Savannah Beach, Georgia
June 27, 1975
A Special Meeting of Savannah Beach City Council was
held this evening at 7 :00 P.M. for the purpose of adopting a
Resolution approving a contract and authorizing the acceptance
of a Grant from the Emergency Fund of Governor George Busbee,
State of Georgia with which to provide additional lifeguards
to patrol the public beaches located in Savanna Beach, Tybee
Island, Georgia.
The meeting was presided over by Mayor Michael J. Counihan
and a quorum consisting of the following Councilmen was present:
Richard DeLoach, Edward Fahey, Joseph Agnew, James Bond, John
Wylly and Ernest Hosti.
Mayor Counihan opened the meeting and informed Council
that Mr. Tom Taggart, State Representative of this district, had
made an application to Governor Busbee for a Grant to assist
the City in the cost of employing additional lifeguards to patrol
the public beaches at Savannah Beach and that the Governor had
responded to this request by an allocation of $3,000.00 from the
Governor Emergency Fund for the purpose of providing the City
Council a financial grant -in -aid. He then requested the Clerk
to read the following Resolution;
RESOLUTION
Following the reading of this Resolution, Councilman
John Wylly moved that we accept these funds and the Resolution
be adopted. This motion was seconded by Councilman Edward Fahey
and unanimously carried.
Following the adoption of the Resolution, Mayor Counihan
pointed out to Council that Representative Taggart was able to
secure this Grant by pointing out to the Governor that although
the City employes approximately twelve (12) lifeguards. The
influx of visitors on weekends and vacationers strains the capacity
of the guards to handle the situation. He added that hiring
additional guards is beyond the financial capabilities of the
City at the present time.
Mayor Counihan continued stating that in making this
money available to the city, Governor Busbee said :

"The protection of its citizens is a primary responsibility of
the state. In light of the financial situation preventing the
hiring of sufficient lifeguards to protect swimmers at Savannah
Beach, I am extremely happy to make this money available to provide
for their security."
There being no further business, the meeting was adjourned,

RESOLUTION
A RESOLUTION APPROVING A CONTRACT AND AUTHORIZING THE ACCEPTANCE
OF A GRANT FROM THE GOVERNORS EMERGENCY FUND TO PROVIDE ADDITIONAL
LIFEGUARDS TO PATROL THE PUBLIC BEACHES LOCATED IN SAVANNAH BEACH,
TYBEE ISLAND, GEORGIA
WHEREAS, the City of Savannah Beach is experiencing
severe financial difficulties due to reduced revenue collection
and a substantial financila investment in a multi - million dollar
beach reclamation project; and
WHEREAS, the City of Savannah Beach has made every effort
to provide adequate lifeguard protection to all of the citizens
of the State of Georgia; and
WHEREAS, the cost of additional lifeguards to patrol
the public beach is too substantial to be covered in the City
budget; and
WHEREAS, State Representative Tom Taggart of the 125th
House District made application to the Governor of Georgia for a
grant to assist in the cost of employing additional lifeguards to
patrol the public beaches at Savannah Beach; and
WHEREAS, the Governor has responded to this request by
an allocation of $3,000.00 from the Governor's Emergency Fund for
the purpose of providing the City Council a financial grant -in -aid.
NOW, THEREFORE, BE IT RESOLVED AND IT IS HEREBY RESOLVED:
that the City Council of Savannah Beach hereby approves the contract
between the Department of Natural Resources, State of Georgia, and
the City of Savannah Beach and accepts with gratitude the generous
grant by Governor George D. Busbee of $3,000.00 to help in securing
needed additional lifeguards for the protection of the citizens of
the State of Georgia.
DULY ADOPTED by the City Council of the City of Savannah
Beach at a meeting held this the 27th day of June, 1975.
