TO:ADAM PIRRIE, CITY MANAGER FROM:JEREMY SWAN, COMMUNITY SERVICES DIRECTOR DATE:NOVEMBER 14, 2023 Reviewed by: City Manager:AP SUBJECT: RESOLUTION AUTHORIZING THE SUBMITTAL OF INDIVIDUAL GRANT APPLICATIONS TO CALRECYCLE FOR ALL GRANT PROGRAMS FOR WHICH THE CITY OF CLAREMONT IS ELIGIBLE (FUNDING SOURCE: SANITATION FUND) SUMMARY California’s Department of Resources Recycling and Recovery (CalRecycle)administers various grant programs which provide funding to jurisdictions for efforts to reduce,recycle,or reuse solid waste.CalRecycle recently opened an application for an SB 1383 Local Assistance Grant to offset eligible expenditures related to organic waste recycling.The City of Claremont is eligible to receive an estimated $79,924 under this grant program.The grant application procedure requires,among other things,a resolution from the applicant’s governing body providing authorization related to CalRecycle grant administration. RECOMMENDATION Staff recommends the City Council adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CLAREMONT,CALIFORNIA,AUTHORIZING THE SUBMITTAL OF INDIVIDUAL GRANT APPLICATIONS TO CALRECYCLE FOR ALL GRANT PROGRAMS FOR WHICH THE CITY OF CLAREMONT IS ELIGIBLE. ALTERNATIVE TO RECOMMENDATION In addition to the recommendation, there is the following alternative: ·Refer the item back to staff for additional information. CLAREMONT Printed on 11/9/2023Page 1 of 2 powered by Legistar™ FINANCIAL REVIEW The City of Claremont is eligible to receive an estimated $79,924 in one-time funding to offset expenditures related to SB 1383 implementation.The City of Claremont proposes to utilize this funding to offset staffing costs associated with organic waste collection and hauling.It is anticipated that grants will be awarded in March 2024.The City will have through April 1,2026 to expend the funds. The staff cost to prepare this report and administer this program is estimated at $1,600 and is included in the operating budget of the Community Services Department. ANALYSIS CalRecycle is administering a Local Assistance Grant Program meant to aid in the implementation of SB 1383 regulations.This non-competitive grant program will provide an estimated $79,924 to the City of Claremont.Eligible uses include:organic waste collection,edible food recovery,education and outreach,enforcement and inspection,program evaluation and gap analysis,procurement, requirements, and recordkeeping. The City proposes to utilize the funding to offset staffing costs related to organic waste collection and hauling. An authorizing resolution of the City Council is required to apply for the grant funding. RELATIONSHIP TO CITY PLANNING DOCUMENTS Staff has evaluated the agenda item in relationship to the City’s strategic and visioning documents and finds that it applies to the following City Planning Documents:Council Priorities,Sustainable City Plan, Economic Sustainability Plan, General Plan, and the 2022-24 Budget. CEQA REVIEW This item is not subject to environmental review under the California Environmental Quality Act (CEQA). Submitted by:Prepared by: Jeremy Swan Kristin Mikula Community Services Director Community Services Manager Attachment: Resolution Authorizing Submittal CLAREMONT Printed on 11/9/2023Page 2 of 2 powered by Legistar™ RESOLUTION NO. 2023- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CLAREMONT, CALIFORNIA, AUTHORIZING SUBMITTAL OF INDIVIDUAL GRANT APPLICATIONS FOR ALL CALRECYCLE GRANT PROGRAMS FOR WHICH THE CITY OF CLAREMONT IS ELIGIBLE WHEREAS, Public Resources Code sections 48000 et seq. authorize the Department of Resources Recycling and Recovery (CalRecycle) to administer various grant programs (grants) in furtherance of the State of California’s (state) efforts to reduce, recycle and reuse solid waste generated in the state thereby preserving landfill capacity and protecting public health and safety and the environment; and WHEREAS, in furtherance of this authority CalRecycle is required to establish procedures governing the application, awarding, and management of the grants; and WHEREAS, CalRecycle grant application procedures require, among other things, an applicant’s governing body to declare by resolution certain authorizations related to the administration of CalRecycle grants. NOW THEREFORE, THE CLAREMONT CITY COUNCIL DOES HEREBY RESOLVE: SECTION 1. The Claremont City Council authorizes the submittal of applications to CalRecycle for all grant for which the City of Claremont is eligible; and SECTION 2. The City Manager, or their designee, is hereby authorized and empowered to execute in the name of the City of Claremont all grant documents, including but not limited to, applications, agreements, amendments, and requests for payment, necessary to secure grant funds and implement the approved grant project; and SECTION 3. These authorizations are effective for five years from the date of adoption; and SECTION 4. The Mayor shall sign this Resolution and the City Clerk shall attest and certify to the passage and adoption thereof.
