Projects must demonstrate they are in compliance with the City of Tybee Island Stormwater Management requirements as outlined in Article 16 of the Land Development Code. As part of the approval process, applicants must illustrate how these requirements will be met, including how stormwater naturally flowed on the property prior to any development activity, and what changes in stormwater flow will occur. The two most common areas of deficiencies are for the two most basic BMPs on projects: Co — Construction Exit Sdi — Sediment Barrier Correct installation information can be found in the Green Book and in the Field Manual for Erosion and Sediment Control in Georgia, which is available at: http://www.gaswcc.org/docs/field manual 4ed Pdf. Their website is: htlp://gaswcc.georgiaL0 Also see pages 9 through 12 of this packet. Attention to the Construction Exit is not limited to the installation, but must also include the material. Specifically, job site personnel are not checking to ensure the stone delivered is the 1.5 -inch to 3.5 -inch stone they requested. Gradations that are obviously smaller will not be tolerated. The smaller stone allows for a smoother surface with smaller voids, thereby reducing the function of the Construction Exit. Type A sediment barriers are not allowed where Type C is required as shown on the approved permit drawings. Where two rows are called for they will be installed with a separation that allows for the first one to fail (fall over) without impacting the second one. The complete assembly and installation must be compliant: steel or wood posts, post spacing, Type C or A, etc. Past violations have resulted in: 1) Sediment discharge from the site which causes unsightliness, inconvenience to others, unnecessary cleanup, and Violation Notices. 2) Increased maintenance efforts by the Department of Public Works on downstream lines. 3) Due to item 2, higher costs to island taxpayers. While these deficiencies are not the only ones, they are the most common. Heeding the above cautions should result in fewer infractions. The proposed project will be the construction of a new residential structure. The total site is 0.21 acres with the disturbed area being approximately 0.05 acres. PRE DEVELOPMENT SITE CONDITIONS The existing area will be treated as one drainage area. The existing drainage area consists of 0.21 acres and has a diverse drainage pattern. The pattern dominantly drains to the east toward the adjacent saltwater marsh. The existing storm water run-off volume currently leaving the site will be the maximum allowed to impact any adjacent property during post developed storm events. POST DEVELOPMENT SITE CONDITIONS The proposed site will be treated as one drainage area and is not changed in pattern or size from the pre developed state but will have an increase in impervious area. Run off for the residential addition will be collected on site by sheet drainage and swales and the increase in run off will be directed to the existing saltwater marsh. ANALYSIS METHOD The TR 55 method was utilized for the analysis of the pre -development and post -development runoff for this site. Hydroflow Hydrographs software was utilized to perform these analyses and for the purpose of sizing pipes, inlets, ditches and detention. The pattern dominantly drains to the east toward the adjacent saltwater marsh. The existing storm water run-off volume currently leaving the site will be the maximum allowed to impact any adjacent property during post developed storm events. POST DEVELOPMENT SITE CONDITIONS The proposed site will be treated as one drainage area and is not changed in pattern or size from the pre developed state but will have an increase in impervious area. Run off for the residential addition will be collected on site by sheet drainage and swales and the increase in run off will be directed to the existing saltwater marsh. ANALYSIS METHOD The TR 55 method was utilized for the analysis of the pre -development and post -development runoff for this site. Hydro#low Hydrographs software was utilized to perform these analyses and for the purpose of sizing pipes, inlets, ditches and detention. This is for the swale beside the drive across the lot to be driven through. 3) Both swales are shown to require land disturbance in both the GA & Tybee 25' Marsh Buffers. Are there variance applications to both the state and Tybee? Additionally, they extend beyond the limits of sediment barrier (silt fence). 4) Construction Exit shown on the adjacent lot. I'm not aware of the drainage or access easement rights supporting the use of a construction feature on the other lot.
