GULF STREAM ON TUESDAY, SEPTEMBER 23, 2014 AT 5:01 P.M., IN THE
COMMISSION CHAMBERS OF THE TOWN HALL, 100 SEA ROAD, GULF STREAM,
FLORIDA.
I. Call to Order. Mayor Morgan called the meeting to order at
5:01 P.M.

III. Consideration of Adopted Tentative Millage Rate and Adopted
Tentative Budget for Fiscal Year 2014 -2015.
A. Explanation and discussion of Tentative Millage Rate as
compared to the rolled back rate.
Town Manager Thrasher advised this budget has been prepared with a
proposed millage rate of 3.9000 mills which is 11.53% higher than the
rolled -back rate of 3.4969 mills. He explained this is a balanced
budget at $4,129,691 and has not changed from the Tentative Budget that
was approved. He pointed out this provides for contingencies or amounts
to the reserves of $169,550.
B. Comment from the Commission and the public.
Vice Mayor Ganger asked when we might expect to hear from Delray Beach
with regard to cost of water for the coming year.

accordingly to compensate. Mr. Thrasher reported
doing nicely, not because of higher rates but
the maintenance and repairs, as much as possible,
Commissioner Stanley asked if we have used the outside contractor that
we have under contract for work that is beyond that which we are
equipped to handle.
Mr. Thrasher reported we had used them for installation of a drainage
outfall on Palm Way which included repaving of the area. He added that
this project was a 50/50 co -op with the neighbors in the area
participating along with the Town.
Vice Mayor Ganger stated he had just asked the Town Manager Prior to the
meeting to explain the Capital item under "streets" in the amount of
$503,000 and the Town Manager had confirmed that this includes what has
been budgeted for the new street lights.

Mayor Morgan asked for public comment at this time.
Christopher O'Hare was recognized and asked, or commented on, the
following:
1. What permits does the $90,000 revenue item cover?
(Zoning & Building Permits)
2. Explain the Code Enforcement, $35, page 2.
(This is $35,000, a part of all Professional Services which
is $87,500.)
3. Explain the $2,000 for library, page 2.
(Covers general costs to maintain the room, etc. By maintaining a
Town Library there is a savings of one half mill to Gulf Stream
Taxpayers, a benefit many residents are not aware of.)
4. Are the items, Salaries & Benefits, under streets for B.Dietrick?
(yes.)
5. Was under the impression the Town Manager's salary was shown as
an increase of 8% on the Tentative Budget.
(He was assured that the figure of 3% was same on both budgets)
6. Pointed out Dietrick salary was shown on both page 3 & page 5.
(Explained that page 5 shows the breakdown of what is shown on
page 3.)
7. Noting $20,000 budgeted design costs for Town Hall expansion,
asked for explanation.
(Has been included in last several budgets but money has been
needed for more pressing things.)
8. Where are the fees paid to Urban Design shown?
(They are included in the line item for Other Professional Ser.)
9. Why is the commodity charge in the water budget more than last
year if we don't use more water.
(Don't believe there will be an increase but taking a
conservative approach.)
10. Why did management fees go up? Paper clips go up?
(This is an allocation that is charged to the water department
for the General Funds management of the system.)
11. Who is the management fee? Is it you or the Town?
(That's a transfer to the General Fund to cover anyone involved
with the operation or activities connected therewith.
12. Stated spent $277,500 this year on street lights and expect
to spend $421,400 next year. Commented lights look great but
questioned why, for < million, we did not seek a competitive bid?
(There were no lights installed last year, it was anticipated but
never materialized. The purchase was piggy- backed off another
contract that had been bid.)
IV. Adoption of the General Fund FINAL MILLAGE RATE for Fiscal
Year 2014 -2015.
Vice Mayor Ganger moved and Commissioner Stanley seconded to approve the
adoption of the General Fund FINAL millage rate of 3.9000 for Fiscal
Year 2014 -2015. All voted AYE at roll call.

V. Adoption of the FINAL BUDGETS for Fiscal Year 2014 -2015.
A. General Fund
Vice Mayor Ganger moved and Commissioner Stanley seconded to approve the
adoption of the General Fund FINAL Budget of $4,129,691 for Fiscal Year
2014 -2015. All voted AYE at roll call.
B. Enterprise Fund (Water)
Vice Mayor Ganger moved and Commissioner Stanley seconded to approve the
adoption of the Enterprise (water) Fund FINAL Budget of $1,011,000 for
Fiscal Year 2014 -2015. All voted AYE at roll call.
VI. Resolutions for Adoption.
Mayor Morgan read the following Title and the entire document was read
by Town Clerk Taylor.
A. No. 014 -10; A RESOLUTION OF THE TOWN COMMISSION OF THE TOWN
OF GULF STREAM, PALM BEACH COUNTY, FLORIDA, ADOPTING THE FINAL
LEVYING OF AD VALOREM TAXES FOR THE TOWN OF GULF STREAM
GENERAL FUND FOR FISCAL YEAR COMMENCING ON OCTOBER 1, 2014 AND
ENDING ON SEPTEMBER 30, 2015; PROVIDING FOR AN EFFECTIVE DATE.
Vice Mayor Ganger moved and Commissioner Orthwein seconded to approve
the adoption of Resolution No. 014 -10. All voted AYE at roll call.
Mayor Morgan read the following Title and the entire document was read
by Town Clerk Taylor.
B. No. 014 -11; A RESOLUTION OF THE TOWN COMMISSION OF THE TOWN
OF GULF STREAM, PALM BEACH COUNTY, FLORIDA, ADOPTING THE
GENERAL FUND FINAL BUDGET FOR THE TOWN OF GULF STREAM FOR THE
FISCAL YEAR COMMENCING ON OCTOBER 1, 2014 AND ENDING ON
SEPTEMBER 30, 2015; PROVIDING FOR AN EFFECTIVE DATE.
Vice Mayor Ganger moved and Commissioner Orthwein seconded to approve
the adoption of Resolution No. 014 -11. All voted AYE and Roll Call.
Mayor Morgan read the following Title and the entire document was read
by Town Clerk Taylor.
C. No. 014 -12; A RESOLUTION OF THE TOWN COMMISSION OF THE TOWN
OF GULF STREAM, PALM BEACH COUNTY, FLORIDA, ADOPTING THE WATER
FUND FINAL BUDGET FOR THE TOWN OF GULF STREAM FOR THE FISCAL
YEAR COMMENCING ON OCTOBER 1, 2014 AND ENDING ON SEPTEMBER 30,
2015; PROVIDING FOR AN EFFECTIVE DATE.
Vice Mayor Ganger moved and Commissioner Orthwein seconded to approve
the adoption of Resolution No. 014 -12. All voted AYE at Roll Call.
VII. Adjournment.
