A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
LYNWOOD, COUNTY OF LOS ANGELES, STATE OF
CALIFORNIA AUTHORIZING THE EXECUTION OF A
PROFESSIONAL SERVICE AGREEMENT WITH EL PORTAL A
TU BIENESTAR FOR THE PURPOSE OF PROVIDING
PROMOTIONAL SERVICES FOR THE COMMERCIAL FACADE
GRANT PROGRAM
WHEREAS, the Lynwood City Council approved Resolution No. 2022.018
reserving and appropriating Coronavirus Local Recovery Funds awarded to the
City of Lynwood under the American Rescue Plan Act of 2021 (ARPA); and
WHEREAS, on April 19, 2022, the Lynwood City Council approved a
Commercial Fagade Grant Program and the appropriation of ARPA funds for
program implementation; and
WHEREAS, City approved to retain an advisor to promote the fagade
program to all qualifying property owners and businesses to ensure immediate
exposure and response for community enhancement along and beautification of
the high-need commercial corridors in the City, and
WHEREAS, the proposed contract would be for the period July 1, 2022 —
June 30, 2023, at a not to exceed amount of$90,000; and
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD
DOES HEREBY FIND, PROCLAIM, ORDER AND RESOLVE AS FOLLOWS:
Section 1. The City Council for the City of Lynwood finds and declares that
the forgoing recitals are true and correct, and incorporates said recitals fully into
this Resolution as substantive findings.
Section 2. The City Council further finds that the requested promotional
services contribute to an important community purpose of improving and
beautifying the commercial areas of the City.
Section 3. By at least a 4/5 vote of the City Council, the City Council finds
that the procurement of this service is more economically and efficiently effected
through this direct engagement than a formal bidding process.

Section 4. The City Council of the City of Lynwood authorizes the Mayor to
execute the Agreement between the City of Lynwood and El Portal a Tu Bienestar
in a form approved by the City Attorney.
Section 5. Authorize the Mayor to execute the Resolution for and on behalf
of the City of Lynwood.
Section 6. This Resolution shall take full force and effect immediately upon
adoption by the City Council.
PASSED, APPROVED AND ADOPTED THIS 21st day of June 2022.
