COUNCIL “PRE-MEETING” WORK SESSION, AUGUST 4, 2014
CALL TO ORDER
The August 4, 2014, City Council “Pre-Meeting” was convened at 5:47 P.M. by
Mayor Eric Struemph.
ATTENDANCE
The following Council Members were present when the meeting convened:
Present: Branch, Bray, Costales, Graham, Henry, Hussey,
Mihalevich, Prather, Scrivner, and Ward
Absent: None
A quorum was present.
DISCUSSION OF AGENDA ITEMS
Consent Agenda: Councilman Bray stated he would like to remove item (d)
pertaining to Employee Assistance Program (EAP) proposal from the Consent
Agenda and refer it to the Finance Committee. City Counselor Drew Hilpert
explained that removal of an item from the Consent Agenda requires two Council
Members, and he would advise a motion and a second to accomplish that
requirement.
Miscellaneous Items: Councilman Costales stated he will have three items he
would like to bring up regarding issues about the Fire Department. Councilman
Mihalevich invited Councilman Costales to also bring those items up at the next
Public Safety Committee meeting if he wished.
Closed Session Items: Questions were asked regarding whether certain items
scheduled for discussion tonight should be brought up in open or closed session.
City Counselor Hilpert advised the Council can always opt to discuss any issues
in open session, but advised that discussions involving negotiations may be best
discussed in closed session.
