HomeMy Public PortalAbout2022.115 (06-21-22) RESOLUTION NO. 2022.115 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD AWARDING A CONTRACT TO DOUG MARTIN CONTRACTING COMPANY, INC. AS THE LOWEST RESPONSIBLE BIDDER, IN THE AMOUNT OF $197,136.46 FOR THE CITYWIDE SLURRY SEAL (PHASE 1) PROJECT FY 2021-2022; AUTHORIZING THE MAYOR TO EXECUTE THE AGREEMENT; AND APPROVING AN APPROPRIATION OF $283,877 FROM THE UNAPPROPRIATED MEASURE M BONDS (FUND 2357) TO THE PROJECT. WHEREAS, the City of Lynwood will implement a citywide slurry seal program in four phases; and WHEREAS, CITYWIDE SLURRY SEAL (PHASE 1) PROJECT FY 2021-2022 ("Project") encompasses the following street segments of 1.) Josephine Street from State Street to Long Beach Boulevard, 2.) Josephine Street from Bullis Road to Muriel Drive, 3.) Ernestine Avenue from Walnut Avenue to Lugo Avenue, 4.) Ernestine Avenue from Agnes Street to Louise Street/E.O.P., 5.) Gertrude Drive from Agnes Street to Cortland Street 6.) Muriel from Walnut Avenue to Platt Avenue, 7.) Lugo Avenue from Muriel Drive to Harris Avenue, 8.) Louise Street from Gertrude Drive to Muriel Drive; and WHEREAS, the Project consists of citywide slurry seal, including pavement cold milling and overlay at some locations; and WHEREAS, on April 22, 2022, the Notice Inviting Bids for the Project was advertised on the City's web site (PlanetBids); and WHEREAS, the bid opening took place in the PlanetBids Platform on May 12, 2022, at 10-.00 A.M. (Pacific Time); and WHEREAS, staff received five (5) bid proposals; and WHEREAS, Doug Martin Contracting Company, Inc. is the lowest responsible bidder; and WHEREAS, to move forward with this Project, appropriation is needed. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES HEREBY FIND, PROCLAIM, ORDER, AND RESOLVE AS FOLLOWS: Section 1. The City Council of the City of Lynwood authorizes the Mayor to execute the agreement between the City of Lynwood and Doug Martin Contracting Company, Inc. for the Citywide Slurry Seal (Phase 1) Project FY 2021-2022 ("Project") in the amount of$197,136.46. 1 Section 2. The City Council approves the following appropriation: Appropriation (FY22) Fund Dept Div Object I Description Amount Budgetary Transfer Out 2357 Measure M Bonds $283,877 Budgetary Transfer In 4011 To Be I Citywide Slurry Seal $283,877 Determined I Project (Phase 1) Section 3. The City Council of the City of Lynwood authorizes the City Manager under LMC 6-3.15(d)to exceed the specific dollar amounts or percentage limitations under LMC 6-3.15(a) and authorizes the City Manager to approve consultant, vendor agreements, modifications, change orders or agreement amendments related to the Project up to the available Project Budget. Section 4. This resolution shall take effect immediately upon its adoption. Section 5. The City Clerk shall certify to the adoption of this resolution and hereafter the same shall be in full force and effect. PASSED, APPROVED and ADOPTED this 21st day of June 2022.
