HomeMy Public PortalAbout03-27-2017 COW Minutes 0-7-30/4044 9/04027 Minutes of the Committee of the Whole Workshop of the President and the Board of Trustees Held on March 27, 2017 At Village Hall Mayor Collins called the meeting to order at 7:00 p.m. Board Present: Trustee Wojowski, Trustee Bonuchi, Trustee Lamb, Trustee O'Rourke, Trustee Peck, and Trustee Ruane. Others present: Brian Murphy, Administrator; Michelle Gibas, Village Clerk; Doug Kissel, Wastewater Superintendent; Jake Melrose, Economic Development Specialist; and Ken Ruggles, Police Commander. There were approximately 3 persons in the audience. Trustee Lamb moved to approve the Minutes of the Special Meeting and Committee of the Whole Workshop held on March 13, 2017. Second by Trustee Peck. Voice Vote. All in favor, 0 opposed. Motion carried. PRESIDENTIAL COMMENTS No Comments. TRUSTEE COMMENTS Trustee Peck asked if there was a process for someone that received a ticket for parking in a handicap space that has a handicap placard and just did not have it hanging. Commander Ruggles stated that there is a process in place as long as the person can provide proof. PUBLIC COMMENTS No Comments. WORKSHOP #1 DISCUSSION REGARDING THE PROCESS/POLICY FOR HAVING ITEMS ADDED TO AN AGENDA. Trustee O'Rourke stated that he would like to have a formal process in place for the Trustees to add an item to an agenda. Trustee Peck stated that a Trustee can bring up a topic for an agenda during Trustee Comments and if the other Board members agree, it will be added to an agenda, but it could take some time before it appears on an Agenda. Trustee Lamb stated that when he was first appointed to the Board, the Administrator told him that the staff takes direction from the Board as a whole, not individual Trustees. Trustee Lamb expressed concern with having a formal, written policy. Trustee Lamb pointed out that Trustee O'Rourke had brought up topics in the past, but did not get Board support for putting them on an Agenda. Trustee Ruane also expressed concern with a written policy and felt that the system in place now works efficiently. Trustee Bonuchi stated that a Trustee can articulate in writing to the Mayor, and felt that if the Mayor was unresponsive to the request, that a Trustee could then bring up the topic in Trustee Comments and get the support of the other Board members. Trustee Wojowski stated that the Mayor sets the agenda and agreed that a Trustee could bring up a topic during Trustee Comments and get the support of the other Board members if the Mayor is unresponsive to a Trustee's request. Trustee Wojowski expressed concern regarding having a formal policy in place. After some further general discussion regarding a formal policy and Board consensus, the Board was polled on whether or not they supported formalizing a process. Wojowski, no. Ruane, no. Bonuchi, no. Lamb, no. Peck, no. Village of Plainfield Meeting Minutes—March 27, 2017 Page 2 Trustee O'Rourke thanked the Mayor for putting this item on the agenda for discussion and stated that the he was disappointed that the Board did not come to a consensus to add a formal policy. Mayor Collins read the reminders. Trustee Peck moved to adjourn. Second by Trustee Lamb. Voice Vote. All in favor, 0 opposed.
