APPOINTMENT OF A CITY TREASURER AND DEPUTY CITY TREASURER
SUMMARY
California Government Code authorizes the City Council to appoint a City Treasurer,unless the
Council has vested such appointing power in the City Manager by ordinance.With the departure of
the former Finance Director,and the hiring of Jeremy Starkey to fill the vacant Finance Director
position,staff recommends the appointment of Jeremy Starkey as Treasurer.Staff also recommends
reappointing Accounting Supervisor Bibi Ameer as Deputy Treasurer.
RECOMMENDATION
Staff recommends that the City Council adopt A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF CLAREMONT,CALIFORNIA,APPOINTING A CITY TREASURER AND DEPUTY CITY
TREASURER.
ALTERNATIVES TO RECOMMENDATION
In addition to the recommendation, there are the following alternatives:
A.Do not approve the recommendations to appoint a City Treasurer and Deputy City Treasurer.
B.Request additional information.
FINANCIAL REVIEW
Neither the City Treasurer nor the Deputy City Treasurer receive additional compensation for
performing associated duties.
The cost to prepare and complete this report is estimated at $300 and is included in the operating
budget of the Administrative Services Department.

ANALYSIS
Pursuant to California Government Code,Section 34856 and Claremont Municipal Code,Section
2.04.060, the City Treasurer is appointed by and reports to the City Council.
The City Treasurer’s duties include:receiving and safely keeping all money;complying with all laws
governing the deposition and security of public funds and handling of trust funds;paying out money
or warrants signed by legally designated persons;providing periodic investment reports;accounting
for all receipts, disbursements, and fund balances; and, collecting City and license fees and taxes.
In case of unexpected illness,injury,or other unanticipated long-term absence of the City Treasurer,
it is important to have a previously designated Deputy City Treasurer to manage City investments.
LEGAL REVIEW
The City Attorney has reviewed and approved the attached Resolution.
RELATIONSHIP TO CITY PLANNING DOCUMENTS
Staff has evaluated the agenda item in relationship to the City’s strategic and visioning documents
and finds that it applies to the following City Planning Documents:Council Priorities and 2022-24
Budget.

This item is not subject to environmental review under the California Environmental Quality Act
(CEQA).

RESOLUTION NO. 2023-
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CLAREMONT,
CALIFORNIA, APPOINTING A CITY TREASURER AND DEPUTY CITY TREASURER
THE CLAREMONT CITY COUNCIL DOES HEREBY RESOLVE:
SECTION 1. That Jeremy Starkey, Finance Director, be appointed City Treasurer
of the City of Claremont.
SECTION 2. That the appointment of Bibi Ameer, Accounting Supervisor, as
Deputy City Treasurer of the City of Claremont is hereby reconfirmed.
SECTION 3. That the Mayor shall sign this resolution and the City Clerk shall
attest and certify to the passage and adoption thereof.
PASSED, APPROVED, AND ADOPTED this 14th day of November, 2023.
