A Special Meeting was called to order by the Mayor, at
7:00 P.M., as requested by City Engineer, Joseph Hutton,
for the following purposes:
1. To review several matters which Mr. Hutton feels
should be discussed prior to the bid opening so
that there will be no delays in awarding the work
and receiving the Grants, in connection with our
Sewer Project EPA 130353.
2. Also, at the meeting of City Council January 29,
1975, the Clerk was directed to delay the accept-
ance of the Federal Grant in the amount of $821,250.00
to the City of Savannah Beach for the constuction
of the proposed treatment facilities - (Project
C130353-02-0) and to handle at this meeting.
Those attending the meeting were: Councilmen DeLoach,
Hosti, Bond and Agnew. Also in attendance were City Attorney
William H. Pinson, City Engineer, Joseph Hutton and Phyllis
Cary.
Mr. Hutton inquired of Mayor and Council to determine if
they had available finances for the project. Federal Grants
will cover eligible work and State Grants will cover ineligible
work. If the City has the available funds there will be no.pro --
blem. However, if complete funds are not available, portions
of the project will have to be deleted. Mr. Hutton suggested
Mayor and Council look over the Project and eliminate any
lines thought to be least important, before the bid is let.
Council was informed as to how the project would be
advertised, how the bid is let and the financing of the pro-
ject.
The City's portion of the project cost will be $755,000.00.
A report on the Water Sewer Construction bank balance, the
amount that is invested at this time, the interest earned
which is included in the invested amount, was presented in
a report from Mrs. Cary. These figures fall short of the
required amount until Attorney Pinson has time to check the
Bond Resolution as to the legality of using the interest earned
on this construction project, and until the City of Savannah
Beach receives the balance of the Grant due them on the com-
plete Plant construction.

Councilman Bond inquired as to whether or not the con-
tractor could give immediate relief at Fifteenth Street. Mr.
Hutton felt Council and the Contractor could get together on the
schedule and work out something on the most pressing needs of
the system. Mr. Hutton felt the City should spend the money
to trench temporary pipes in that area and remove them from
the center of the road, since it would be approximately July
4th before the contractor started the project.
Mayor Counihan entertained a motion to accept the Federal
Grant of $821,250.00. The stipulation in accepting the Grant .
is that the City hire satisfactory operators and maintain the
system according to the guide lines laid down. The motion was
made by Councilman DeLoach to accept the Federal Grant, seconded
by Councilman Bond. The motion passed unanimously.
RESOLUTION
Mr. Hutton informed Council that the balance of the Federal
Grant in the amount of $124,864.00 due the City on the completion
of the Plant, can only be obtained upon adoption of the new
Sewer Ordinance. Councilman Bond said that to his knowledge,
the City had not received any correspondence from the State or
Federal level in regard to this Ordinance and while in Atlanta,
he could find no one who knew about the matter. Mr. Hutton
reported he had a copy. Councilman Agnew felt this correspon-
dence was apparently received before the present Council took
office. Mr. Hutton reported that when the final inspection
was made in March of 1974, the man making the inspection came
down and accepted the plant and sent in the report which in-
cluded three things the City of Savannah Beach must do:
1. Grow grass around treatment plant, as the sand is
going into the Clarifier.
2. The new Sewer Ordinance would have to be passed.
3. Do something about infiltration.
Councilman Bond questioned what was wrong with our present Sewer
Ordinance. Mr. Hutton reported the basic difference lays in
the fact that it does not cover Industrial Wastes, none of which
applies to us, but it is a Standard Ordinance:that every com-
munity must have. There would be no damage to the City to adopt
this Ordinance, it would be a matter of formality and open the
way to receiving the balance of the Grant.
Following a discussion on lines to be cut out of the Sewer
Line Project coming up for bid, Councilman Bond asked if the
City Engineer, Mr. Hutton, would determine cuts to be made and
analyze the cost. A special meeting would then be called by
Council to make a decision on the lines eliminated in the project.

Attorney Pinson and City Engineer Hutton will get together
on the new Sewer Ordinance and present the ordinance to Council
to adopt, if satisfactory at a Special Meeting.
City Clerk Patterson was instructed to send a letter off
accepting the Grant of $821,250.00.
Mayor Counihan inquired as to our water sewer rates. Mr.
Hutton had no doubts but that rates would have to increase.
Councilman Bond felt a lot of money was being spent in the Water
Sewer Revenue fund due to repairs and break downs. A report
was presented showing that these expenses were being met out
of the Water Sewer Construction Fund account. Clerk of Council
related that the governing group could request a study of our
rates be made by Southeastern Utility of Atlanta.
Mr.. Hutton informed Council that starting January 31, 1.875,
under our discharge permit, permitting us to discharge into the
river, a report with all the tests must be submitted. Since we
are not equipped to run some of these tests, arrangements must
be made with another City to have them made. Councilman Bond
reported Garden City is running the test that the City of
Savannah Beach is not equipped to run. Mr. Hutton will send
down forms on the In Plant tests he received.
Mr. Hutton informed Council that the plant is not being
taken care of properly. Councilman Bond brought before Council
that Gary Koppi had not passed his Class I/I operators test
and that an application had been received from Mr. Harris of
Wilmington Island, who holds a Class II license. The problem
arrises on the fact the City will have to pay his expenses to
and from Wilmington Island as he is not a resident of Savannah
Beach. The City cannot financially afford this at present, he
stated.
The Plant operation was discussed by Mr. Hutton. Due to
the fact that the men are strictly using up their time in
repairs and emergencies, the plant is not being maintained
properly, he stated. A qualified operator would mean less
expense in putting the plant in proper condition.
Mr. Hutton reported monies cannot continue to come from
the Water Sewer Construction Fund for emergency repairs. The
Water Sewer Revenue Fund will have to be boosted, so that
maintenance can be disbursed from it.
The qualifications for the plant operator were discussed.
Mr. Hutton said it would be to the advantage of the City to
employe a Resident Inspector wh upon completion of the job
could take over as Plant Operator.

Mr. Hutton said the State has been after him for the
City of Savannah Beach to join the Facility Plan. Mr. Hutton
presented a sketch as to where the future growth of Savannah
Beach might be. The City cannot qualify for any Federal
Funds unless they are a part of the Facility Plan. The area
of Spanish Hammock, the line at Lazaretta Creek, and the area
around the Dowell property was presented. Mr. Hutton said
the City should pay to have the Plan prepared. A rough estimate
of cost to lay lines in this area was $150,000.00over a period
of 20 years. It was agreeable with Council to include this
area in future planning. Mr. Hutton said the City could use
County area in future plans, then in the future this area
could only obtain sewer facilities from the City of Savannah
Beach.
Mr. Hutton presented a draft of a letter to be sent to
Aultman Contracting Company on the Lewis Avenue sewer line
project. Mayor Counihan asked if there were any objections
to this letter. There being none, the Clerk was instructed
to send the letter off, accepting the Aultman Contracting bid.
Attorney Pinson will contact the two property owners on Lewis
Avenue for the right to lay the line from Second Street to
Lewis Avenue.
There being no further business, the meeting was adjourned
to the next regular or special called meeting.

A RESOLUTION
WHEREAS, the City of Savannah Beach proposes to construct a Project
for the abatement of pollution, consisting of five pumping stations, force .
mains and interceptor sewers; and, the rehabilitation work determined eligible
under the Sewer System Evaluation Survey (Project No. C130353- 02 -0); and
WHEREAS, the proposed project is eligible for Federal Grant Assistance;
and
WHEREAS, a FEDERAL GRANT in the amount of $821,250.00 for the construc-
tion of this project has been offered the City by the ENVIRONMENTAL PROTECTION
AGENCY of the United States, and has been accepted by the City:
NOW, THEREFORE BE IT RESOLVED by the Mayor and Council of the City of
Savannah Beach to enter into this contract with the ENVIRONMENTAL PROTECTION
AGENCY of the United States and to perform all the work in accordance with the
terms of the contract and to comply with all requirements and conditions of
said contract.
BE IT FURTHER RESOLVED THAT M. J. COUNIHAN, Mayor of the City of
Savannah Beach will be the representative of the City of Savannah Beach for
all required offered actions concerning the proposed project.
READ AND PASSED by a quorum of the Savannah. Beach City Council in
open Council Meeting this 30th day of JANUARY , 1975.
