A Special Meeting of Savannah Beach City Council was
held this evening at 6:00 P.M. for the following purposes:
1. Adoption of a new Animal Ordinance
2. Consumate an Agreement with the Humane Society
of Savannah- Chatham
This meeting was presided over by Mayor Michael J.
Counihan and a quorum of the following councilmen present:
Joseph Agnew, Edward Fahey, Richard DeLoach and John Wylly_
Attorney Bill Pinson was also present.
The Mayor then called upon the City Clerk to explain
the reason for calling the meeting which was done.
The Clerk then was requested to read the proposed
amendment to the Animal Ordinance: in its entirety.
Following the reading of the Ordinance, the Mayor then
called for a discussion or any questions by the apponents
and proponents of the Ordinance as read.
Mrs. Stella Case registered a complaint against
horses in her neighborhood.
Mr. C. S. "Jack" Mays felt that there was nothing
wrong with children riding horses in asdesignated area,
provided they are properly supervised and that the resi-
dents of this area are aware that the children are using
this area to ride their horses.
Doctor Quarterman of the Humane Society gave the
assembly an outline of the operations of the Humane
Society and answered questions.
Following a further discussion by those present in regard
to the area in which horses would be allowed, City Attorney
Pinson stated that the description used in this Ordinance
came from the original Ordinance which was adopted in 1947
and since that time one of the creeks that was used as a
boundary had dried up, so we have some problems with the
description, he stated. He said that it would, therefore,
be necessary to do some more work on this part of the Ordi-
nance before it could be enacted by Council Other discrep-
ances were also discovered in the description of the proposed
area and Councilman Agnew felt it needed to be reviewed and
the description re- written.

Former Councilman Ed Towns complimented Council on this
Comprehensive Ordinance, stating he felt some very good points
were brought out.
Mayor Counihan then stated that the proposed area for
riding horses would be redrawn and the entire Ordinance would
then be presented at the next Council Meeting on Monday,
April 28th at 7:00 P.M.
Mrs. Stella Case questioned the fact that we have an
Ordinance on our books that prohibits the riding or keeping
horses within the city limits and asked why we continued to
permit this. Mayor Counihan answered that actually this
Ordinance had not been enforced but that he and Council
hoped to get this Ordinance in shape for adoption at the
next Regular Meeting of Council.
Councilman Fahey, in anwser to the charges made by Mrs.
Case, stated that basically Mrs. Case was right. The law is
on the books and actually has not been enforced. He stated
further that he could not stand up here and tell her that we
did not have an Ordinance on our books prohibiting the riding
and keeping of horses within the city limits.
Councilman Fahey then quoted from our present Animal
Ordinance - the one in effect at the present time:
"Section 4 -2. Riding or driving horses or ponies -
prohibited. It shall be unlawful for any person to ride
or drive any horse or pony at any place within the City ".
There being no further business, the meeting was adjourned
to the next regular or special called meeting. The Mayor
invited all those interested in the Animal Ordinance to
return for the Regular Council Meeting on April 28, 1975 at
which time this Ordinance would be taken up again.
