A Special Called Meeting of Savannah Beach City Council
was held this evening at 8:00 P.M. in the council room at City
Hall with Mayor Michael J. Counihan presiding and a quorum
consisting of the following Councilmen: Joseph Agnew, Richard
DeLoach, Ernest Hosti, Edward Fahey and John Wylly, City
Attorney William H. Pinson was also present. Councilman James
Bond was not present.
Mayor Counihan opened the meeting and requested Mrs. Pelli
to read the purposes for which the meeting was called and who
called it. Mrs. Pelli stated the Meeting was called by Mayor.
Counihan for the purpose of:
1. Agreement on Lewis Avenue Project involving the
Blair Property.
2. Discussion regarding Dance by MRS using City Hall
Auditorium or Community House.
3. Purchase of Intoximeter Instrument - Revenue Sharing
Funds.
The Mayor then opened the meeting for discussion of item
#1 on the Agenda. The sewer easement on Blair Property.
Councilman Agnew stated that the City did not have an
easement agreement with Mr. & Mrs,. Buddy Blair for temporary
construction of sewer lines crossing their property to the
Lewis Avenue Sewer Project. Councilman Bond, Chairman of Water
and Sewer, had been to Mr. & Mrs. Blair's house Thursday, Feb.
20th to get the easement, but they had refused to sign it. The
Blair lot is 60 ft. wide, 50 ft. would be used for temporary
construction easement, and 20 ft. would eventually be used for
permanent easement for maintenance of sewer lines. Mr. & Mrs.
Blair are reported to have a buyer for this property, if the
construction easement and the permanent easements were to be .
signed, this property could not be used for anything else.
Councilman Agnew stated he could understand the Blairs' re-
luctance to sign this agreement. Mayor Counihan asked if
Council had thought of purchasing this lot? After further
discussion, it was decided that the City try to purchase the
property. Councilman Hosti made a motion that the City pur-
chase the 20 ft. for $1,500.00 or the entire lot not to ex-
ceed $3,000.00. It was seconded by Councilman DeLoach, and
unanimously carried.

The next item on the Agenda was a dance to be given
by the MRS and requesting the auditorium or the communtiy house.
Councilman Wylly, Chairman of Recreation, stated he had
been contacted by Sam Whittington regarding a large dance that
is given every six years by the MRS. They will be bringing in
a big band and the auditorium had been discussed for the affair.
There was a discussion regarding the abuses of this auditorium
in the past, such as cigarettes crushed out on the hardwood
floors and drinks spilled. It was decided that the Community
House would be offered to the MRS for their dance.
The last item on the Agenda was regarding the purchase
of an Intoximeter Instrument with the use of Revenue Sharing
Funds.
Councilman Fahey, Chairman of Police Department, stated
he and Chief Price were in receipt of a letter from the State
Law Enforcement Office informing the Police Department of the
status of their Intoximeter Instrument. The letter stated
that the present instrument being used by the Savannah Beach
Police Departmant was approximately 6 years old and had about
reached its usefullness and a new one was needed to replace it.
Councilman Fahey stated that a new one could be purchased in
the amount of $750.00, with the parts from the old one being
interchangable in the new one. The question was raised regarding
the balance in the Revenue Sharing Fund. Account. It was
determined that there was sufficient_funds in this account to
cover the costs of the Intoximeter Instrument. Councilman Fahey
made a motion that the City purchase a new intoximeter Instrument
using funds from the Revenue Sharing Account. It was seconded
by Councilman Wylly and unanimously carried.
There being no further business, the meeting was adjourned
to the next special or regular meeting of Council.
