ROLL CALL: Councilmembers Schneider, McCormack, Susman, and Vice Mayor Owens, Public Works DirectodTown Engineer, Dan Wilkins, Community Development Director, Tony Lashbrook, Police Commander, Scott Barry, Assistant to the Town Manager, Alex Terrazas, Town Planner, Duane Hall, Town Attorney, Dennis Crabb, Town Manager, Stephen Wright, and Town Clerk, Patt Osborne. PLEDGE OF ALLEGIANCE PUBLIC COMMENT Hugh Williams asked that "smaller" Town Hall sites be considered and displayed in the Town Hall lobby with other larger proposed sites. PRESENTATIONS Patt Osborne, Town Clerk, introduced new employee Judy Price who was recently hired as Records Technician. CONSENT CALENDAR It was moved by Councilmember Susman, seconded by Vice Mayor Owens and unanimously carried to approve Agenda Items 6.1,6.2 and 6.3 as follows: 6.1 Treasurer's Report for June 2002. 6.2 Award of contract to Sierra Cleaning and Maintenance for Town Hall and Depot Janitorial Services, Town Manager authorized to execute Contract. 6.3 Award of contract to Revenue Cost Specialists for Facilities Impact Fee Study, Town Manager authorized to execute Contract, and appropriation of an additional $10,000 from the General Fund Contingency. 6.4 Agenda Item 6.4, General Employees' Association Memorandum of Understanding, and Salary Resolution continued. COUNCIL IMMEDIATE PRIORITIES - None Town of Truckee August 15, 2002 Regular Page 1 8. PUBLIC HEARINGS 8.1 RESOLUTION 2002-45 ADOPTED AUTHORIZING THE TOWN ENGINEER~ TOWN SURVEYOR, AND TOWN CLERK TO EXECUTE THE FINAL MAP FOR THE PINE FOREST AT TRUCKEE SUBDIVISION, CONDITION OF APPROVAL 24(B) OF THE TENTATIVE MAP MODIFIED AND TOWN MANAGER AUTHORIZED TO EXECUTE SUBDIVISION IMPROVEMENT AGREEMENT. Dan Wilkins, Public Works Director/Town Engineer, stated on January 3, 2002 Town Council approved the Pine Forest at Truckee Subdivision Tentative Map a project consisting of 118 clustered parcels to be completed in two phases. Mr. Wilkins informed Council the applicant, Dale Creighton, has stated there is a need for modification of Condition #24 to allow the developer time to coordinate with the adjacent property owners, Tahoe Truckee Unified School District and East-West Partners, to coordinate fair share funding of the improvement to the intersection of SR 89/Aider Drive, and to further explore the potential for a roundabout, which is allowed by Condition 24-C. Mr. Wilkins stated staff is recommending that the condition be modified as follows: "The Developer shall: receive conceptual approval from CalTrans for the SR 89 northbound left turn lane construction at the SR 89/Aider Drive intersection; bond for the cost of the turn lane construction prior to the subdivision map recordation; and install the left turn lane no later than two (2) years after recordation of the first phase of the Final Map". Mr. Wilkins stated the modification to the original condition is significantly compliant with the original condition. It was moved by Councilmember Susman, seconded by Councilmember Owens and unanimously carried to adopt Resolution 2002-45, modify Condition #24 as stated, authorized Town Manager to execute Subdivision Improvement Agreement, and staff directed to bring back, before Council, the issues of traffic, roundabout and traffic light at SR 89/Aider Drive. STAFF REPORTS COUNCIL MAKES FINDINGS THAT CONDITION NO. 6(b) OF PLANNING COMMISSION RESOLUTION 2002-01 HAS BEEN SATISFIED ALLOWING PHASE II OF THE BOULDERS CONDOMINUMS TO PROCEED INCUDING RECORDATION OF THE FINAL MAP. Duane Hall, Town Planner, stated the applicant is requesting that Council find that future public improvements to the Highway 89 south and Interstate 80 westbound Town of Truckee August 15, 2002 Regular Page 2 intersection will be done in the near future and that these improvements will maintain the level of service at an acceptable level even with the project's traffic and therefore satisfying Condition No. 6(b)of Planning Commission Resolution 2002-01. Mr. Hall stated the Town Planner and Town Engineer recommended that Council make the following findings: The improvements at the intersection of Highway 89 south and the Interstate 80 westbound access ramps will improve the level of service to a D level or better. The installation of traffic signals at the intersection (or construction of a roundabout) will improve the level of service for the total intersection to a D level or getter for "existing traffic + project traffic", "2015 project traffic", and "2015 projected traffic + project traffic". This finding is supported by the traffic study prepared for the project. · The improvements have been designed and engineered. CalTrans has designed and conducted preliminary engineering for the traffic signalization improvements. · Funding for construction of the improvements has been secured by the State and local agencies. CalTrans has earmarked funds in their 2004 budget for traffic signalization. · The improvements are planned to be completed within one year of completion of the residential units. The traffic signalization improvements are scheduled to be completed by the fall of 2002. The intersection improvements may be delayed by one to three years only if the Town can convince CalTrans to install roundabouts at the intersection rather than traffic signals. The earliest date in which units exceeding the 115-unit limit will be completed is the fall of 2003, but most likely these units will not be completed until 2004. Bob Tamietti expressed support of Mr. Hall's report and emphasized the applicants desire to work with staff. It was moved by Vice Mayor Owens, seconded by Councilmember Schneider and unanimously carried to make the findings that Condition No. 6(b) of Planning Commission Resolution 2002-1 has been satisfied, based on the aforementioned findings, allowing Phase II to proceed, and recordation of final Map. Town of Truckee August 15, 2002 Regular Page 3 Vice Mayor Owens asked that Mr. Wilkins provide a CalTrans report to Council in November of this year. 9.2 COUNCIL DIRECTS STAFF TO PERFORM A CORPORATION YARD RELOCATION SITE SELECTION AND PRIORTIZATION ANALYSIS AS WELL AS AN ANALYSIS OF POTENTIAL FUTURE USE OF THE EXISTING 9.3 CORPORATION YARD. Dan Wilkins, Public Works Director/Town Engineer stated the purpose of the contract with BSA Architects is to identify potential sites that could accommodate a permanent Town Corporation Yard and evaluate options for the future reuse of the existing Corporation Yard. Following Council discussion it was Council consensus that staff could complete the study quicker and less expensive than a consultant and set the following evaluation criteria for individual sites: Land use compatibility. Property availability. Property cost. Operational efficiency (or inefficiency) of individual sites. Potential environmental impacts. Site development and infrastructure costs. Joint use opportunities. Mr. Wilkins indicated the following sites will be looked at: forest service, airport, Hendrickson property, Mill site, PC1, PC2, Sha-Neva Pit, Mancuso Industrial, and CalTrans Corporation Yard. Mr. Wilkins stated there is a possibility of a joint effort with the PUD. It was moved by Councilmember Susman, seconded by Councilmember Schneider and unanimously carried to direct the Public Works Director/Town Engineer and Assistant to the Town Manager to complete the aforementioned study and appoint Councilmember McCormack and Mayor Florian as an advisory sub-committee for the project. TOWN COMMENT LETTER APPROVED FOR DRAFT ENVIRONMENTAL IMPACT REPORT FOR MARTIS VALLEY COMMUNITY PLAN IN PLACER COUNTY. Tony Lashbrook, Community Development Director, stated the proposed letter was prepared based upon input from the Town Engineer (circulation and traffic), Town Planner (air quality) and himself. Comments in the letter reflect many of the issues and community comments discussed with the Council at the July 18 and August 1, 2002 Council meetings. Town of Truckee August 15, 2002 Regular Page 4 9.4 Council requested, when possible and appropriate, the addition of stronger language in the letter. The following is a draft of the proposed letter: It was moved by Councilmember McCormack, seconded by Councilmember Schneider and unanimously carried to approve the proposed letter and authorize the Mayor to sign the letter on behalf of the Town. COUNCIL APPROVES SCOPE OF WORK, AUTHORIZES TOWN MANAGER TO EXECUTE CONTRACT WITH PACIFIC MUNICIPAL CONSULTANTS, IN AN AMOUNT OF $127,336, TO PREPARE AN ENVIRONMENTAL IMPACT REPORT FOR PLANNED COMMUNITY-2, GRAY'S CROSSING PROJECT, AND AUTHORIZES STAFF TO MODIFY SCOPE OF WORK, IFWARRENTED, UPON RECEIVING COMMENTS AS A RESULT OF THE NOTICE OF PREPARATION 10. 11. 12. DUE LATER THIS MONTH. It was moved by Councilmember Susman, seconded by Vice Mayor Owens and unanimously carried to approve scope of work for EIR, authorize Town Manager to execute contract with Pacific Municipal Consultants, and authorize staff to modify scope of work, if warranted, after receiving Notice of Preparation.
