Mayor Reece called the meeting to order at 6:32 p.m.

The City Council recognized the Claremont-Mudd-Scripps Women’s Tennis Team.
Jeremy Starkey, Finance Director, was introduced.
The City Council received a presentation from Katherine Loeser, Claremont Helen Renwick Library
Manager, on upcoming events taking place at the Claremont Helen Renwick Library.

Councilmember Calaycay invited all to attend the Rising Cranes art dedication ceremony with
Supervisor Barger on October 28 and reminded all to be wary of standing water which leads to
mosquito breeding.

City Manager Pirrie invited all to attend Village Venture on October 28, and encouraged
participation in the City’s E-Bike program and the United Against Hate art contest.

Mayor Reece invited public comment.
Douglas Lyon, Claremont resident, spoke about a door hanger he received regarding trash that is
prohibited from being placed in the black trash bin.
Donna Marie Monano, Inland Valley Repertory Theatre (IVRT), shared events taking place at IVRT.
Bridget Healy, Inland Valley Repertory Theatre Board President, invited all to attend IVRT’s Adams
Family production.
Herman Jenson, Claremont resident, spoke in support of discontinuing public comments via Zoom.
Buff Brown, Claremont resident, spoke about the Mountain Avenue traffic design project currently
under review by the Traffic and Transportation Commission and asked the City Council to develop
a policy to prioritize safety and safety research.
Ross Pringle spoke about the Mountain Avenue traffic design project and asked that the City follow
its community mobility element listed in the General Plan.
David Lightfoot, Inland Valley Repertory Theatre Board Member, thanked the City for their support
of live theatre as well as the arts.
Rachel Forester expressed disappointment that Zoom public comment has been discontinued;
however, supports the decision due to the public comment received at the last City Council meeting.
Richard Haskell, Claremont resident, spoke about the Mountain Avenue traffic design project and
encouraged roads that allow for safe bicycle and pedestrian usage.
Al Villanueva, Arbol Verde Preservation Committee Chairperson and Native American
Representative of the Claremont Interfaith Council, expressed disappointment that the Our Lady of
the Assumption Church was broken into and vandalized.
Unidentified speaker, Claremont Meals on Wheels Program, invited all to participate in the program.
Angela Oakley spoke about the Mountain Avenue traffic design project and asked the City Council
for a redesign of Mountain Avenue that promotes safety.

Mike Inman, LA County Fire Department Assistant Chief, spoke about fire prevention month.
As it has been over 30 minutes, the time set aside for general public comment, additional public
comment was taken later in the meeting.

1. Adoption of a Resolution Approving the City Warrant Register
Adopted Resolution No. 2023-60, A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF CLAREMONT, CALIFORNIA, ALLOWING CERTAIN CLAIMS AND DEMANDS AND
SPECIFYING THE FUNDS OUT OF WHICH THE SAME ARE TO BE PAID, dated
October 12, 2023.
2. City Council Minutes of October 10, 2023 (Regular)
Approved and filed the regular City Council meeting minutes of October 10, 2023.
3. Investment Report – Quarter Ending September 30, 2023
Received and accepted the Investment Report for the quarter ending September 30, 2023.
4. Authorization to Enter Into An Agreement With Dell Technologies Inc., for Microsoft Office
365 Licensing and Appropriation of Funds (Funding Source: Technology Fund)
A. Authorized the City Manager to enter into a 36-month agreement with Dell Technologies
Inc. to provide Microsoft Office 365 licensing in the amount of $213,266.52, including a
5 percent contingency in the amount of $10,663.33, for a total contract amount of
$223,929.85;
B. Appropriated $27,790.29 from the Technology Fund balance to fully fund the first year
of the agreement; and
C. Authorized the City Manager to execute required documents to renew the City's
enrollment with Microsoft Corporation as part of a joint Microsoft Enterprise Agreement.
5. Authorization to Enter Into a Professional Services Agreement with Dunbar Architectural for
Architectural Design and Consulting Services for the Claremont Police Department
Women’s Locker Room Facility Project (Funding Source: Equipment and Facility Revolving
Reserve)
A. Authorized the City Manager to enter into a professional services agreement with
Dunbar Architecture in the amount of $190,057 for architectural design and consulting
services for the Claremont Police Department Women's Locker Room Facility Project;
and
B. Appropriated $190,057 from the Equipment and Facility Revolving Reserve to fund the
agreement.

6. Award of Contract to Hardy & Harper, Inc., for On-Call Asphalt Deep Patch Services
(Funding Source: Measure R)
A. Authorized the City Manager to enter into a one-year agreement with Hardy & Harper,
Inc. for on-call asphalt deep patch and concrete repair services in the amount of
$250,000; and
B. Found this item is exempt from environmental review under the California Environmental
Quality Act (CEQA).
7. Alcohol Beverage Control (ABC) Grant (Funding Source: Grant Funds)
Adopted Resolution No. 2023-61, A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF CLAREMONT, CALIFORNIA, APPROVING PARTICIPATION IN THE STATE OF
CALIFORNIA ALCOHOL BEVERAGE CONTROL (ABC) GRANT PROGRAM.
8. Award of Contract to Mountain View Chevrolet for Vehicle Replacements (Funding Source:
Motor Fleet)
A. Authorized the City Manager to enter into a contract with Mountain View Chevrolet in the
amount of $273,984.90 for the purchase of one Chevrolet 3500 Dump Truck and three
Chevrolet Silverado 2500, and
B. Appropriated $77,000 from the Motor Fleet fund balance to cover the full cost to
purchase and up-fit the vehicles.
9. 2024 Fourth of July Evening Program (Funding Source: General Fund)
This item was removed from the Consent Calendar.
Councilmember Calaycay moved to approve Consent Calendar Items No. 1-8, seconded by
Councilmember Stark, and carried on a roll call vote as follows:
AYES: Councilmember – Calaycay, Leano, Medina, Reece, Stark

9. 2024 Fourth of July Evening Program (Funding Source: General Fund)
Councilmember Stark does not support an aerial fireworks show on July 4, 2024, due to the
environmental impacts.
Councilmember Calaycay spoke in support of an aerial fireworks show as an organized
show helps to prevent the use of illegal fireworks.
Melissa Vollaro, Director of Human Resource, responded to a question from the City Council
regarding the use of reclaimed water at Pomona College.
Mayor Reece invited public comment.
Rachel Forester spoke in support of not having an aerial fireworks show on July 4, 2024.
There were no other requests to speak.
Councilmember Calaycay moved to authorize the City Manager to enter into an
agreement with Pyro Spectaculars for $31,500 for an aerial fireworks show on

July 4, 2024, seconded by Councilmember Medina, and carried on a roll call vote as
follows:

10. Consideration of Renaming Cahuilla Park (Funding Source: Landscape and Lighting
District)

Jeremy Swan, Director of Community Services, gave a PowerPoint presentation and
responded to questions from the City Council regarding the Community and Human
Services Ad Hoc Committee and the definition of Kasili.
Mayor Reece invited public comment.
Al Villanueva spoke in support of renaming Cahuilla Park to Joat Park.
Natalie Shrivers spoke in support of renaming Cahuilla Park to Joat Park.
Wallace Cleaves spoke in support of renaming Cahuilla Park to Joat Park.
Kimberly Morales Johnson spoke in support of renaming Cahuilla Park to Tongva Park or
Joat Park.
Rachel Forester spoke in support of renaming Cahuilla Park as it would support community
history.
There were no other requests to speak.
Councilmember Stark spoke in support of careful recognition of heritage as well as the
process to look for an authentic name.
Councilmember Calaycay spoke in support of renaming Cahuilla Park to Joat Park.
Councilmember Calaycay moved to rename Cahuilla Park to Joat Park, seconded by
Councilmember Stark, and carried on a roll call vote as follows:
AYES: Councilmember – Calaycay, Leano, Medina, Reece, Stark
NOES: Councilmember – None
Councilmember Calaycay asked that the current plaque at Joat Park be updated.
Councilmember Stark looks forward to having a renaming ceremony of the park.

Mayor Reece asked that consideration be taken to preserve the original name Cahuilla Park
when redesigning the new plaque.
11. Consideration of the American Rescue Plant Act-Funded Small Business Grant Program
(Funding Source: American Rescue Plant Act Fund)

Alex Cousins, Management Analyst, gave a PowerPoint presentation.
City Manager Pirrie and Mr. Cousins responded to questions from the City Council regarding
other cities who have implemented a small business grant program and eligibility criteria.
Mayor Reece invited public comment.
There were no requests to speak.
Councilmember Medina suggested reducing the eligibility criteria for the number of
employees from fewer than 500 employees to a lower number.
Councilmember Stark expressed caution from reducing the number of employees without
knowing potential impacts.
City Manager Pirrie shared that based on past programs, participation has been from
businesses with fewer than 100 employees.
Councilmember Medina spoke in support of reducing the eligibility criteria to fewer than 100
employees as that is categorized as a small business.
Mayor Reece shared that the US Census Bureau reports that a majority of small businesses
in the Country have fewer than five employees. He spoke in support of reducing the number
of employees.
Councilmember Calaycay spoke in support of reducing the number of employees as many
businesses have downsized.
Councilmember Leano spoke in support of reducing the number of employees as the
business community of Claremont is made up of a majority of small businesses. He asked
that the application process not be cumbersome to small businesses.
Councilmember Stark spoke in support of the program and will vote in favor of reducing the
number of employees for eligibility criteria.
Mayor Reece spoke in support of the program and looks forward to its implementation.
Councilmember Median spoke in support of the program.
Councilmember Medina moved to approve the Small Business Grant Program in the
amount of $400,000, reducing the eligibility criteria from fewer than 500 employees to
fewer than 100 employees; seconded by Mayor Reece, and carried on a roll call vote
as follows:
