Appointment to the San Gabriel Valley Mosquito Abatement and Vector Control Board of TrusteesClaremont City Council Agenda Report File #: 4881 Item No: 2 TO: ADAM PIRRIE, CITY MANAGER FROM: SHELLEY DESAUTELS, CITY CLERK DATE: NOVEMBER 28, 2023 Reviewed by: City Manager: AP SUBJECT: APPOINTMENT TO THE SAN GABRIEL VALLEY MOSQUITO ABATEMENT AND VECTOR CONTROL DISTRICT BOARD OF TRUSTEES SUMMARY The San Gabriel Valley Mosquito and Vector Control District is an independent special district whose power is granted through the California Health and Safety Code. The 27 -member Board of Trustees consists of an appointed representative from each member city and the County of Los Angeles. The Board meets the second Friday of every month at 7:00 a.m. at its District office in West Covina. Meetings are open to the public. At the regular City Council meeting of October 26, 2021, Councilmember Corey Calaycay was appointed as Claremont's Board member. His term will expire on December 31, 2023. It is recommended that the City Council appoint a member to serve a two- or four-year term commencing January 1, 2024. RECOMMENDATION Staff recommends the City Council appoint a member to serve on the San Gabriel Valley Mosquito and Vector Control District Board of Trustees for a two- or four-year term commencing January 1, 2024. ALTERNATIVE TO RECOMMENDATION In addition to the recommendation, there is the following alternative: • Request additional information. RELATIONSHIP TO CITY PLANNING DOCUMENTS Staff has evaluated the agenda item in relationship to the City's strategic and visioning documents and finds it relates to the City Sustainability Plan, the General Plan, and the 2022-24 Budget. CEQA REVIEW This item is not subject to review under the California Environmental Quality Act (CEQA). PUBLIC NOTICE PROCESS The agenda and staff report for this item have been posted on the City website and distributed to interested parties. If you desire a paper copy, please contact the City Clerk's office. Following appointment, staff will prepare Fair Political Practices Commission Form 806 to reflect that the appointed member will receive compensation in the amount of $100 per meeting. The Board of Trustees respectfully requests that City Council reappoint Mr. Calaycay, or appoint a successor, for the next term of office (two or four years, at City Council's discretion) El Monte prior to its January 9, 2024 meeting. The Board also requests that notification of said appointment be provided by forwarding a copy of documentation certifying City Council's action to the district.
