valuations as submitted by Chatham County
in their new digest which will be approved by the State Department
of Revenue so in this manner, any difference in either minus
or plus will be made up as an adjustment in this second and final
installment on November 1st.
Mr. Pinson stated that this was the first change being made
in our present ordinance, the second being in the amount of
interest charged for those who are delinquent by not paying their
taxes on time. This figure, he said, is being raised to nine per
cent (9%) which is the legal amount allowed to municipalities
by the Georgia State Law. Attorney Pinson then requested the
Clerk to read the entire Amending Ordinance.
ORDINANCE
Following the reading of this Ordinance, Councilman Hosti
moved that it be adopted and our Ordinance amended. Councilman
Fahey seconded the motion and it was unanimously carried and
adopted on both first and second readings at this meeting by
unanimous consent of. the Councilmen present.

Mayor Counihan announced that the next item on the Agenda
was the adoption of a proposed resolution authorizing a
$50,000.00 Municipal Casual Deficiency Loan. City Attorney
Pinson stated that at the last meeting of,Council, they had
stated their intention of making a casual deficiency loan in
the amount of $50,000.00 to tide the City over during the
interim period after the taxes were billed on May 1st until
such time as we could get a flow of cash started back into
the treasury, in order to operate the City. Mr. Pinson stated
further that he had prepared a Resolution which complied with
all State requirements and requested the Clerk to read such
Resolution:
RESOLUTION
Following the reading of the Resolution, Councilman Hosti
moved it to be adopted. This motion was seconded by Councilman
Fahey and unanimously carried.
The next item on the Agenda which was a Quit Claim and
Resolution to Estate of Melvin T. Pearson and this item was
also referred to City Attorney Pinson for his presentation.
City Attorney Pinson stated that this was merely a routine
matter that Melvin T. Pearson had back taxes due on Lots 139
and 190, Ward 4, here at Savannah Beach. He said that these
lots were sold at a Sheriff's Tax Sale and bought in by the
City. Mr. Pinson stated further that prior to our filing a
Bar of Redemption the people representing the Pearson Estate
came in and paid all of the past due taxes, penalty and in-
terest and other charges in the amount of Two Hundred and
Twenty - eight Dollars anf Fifteen Cents ($228.15). A Resolution
has been prepared by these people, a Quit Claim Deed has also
been prepared by them and the check for the proper amount of
money has been tendered the City. He then requested the Clerk
to read the ;Following Resolution which would authorize the
Mayor to sign the Quit Claim Deed and allow this redemption:

Following the reading of this Resolution, Councilman Hosti
moved that it be adopted and that this property be Quit Claimed
back to Melvin T. Pearson. The motion was seconded by Council- -
man Fahey and uanimously carried.
The next item on the Agenda was also handled by City
Attorney William H. Pinson. It was the adoption of a proposed
Resolution which would authorize our legislative delegation in
the General Assembly to introduce before the Georgia General
Assemly, a bill subject to the approval of the City of Savannah
Beach, Tybee Island, Georgia, by referendum, for the purpose of

amending the Charter of -the City of Savannah Beach, Tybee Island,
Georgia, to provide for four (4) year terms of office for the
Mayor and Council of the City of Savannah Beach, Tybee Island,
Georgia. Councilman Agnew stated that he wondered, since the
delegation in all probability would go along with us in pre-
senting this Bill unanimously, if we could go ahead and hold
the Referendum as quickly as possible and then have the General
Assembly pass the Bill at a later time. City Attorney Pinson
answered that we also had a problem with that, which was a
time problem. He did not think that we had time to get the
Referendum together and act on it prior to the time it would
be enacted by the General Assembly. Attorney Pinson said if
Council wanted to, they might attempt to do that but they could
either have the Referendum before or after the passabe of the
Bill in the General Assembly. If Council should decide to make
it subject to a Referendum, it has to be done before it becomes
a law amending the Charter here. The Clerk stated that a
similar situation arose on a proposed bill to annex all of
Tybee Island. He stated that when the bill was received it
showed being signed by Governor Carter on March 2lst. It was
not received in the City Hall until March 29th. The election .
was scheduled to be held on April lst, so it was impossible
for the City to carry out the requirements that it be adver-
tised once a week for two weeks thirty days prior to the Re-
ferendum. City Attorney Pinson stated that if Council wanted
to adopt this proposed resolution, they should meet with our
legislative delegation as quickly as possible, give them the
details of this so that they could introduce this Bill before
the General Assembly for approval. Also at the same time,
Council should set up a time for a Referendum.

Following the reading of this Resolution, Councilman DeLoach
made a motion that it be adopted. The motion was seconded by
Councilman Fahey and unanimously carried.
Attorney Pinson stated that we should have a member of
Council to meet with the delegation. Councilman Hosti stated
that while in Atlanta, he approached Senator Riley. He stated
further that he and Councilman DeLoach met with Representative
Tom Taggart and Senator Henry McDowell. Senator McDowell
stated that he would give us something to go by and would
contact Council before their Meeting. However, there has
been no word from Senator McDowell as of this time.
The next item on the Agenda was a Resolution read by
the Clerk for the appointment of theree.members to the
Housing Board of Adjustment and Appeals.

Following the reading of this Resolution, Councilman
Fahey moved that it be adopted. It was seconded by Council-
man DeLoach and unanimously carried.
Mayor Counihan asked those members of Council who wished to
accept the invitation from the Citizens and Southern National
Bank for a boat ride aboard the Flying Lady, please notify the
Clerk of their decision.
Attorney William H. Pinson stated that the advertisement
on our sewage treatment facilities had been run in the paper
and bids were due on February 25, 1975.
Bills for the various departments were approved for the
month of December with the exception of a bill from Herb Elec-
tric in the amount of $127.00. Mr. James Bond, Chairman of
Water and Sewer, stated he would like to check into this further.
Councilman Fahey read a letter from Capt. J. C. Fox,
U. S. Coast Guard, commending Chief John Price, Judge William
H. Pinson and officers of the Savannah Beach Police Department
in the way they handled a Police Court matter which involved
several enlisted personnel.
Councilman Hosti stated he would like to discuss the
First District Information Conference sponsored by Congress-
man Bo Ginn. He stated that this was a golden opportunity
for the Beach to get first hand knowledge on how to get
Federal Funds. He then made a motion for Council to authorize
the delegation of two people to attend this conference. It
was seconded by Councilman Bond.
Councilman DeLoach stated that while in Atlanta for Mayor's
Day, there was talk on the discontinuing of Revenue Sharing
Funds. He felt all Municipalities and Mayors should write
their Congressmen and Representatives requesting the Funds
be continued.
There being no further business, the meeting was adjourned
to the next Regular or Special Called Meeting.

COMMITTEE
Dear Mr. Patterson:
Under the Comprehensive Employment and Training Act of 1973 (CETA) the City
of Savannah and Chatham County have agreed to jointly plan and operate man-
power training and employment programs. The advantages of such joint action
are obvious. Administrative costs are minimized and scarce resources are
used to serve many more enrollees than was the case when a dozen agencies .
operated two dozen programs.
'he component of the Savannah /Chatham Manpower Program in which you showed
interest is the Summer Youth Employment Program. This program serves dis-
advantaged in- school youth who need summer jobs in order to remain in school
The need for such a.program in our area is great and carries a very high
priority.
The other side of the coin is the increasing crunch felt by local governments 1
in meeting public service needs.
Our Summer Program is designed to meet both the needs of our students for
jobs and the needs of local governments for necessary additional services.
Your request for lifeguards at Savannah Beach this summer meet both criteria
and this office will certainly work closely with you to provide these jobs.
Certainly it will be difficult to find a large number of qualified life-
guards who meet the disadvantaged criteria so our recruiting must start
early and involve coordination with the Red Cross. For this reason you are
requested to forward as soon as possible the necessary information such as
numbers, schedules etc. Another serious problem that can be foreseen is
transportation.
The individuals will be paid the minimum wage of $2.10 per hour. No other .
expenses can be incurred under the Program.

the City Council has been briefed and their reactions known. I look forward
to working with you on this and other programs.

R E S O L U T I O N
WHEREAS, the CITY OF SAVANNAH BEACH, Tybee Island,
Georgia, is eligible under certain State and Federal Programs
to receive funding for local programs which are in the public
interest, and,
WHEREAS, the CITY OF SAVANNAH BEACH, Tybee Island,
Georgia, desires to submit a grant request to the Law Enforce-
ment Assistance Administration for the purpose of conducting
a comprehensive feasibility study to be used by the City in
submitting for available funds under Federal and State Programs,
and,
WHEREAS, if the Law Enforcement Assistance Adminis-
tration approves the grant, the cost of the study will be ap-
portioned on a matching basis with ninety -five percent (95 %)
of the cost being the responsibility of the Law Enforcement
Assistance Administration and five percent (5 %) of the cost
being the responsibility of the CITY OF SAVANNAH BEACH, Tybee
Island, Georgia.
NOW THEREFORE, BE IT RESOLVED by the Mayor and Council -
ment of the town of SAVANNAH BEACH, Tybee Island, Georgia, in
Council duly assembled, that the Mayor of the town of SAVANNAH
BEACH, Tybee Island, Georgia, is hereby authorized and directed
to inform the Law Enforcement Assistance Administration that
it is the desire of the CITY OF SAVANNAH BEACH to seek a grant
for the purpose of conducting a comprehensive feasibility study
and that if approved, the CITY OF SAVANNAH BEACH will be re-
sponsible for five percent (5%) of the cost of this study.

AN ORDINANCE
TO PROVIDE THE DATE FOR THE 1975 SAVANNAH BEACH, TYBEE
ISLAND, GEORGIA AD VALOREM TAXES TO BECOME DUE AND PAY-
ABLE AND TO FURTHER PROVIDE WHEN THE SAME SHALL BECOME
DELINQUENT AND SUBJECT TO PENALTIES AND INTEREST; TO
PROVIDE, REQUIRE AND SET THE PAYMENT OF SAID TAXES IN
TWO INSTALLMENTS, THE FIRST INSTALLMENT TO BE DUE AND
PAYABLE ON MAY 1, 1975, AND THE SECOND INSTALLMENT TO
BE DUE AND PAYABLE ON NOVEMBER 1, 1975; AND TO PROVIDE
THE TERMS UPON WHICH SAID INSTALLMENT SHALL BE DUE AND
PAYABLE; TO PROVIDE A SEVERABILITY CLAUSE; TO PROVIDE
AN EFFECTIVE DATE; TO REPEAL CONFLICTING ORDINANCES
AND FOR OTHER PURPOSES:
BE IT ORDAINED by the Mayor and Councilmen of the City
of Savannah Beach, Tybee Island, Georgia, in Council duly
assembled, and it is hereby ordained by the authority thereof
this 27th day of January, 1975, as follows:
SECTION I. By striking section one of the existing ordinance
providing for taxation of real and personal property in Savannah
Beach, Tybee Island, Georgia and inserting in lieu thereof the
following:
"Section 1. Dates When Taxes Are Due.
The 1975 Savannah Beach, Tybee Island, Georgia
Ad Valorem Taxes shall be due and payable in two install-
ments. The first installment shall be due and payable on
May 1, 1975, and the second installment shall be due and
payable on November 1, 1975."
SECTION II. By striking section two of the existing ordinance .
providing for taxation of real and personal property in Savannah
Beach, Tybee Island,. Georgia and inserting in lieu thereof the
following:
"Section 2. Tax Digest And Rendition Of Statements of Taxes
Due.
The first installment of taxes for the year
1975 shall be paid on statements prepared and rendered on
the basis on one -half of the total tax billed on said pro-
perty in 1974 by the tax -payer of said property for the
calendar year 1974; with the updating of ownership and
other necessary corrective changes in order to issue said
tax bills."
The second installment shall be due and payable on November 1,
1975 and the tax statement for this payment shall be made on
the basis of the 1975 tax digest approved by the State Revenue
Commissioner with the billing taking into consideration the
adjustments, credits, and changes made necessary by the final
assessment as approved on the 1975 tax digest giving due and

proper credit for the payment made on May 1, 1975.
The rate of taxation upon real estate and business personal
property within the limits of said town of Savannah Beach,
Tybee Island, Georgia shall be two and eight - tenths percent
(2.8%) upon the assessed or returned value of same, bearing
forty percent (40%) of true market value, of real estate im-
provements to be ascertained from the returns of the committee
on assessments of said Mayor and Councilmen, and the valuation
of business personal property to be ascertained from the re-
turns of the owners thereof in pursuance of -th:e. applicable laws
and ordinances providing for the assessment and valuing of
taxable property in the town of Savannah Beach, Tybee Island,
Georgia, and to carry into effect the provisions of the act of
the General Assembly of the State of Georgia approved August 19,
1922, section 21, as amended.
SECTION III. By striking section three of the existing ordinance
providing for taxation of real and personal property in Savannah
Beach, Tybee Island, Georgia and inserting in lieu thereof the
following:
"Section 3. Transfer of Ownership by Deed - Notice to
Chief Tax Assessor.
Each purchaser of property located in Savannah
Beach, Tybee Island, Georgia shall give notice to the chief
tax assessor of Chatham County, Georgia, that ownership of real
property or personal business property has been changed. Said
notice shall be given upon a form duly approved by the chief
tax assessor of Chatham County and the notice shall be filed
in the office of the chief tax assessor.
SECTION IV. By striking section four of the existing ordinance
providing for taxation of real and personal property in Savannah
Beach, Tybee Island, Georgia, and inserting in lieu thereof the
following:
"Section 4. Penalties. and Interest..
Taxes which are notpaid on the regular due
date of each installment for the calendar year 1975 shall bear
penalties and interest as are authorized under the general laws
of the State of Georgia. The interest rate on all delinquent .
payments shall be nine percent (9 %) per annum.
SECTION V. Purpose and `tt, of Ordinance:
The purpose of this ordinance is to require the
payment of taxes in the calendar year 1975 in two regular
installments, as hereinabove set forth. The earlier receipt
of tax monies will save Savannah Beach, Tybee Island, Georgia
interest on borrowed funds.
SECTION VI. Executions:
Executions will be issued as provided by the general
laws of the State of Georgia on all properties for which the
1975 taxes are not paid at the installment due date, that is
May 1, 1975 and November 1, 1975.
SECTION VII. Severability:
The provisions of this ordinance are severable.
If any section of this ordinance is declared unconstitutional,
illegal or void, it shall not affect or impair any of the re-
maining sections of this ordinance.
SECTION VIII.
All ordinances or parts of ordinances in conflict with
this ordinance are hereby repealed.

R E S O L U T I ON
AUTHORIZING TEMPORARY LOAN BY THE CITY OF SAVANNAH BEACH
TYBEE ISLAND, GEORGIA, UNDER THE CONSTITUTION OF THE STATE
OF GEORGIA, ATRICLE VII, SECTION VII, PARAGRAPH IV, AND
FOR OTHER PURPOSES.
WHEREAS, under and by virtue of the Constitution of
the State of Georgia, Article VII, Section VII, Paragraph IV
(Section 2 -6004 of the Georgia Code of 1933, Annotated) each
County, Municipality or Political Subdivision of the State
authorized to levy taxes is given the authority to make temporary
loans between January 1, and December 31 in each year to pay
expenses for such year, upon certain conditions; and
WHEREAS, such conditions have been fulfilled by the
City of Savannah Beach, Tybee Island, Georgia as hereinafter
appears; and
WHEREAS, the said City of Savannah Beach, Tybee Island,
Georgia has now outstanding no temporary loan, or loans, made
in the current year, or in any prior year; and
WHEREAS, the total gross income .of.said City of Savannah
Beach, Tybee Island, Georgia from taxes in the last preceeding
fiscal year (1973 -74) was $188,348.00; and
WHEREAS, the total anticipated revenue of the City of
Savannah Beach, Tybee Island, Georgia for the year 1974 -75 ex-
ceeds $424,460.00; and
WHEREAS, the amount to be borrowed, $50,000.00, plus
all other contracts or obligations for current expenses of the
City of Savannah Beach, Tybee Island, Georgia for the fiscal
year 1974 -75 are less than the total anticipated revenue from
all sources for such fiscal year; and
WHEREAS, under the aforesaid authority, the City of
Savannah Beach, Tybee Island, Georgia may make such temporary
loan, or loans, in the fiscal year 1974 -75 in a total amount
not to exceed $50,000.00; and
WHEREAS, the Mayor and Council constitute the governing
body of the City of Savannah Beach, Tybee Island, Georgia.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council
of the City of Savannah Beach, Tybee Island, Georgia in a legally
called meeting, assembled January 27, 1975:

That the City of Savannah Beach, Tybee Island, Georgia .
is hereby authorized to borrow from Savannah Bank & Trust Company
of Savannah the sum of $50,000.00 to be represented by a
Promissory Note bearing interest at the prevailing and best
obtainable rate of interest per annum, and the entire amount,
together with interest, to be repaid on or before December 31,
1975. The Promissory Note evidencing said loan shall be ex-
ecuted in the name of the City of Savannah Beach, Tybee Island,
Georgia and signed by the Mayor and /or Mayor Pro Tem and Clerk
of Council.

R E S O L U T I O N
WHEREAS, on December 5, 1972, JOHN J. PRICE, Chief
of Police for the town of SAVANNAH BEACH, Tybee Island, con-
veyed to SAVANNAH BEACH, Tybee Island, property of MELVIN T.
PEARSON, known as Lots 189 and 190, Ward 4, SAVANNAH BEACH,
Tybee Island, for past due City taxes, and
WHEREAS, the said MELVIN T. PEARSON, as owner of
said Lot has paid to the CLERK of COUNCIL of the town of SAVANNAH
BEACH, Tybee Island, the sum of TWO - HUNDRED TWENTY -EIGHT and
15/100 DOLLARS, representing the cost of redeeming said pro-
perty, and
WHEREAS, the said MELVIN T. PEARSON has petitioned
the Mayor and Councilmen of the town of SAVANNAH BEACH, Tybee
Island, Georgia to Quit Claim said property to petitioners.
NOW THEREFORE, BE IT RESOLVED by the Mayor and
Councilmen of the town of SAVANNAH BEACH, Tybee Island, Georgia,
in Council duly assembled, that the prayers of said petitioners
be granted, and the Mayor of the town of SAVANNAH BEACH, Tybee
Island, is hereby authorized and directed to execute a Quit
Claim Deed and the Clerk of Council is authorized and directed
to attest said Deed to carry out the purpose of this resolution.

WHEREAS, the Mayor and Council for the CITY OF SAVANNAH
BEACH are by the authority of the Charter of the CITY OF SAVANNAH
BEACH, Tybee Island, Georgia, elected for terms of office of
two (2) years; and,
WHEREAS, the Mayor and Council feel that the term of
four (4) years would better enable them to carry out the bus-
iness of the CITY OF SAVANNAH BEACH, Tybee Island, Georgia.
NOW THEREFORE BE IT RESOLVED, that the CITY COUNCIL
duly assembled authorizes the legislative delegation from the
COUNTY of CHATHAM to introduce before the GEORGIA GENERAL
ASSEMBLY a bill, subject to approval of the CITY OF SAVANNAH
BEACH, Tybee Island, Georgia, by referendum, for the purpose
of amending the charter of the CITY OF SAVANNAH BEACH, Tybee
Island, Georgia, to provide for four (4) year terms of office
for the Mayor and Councilmen of the CITY OF SAVANNAH BEACH,
TYBEE ISLAND, GEORGIA.

R E S O L U T I O N
WHEREAS, The present code of ordinances of the town
of SAVANNAH BEACH, Tybee Island, Georgia, dealing with housing
has specifically adopted the Southern Standard Housing Code,
1973 edition, and,
WHEREAS, section 106.1 of the Southern Standard Housing
Code provides for the creation of the Housing Board of Adjustments
and Appeals and further provides that the governing body of the
CITY OF SAVANNAH BEACH, Tybee Island, Georgia, shall appoint
the three members of the Housing Board of Adjustments and Appeals.
NOW THEREFORE, BE IT RESOLVED by the Mayor and Council-
men of the town of SAVANNAH BEACH, Tybee Island, Georgia, in
Council duly assembled that the following residents of SAVANNAH
BEACH be appointed to the Housing Board of Adjustments and
Appeals for the terms noted:
FRANKLIN BURNSED - One Year
