HomeMy Public PortalAbout2022.114 (06-21-22) RESOLUTION NO. 2022.114 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD ADOPTING A LIST OF PROJECTS FOR FISCAL YEAR 2022-23 FUNDED BY SB 1: THE ROAD REPAIR AND ACCOUNTABILITY ACT OF 2017 WHEREAS, Senate Bill 1 (SB 1), the Road Repair and Accountability Act of 2017 (Chapter 5, Statutes of 2017) was passed by the Legislature and Signed into law by the Governor in April 2017 to address the significant multi-modal transportation funding shortfalls statewide; and WHEREAS, SB 1 includes accountability and transparency provisions that will ensure the residents of our City are aware of the projects proposed for funding in our community and which projects have been completed each fiscal year; and WHEREAS, the City must adopt by resolution a list of projects proposed to receive fiscal year funding from the Road Maintenance and Rehabilitation Account (RMRA), created by SB 1, which must include a description and the location of each proposed project, a proposed schedule for the project's completion, and the estimated useful life of the improvement; and WHEREAS, the City, will receive an estimated $1,592,891 in RMRA funding in Fiscal Year 2022-2023 from SB 1; and WHEREAS, this is the sixth year in which the City is receiving SB 1 funding and will enable the City to continue essential road maintenance and rehabilitation projects, safety improvements, repairing and replacing aging bridges, and increasing access and mobility options for the traveling public that would not have otherwise been possible without SB 1; and WHEREAS, the City Council allows public comments at the start of the Council Meeting prior to considering and approving the list of projects for the use of SB1 funds; and WHEREAS, the City used a Pavement Management System to develop the SB 1 project list to ensure revenues are being used on the most high-priority and cost-effective projects that also meet the community's priorities for transportation investment; and WHEREAS, the funding from SB 1 will help the City maintain and rehabilitate segments of Alvada Street, San Carlos Avenue, San Juan Avenue, San Luis Avenue, San Vicente Avenue and Thorson Avenue Street, San Luis Avenue, San Miguel Avenue, Shirley Avenue, Thorson Avenue, Alexander Avenue, Louise Street, Pope Avenue, t Pendleton Avenue, Seminole Avenue, and Shirley Avenue, Alberta Street, First Avenue, Franklin Street, Lindberg Avenue, Lewis Street, Peach Street, Pine Avenue, and Second Avenue as well as maintain the streets and traffic signals citywide this year and similar improvements projects into the future; and WHEREAS, the 2021 California Statewide Local Streets and Roads Needs Assessment found that the City's streets and roads are in a "At Lower Risk" condition and this revenue will help us increase the overall quality of our road system and over the next decade will bring our streets and roads into a "Good" condition and this revenue will help us increase the overall quality of our road system and over the next decade will bring our streets and roads into a "Good" condition, and WHEREAS, the SB 1 project list and overall investment in our local streets and roads infrastructure with a focus on basic maintenance and safety, investing in complete streets infrastructure, and using cutting-edge technology, materials and practices, will have significant positive co-benefits statewide. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES HEREBY FIND, PROCLAIM, ORDER, AND RESOLVE AS FOLLOWS: Section 1. The City Council of the City of Lynwood hereby finds and declares that the foregoing recitals are true and correct, and incorporates them herein as findings and as a substantive part of this Resolution. Section 2. The following list of proposed project will be funded in-part or solely with Fiscal year 2022-23 Road Maintenance and Rehabilitation Account revenues: Project Title: Street Maintenance (FY23) Project Code: 2121.45.410 Project Description: Continued maintenance of streets citywide including pothole repairs, striping, sidewalk repairs, and cleaning streets/alleys of debris and other related maintenance. Project Location: South of Abbott Road/Century Boulevard; west of Wright Road, north of McMillan Street, North of Palm Avenue, North of Orchard Street, east of Santa Fe Avenue; east of Mona Boulevard and east of Alameda Street Estimated Project Schedule: Start Date: July 1, 2022 Completion Date: June 30, 2023 2 Estimated Project Useful Life: 2 to 3 Years Technology, Climate Change, and Complete Streets Considerations: To the extent possible will try to use materials that lowers GHG. Project Title: Traffic Signals (FY23) Project Code: 2121.45.430 Project Description: Continued maintenance of traffic signals citywide. Project Location: Maintain traffic signals at 47 locations along Imperial Highway, Atlantic Avenue, Alameda Street, Santa Fe Avenue, State Street, Long Beach Boulevard, Bullis Road, and Martin Luther King Boulevard. Estimated Project Schedule: Start Date: July 1, 2022 Completion Date: June 30, 2023 Estimated Project Useful Life: 2 to 3 Years Technology, Climate Change, and Complete Streets Considerations: To the extent possible will try to use materials that lowers GHG. Project Title: Imperial Highway/Martin Luther King Boulevard (HSIP)(FY23) Project Code: 4011.68.035 Project Description: Installation of crosswalks, pedestrian signals and signs; and construction of bulb-outs at Imperial Highway and Martin Luther King Jr. Boulevard Project Location: Imperial Highway and Martin Luther King Boulevard Estimated Project Schedule: Start Date: July 1, 2023 Completion Date: June 30, 2024 Estimated Project Useful Life: 5 to 7 Years 3 Technology, Climate Change, and Complete Streets Considerations: To the extent possible will try to use materials that lowers GHG. Section 3. The following previously proposed and adopted projects may utilize Fiscal Year 2022-23 Road Maintenance and Rehabilitation Account revenues in their delivery. With the relisting of these projects in the adopted fiscal year resolution, the City is reaffirming to the public and the State our intent to fund these projects with Road Maintenance and Rehabilitation Account revenues: Project Title: Alvada Street, San Carlos Avenue, San Juan Avenue, San Luis Avenue, San Vicente Avenue and Thorson Avenue Street and Sidewalk Improvement Project Project Code: 4011.68.103 Project Description: The Project will consist of the construction of new ADA compliant curb ramps where needed and will rehabilitate, gutters, sidewalks, driveway approaches and pavement for the City streets that are in need of repairs. Striping will also be rehabilitated to enhance vehicular and pedestrian safety where needed. New signage will be installed and utility covers adjusted. Outdated curbs at the intersections will be updated to handicapped ramps. These repairs will help with safer driving and enhance aesthetic of the neighborhood Project Location: Alvada Street from Virginia Avenue to Duncan Avenue; San Carlos Avenue from alley to Abbott Street; San Juan Avenue from City Limit to Abbott Rd; San Luis Avenue from City Limit to Abbot Rd; San Vicente from City limit to Abbott Rd; Thorson Avenue from Carlin Avenue to City Limit and Atlantic Avenue from Lavinia Avenue to Clark Street. Estimated Project Schedule: Start Date: July 1, 2021 Completion Date: June 30, 2024 Estimated Project Useful Life: 20 to 30 Years Technology, Climate Change, and Complete Streets Considerations: To the extent possible will try to use materials that lowers GHG Project Title: Priority 2 Streets Project Code: 4011.68.104 4 Project Description: The Project will consist of the construction of new ADA compliant curb ramps where needed and will rehabilitate, gutters, sidewalks, driveway approaches and pavement for the City streets that are in need of repairs. Project Location: Alma Ave. from Ruth St to Mallison Ave; Alma Ave. from Mallison Ave. to Otis St.; Los Flores Blvd. from Altantic Ave. to Virginia Ave. ; Los Flores Blvd. from Virginia Ave. to Pope Ave; Los Flores Blvd from Pope Ave. to Duncan Ave.; Los Flores Blvd. from Sante Fe Ave. to Penn St.; Los Flores Blvd. from Penn St. to Franklin St.; Los Flores Blvds from Franklin St. to Bellinger St., Los Flores Blvd from Long Beach Blvd .to California Ave.; Los Flores Blvd. from California Ave to Imperial Hwy.; San Luis Ave from Abbott Rd to Alma Ave.; San Luis Ave from Alma Ave to Norton Ave.; and San Miguel Ave. from Abbott Rd. to Norton Ave. Estimated Project Schedule: Start Date: July 1, 2021 Completion Date: April 30, 2023 Estimated Project Useful Life: 20 to 30 Years Section 4. That the City Council hereby directs the City Manager or his designee to incorporate the aforementioned projects in the FY23 Budget and add to the Capital Improvement Program of the FY23 Budget as appropriate. Section 5. That the City Council authorizes the City Manager to make modifications to the list to ensure compliance with SB1 Guidelines. Section 6. Authorize the Mayor to execute the Resolution for and on behalf of the City of Lynwood. Section 7. This Resolution shall take full force and effect immediately upon adoption by the City Council.
