Reappointment of Community Member to the Tri-City Mental Health Governing BoardClaremont City Council Agenda Report File #: 4883 Item No: 1 TO: ADAM PIRRIE, CITY MANAGER FROM: ED REECE, MAYOR JED LEANO, CITY COUNCILMEMBER DATE: NOVEMBER 28, 2023 Reviewed by: City Manager: AP SUBJECT: REAPPOINTMENT OF A COMMUNITY MEMBER TO THE TRI-CITY MENTAL HEALTH GOVERNING BOARD SUMMARY Tri-City Mental Health provides high quality, culturally competent behavioral health care treatment, prevention, and education, serving as a community partner in the member cities of Claremont, La Verne and Pomona. Tri-City Mental Health's Governing Board includes three Community Members. One Community Member is appointed by the City Council of each of the three member cities. Based on his expertise and the on -going work of the Governing Board, at this time the City Council Ad Hoc Nominating Committee, comprised of Mayor Reece and Councilmember Leano, recommends that the City Council reappoint Ron Vera to a one-year term. Mr. Vera will have served seven years upon the expiration of his current term on December 31, 2023, thereby making him eligible for a one-year appointment pursuant to City Council policy. RECOMMENDATION The City Council Ad Hoc Nominating Committee recommends the City Council reappoint Ron Vera to the Tri-City Mental Health Governing Board for a one-year term that will expire December 31, 2024. FINANCIAL REVIEW The cost to prepare this report is estimated at $476. This cost is in staff time and is included in the operating budget of the Administrative Services Department. CLAREMONT Page 1 of 2 Printed on 11/22/2023 ANALYSIS In considering the reappointment contained in this report, it is necessary to be mindful of certain policies and restrictions, which include: General Each commissioner and Council -appointed committee or board member may serve a total of eight years on a commission, committee or board, or any special City Council appointment. Upon conclusion of this eight -year service, a commissioner or Council -appointed committee or board member may reapply to serve on any commission, committee or board after a one-year break in service (City Council policy). Tri-City Mental Health Governing Board Community Members shall serve at the pleasure of the City Council for a term of two years; provided, however, the initial term of the Community Member shall be one calendar year (City Council Resolution No. 2007-75). Since the established initial term is set at one year, Mr. Vera is now only eligible for a final one-year appointment to complete his eight years of service. RELATIONSHIP TO CITY PLANNING DOCUMENTS Staff has evaluated the agenda item in relationship to the City's strategic and visioning documents and finds it relates to the General Plan and the 2022-24 Budget. CEQA REVIEW This item is not subject to review under the California Environmental Quality Act (CEQA).
