HomeMy Public PortalAbout20170817 Minutes.docxTybee Island Beach Task Force Minutes: August 17, 2017 Members Present: Amy Lanier, Alan Robertson, Cathy Lewis, Cathy Sakas, Frank Wooldridge, Harvey Ferrell, Jimmy Burke, Kate Burns, Mark Padgett, Michael Foran, Paul Wolff, Sam Adams, Wick Searcy and Moses Robbins. Visitors/Ex-Officios Present: Jason Buelterman, Wanda Doyle, Bill Garbett, Monty Parks and Dr. Shawn Gillen, City Manager. Taylor Wimberly, Corps of Engineers was also in attendance. CALL TO ORDER: Cathy Sakas called the meeting to order at 12:05PM. Harvey Ferrell made a motion to approve minutes from July 20, 2017. Jimmy Burke second. Vote was unanimous to approve. A short discussion was held regarding the award of the re-nourishment contract which will be sometime in October 2017. Mr. Parks asked if the bids would be made public. Ms. Sakas responded in the affirmative and the lowest bidder would be awarded the contract. Mayor Buelterman asked for recommendations with the placement of the sand pile near the pier. He would like it moved to those areas that are lacking in sand. Ms. Doyle concurred but we need to adhere with the permitting process from Georgia Department of Natural Resources (DRN). Ms. Sakas recommended filling sand bags to place at the crossovers. Mr. Parks recommended removing the sand to a level of the existing dunes to build a berm. Ms. Doyle concurred. Mark Padgett made a motion the level of sand be lowered no more than the height of surrounding natural dunes and be used in the sand sharing on the south-end. Sam Adams seconded. Vote was unanimous to approve. Ms. Doyle to take the recommendation to Mayor and Council at the upcoming city council meeting. Shoreline Protection Sub-committee Update – Frank Wooldridge. Mr. Wooldridge reported he attended the Filtrexx presentation at DNR where they discussed the River Bank Shoreline Protection; Dune Scarp Prevention; Dune Restoration and Living Shorelines. He also stated the City voted to purchase 9,000 cubic yards of sand for dune construction as well as hired the Industrial Company of Savannah to haul 12,350 cubic yards of replacement sand for dunes near the Savannah Beach and Racquet Club. Mr. Wooldridge will meet with DNR, DPW and the Public Safety Committee to define the scope of their efforts. Mark Padgett made a motion that the City draft a letter to the Corps of Engineers requesting the upcoming Study include erosion from increased ship wake on the north end of the Island to include impacts of the south jetty on the Savannah River Channel from river traffic and potential impacts to the Cockspur Lighthouse. Jimmy Burke seconded. Vote was unanimous to approve. Ms. Doyle to take the recommended to Mayor and Council at the upcoming city council meeting. Dune Sub-committee Update – Sam Adams. Mr. Adams reported thirty (30) rolls of sand fencing has been delivered and Terracon will flag the area for placement. The area(s) will also be checked for turtle nests. Mr. Robertson led a discussion on the process and placement of the sand fencing. A notice will be included on the water bill to announce the placement of the sand fencing as well as asking for volunteers to assist in the digging of the holes. Beach Litter Sub-committee Report – Kate Burns. Ms. Burns discussed the coastal wide anti-cigarette butt campaign scheduled for March 2018. She is also having a Community Workshop, October 10, 2017 from 1 – 3PM at the Old School Cafeteria. Ms. Burns also recommended civic organizations and/or City Committees adopt a crossover or portion of the beach. In this way it would be awareness to the health of the beach. Dr. Gillen volunteered the Wellness Committee to be the first to Adopt of Crossover.
