HomeMy Public PortalAbout06-04-2007PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, MONDAY, JUNE 4, 2007 The Common Council of the City of Richmond, Indiana met in regular session Monday, June 4, 2007, in the Council Chambers in said City. President Pappin presided and the following business was conducted: PLEDGE OF ALLEGIANCE PRAYER BY COUNCILOR LUNDY ROLL CALL Councilors present were Howard "Jack" Elstro, Etta Lundy, Bruce Wissel, Karl Sharp, Bing Welch, Larry Parker, AI Glover, Gil Klose and Diana Pappin. APPROVAL OF MINUTES Councilor Welch moved to approve the minutes of the meeting of May 21, 2007, with a second by Councilor Parker. Upon a vote viva voce, the motion passed. PRESENTATIONS, MEMORIALS OR REMONSTRANCES, PETITIONS AND INTRODUCTIONS, MOTIONS, RESOLUTIONS Linda VonPein, President of the Wayne County Convention and Tourism Bureau nominated Sandy Baker, General Manager, of the Lees Inn of Richmond to serve on the Tourism Board of Directors. Councilor Wissel moved to accept Ms. VonPein's recommendation and appoint Ms. Baker to that Board. There was a second by Councilor Parker. Upon a vote viva voce, the motion passed. COMMUNICATION FROM THE MAYOR The Golden Rule Nursing Facility has donated a defibrillator to the City of Richmond. It will be used at Fire House No. 4. ■ The Spring Clean -up were extremely successful; however, the first neighborhoods to be cleaned up are accumulating trash again. Tickets will be issued from this point on. ■ The first place prize of $50 for the "If I Were the Mayor" essay contest was awarded to Jeremy Basford. Jeremy is also a Regional Winner and will be receiving a $250 award. Second place was Henry Dickman. REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY Minutes of the May 17 and 24, 2007 meetings were accepted as presented. REPORTS FROM DEPARTMENT HEADS None REPORTS FROM STANDING COMMITTEES None REPORTS FROM SPECIAL COMMITTEES ■ Mr. Len Clark reported on the status of the implementation of the Comprehensive Plan. REPORTS FROM ORGANIZATIONS None Common Council Minutes June 4, 2007 Page 2 of 3 MISCELLANEOUS BUSINESS None ORDINANCES ON FIRST READING Councilor Elstro moved to suspend the rules and read Ordinance Nos. 34, 35 -2007 on first reading by title only with a second by Councilor Lundy. Upon a vote viva voce, the motion passed. ORDINANCE NO. 34 -2007 — AN APPROPRIATION ORDINANCE AMENDING ORDINANCE NO. 55- 2006 KNOWN AS THE 2007 SALARY ORDINANCE The Clerk read Ordinance No. 34 -2007 on first reading by title only. This Ordinance is a result of the reorganization of the Finance Department with regard to the Information and Technology positions. Councilor Wissel moved to advance Ordinance No. 34 -2007 to second reading and to suspend the rules and read by title only with a second by Councilor Glover. Upon a vote viva voce, the motion passed. The Clerk read Ordinance No. 34 -2007 on second reading by title only. Council President Pappin declared Ordinance No. 34 -2007 on second reading and public hearing. There being no comments for or against the Ordinance, Councilor Parker moved for engrossment of Ordinance No. 34 -2007 with a second by Councilor Elstro. Upon a vote viva voce, the motion passed. Councilor Lundy moved to advance Ordinance No. 34 -2007 to third and final reading and suspend the rules and read by title only with a second by Councilor Elstro. Upon a vote viva voce, the motion passed. The Clerk read Ordinance No. 34 -2007 on third reading by title only. Ordinance No. 34 -2007 was adopted with a 9 -0 roll call vote. ORDINANCE NO. 35 -2007 - AN APPROPRIATION ORDINANCE AMENDING ORDINANCE NO. 55- 2006 KNOWN AS THE 2007 SALARY ORDINANCE The Clerk read Ordinance No. 35 -2007 on first reading by title only. This Ordinance is a result of the reorganization of the Department of Engineering. Councilor Elstro moved to advance Ordinance No. 35 -2007 to second reading and to suspend the rules and read by title only with a second by Councilor Welch. Upon a vote viva voce, the motion passed. The Clerk read Ordinance No. 35 -2007 on second reading by title only. Council President Pappin declared Ordinance No. 35 -2007 on second reading and public hearing. There being no comments for or against the Ordinance, Councilor Elstro moved for engrossment of Ordinance No. 35 -2007 with a second by Councilor Lundy. Upon a vote viva voce, the motion passed. Councilor Welch moved to advance Ordinance No. 35 -2007 to third and final reading and suspend the rules and read by title only with a second by Councilor Sharp. Upon a vote viva voce, the motion passed. The Clerk read Ordinance No. 35 -2007 on third reading by title only. Ordinance No. 35 -2007 was adopted with a 9 -0 roll call vote.
