A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD
TO RESCIND RESOLUTION NO. 2022.099 AND APPROVE PAYMENTS
TO TLC CREATIVE TECHNOLOGY FOR THE CITY'S 2022
INDEPENDENCE DAY CELEBRATION HELD ON JULY 3, 2022
WHEREAS, the City Council approved Resolution No. 2022.099 for the 2022
Independence Day Fireworks Show; and
WHEREAS, at the time the fireworks provider Expo Show, Inc. was considered
and approved to conduct the City's 2022 Independence Day Fireworks Show, the
recommendation was based on the firm's qualifications, good corporate standing at the
time of consideration, its proposal and successful fireworks displays for the City's Fourth
of July programs in 2017, 2018, and 2019; and
WHEREAS, on June 22, 2022, the City received information from the Office of the
State Fire Marshall, that ExpoShows, Inc. was no longer permitted to provide fireworks
public displays; and
WHEREAS, in response to this information, City staff immediately began
contacting potential fireworks contractor replacements; and
WHEREAS, due to given time constraints, contractual and supply chain issues
with local fireworks companies, City staff was not able to secure a replacement fireworks
display provider; and
WHEREAS, in order to not be left without a grand finale for the City's 2022
Independence Day celebration, City staff secured an innovative laser light show to
replace the fireworks display; and
WHEREAS, laser light displays have been growing in popularity across the country
due to their environmentally friendliness, their wide range of special effects and the"party"
atmosphere that they create; and
WHEREAS, City staff received a proposal from TLC Creative, to conduct a Laser
Light display priced at $34,000; and
WHEREAS, every year the City Council provides our community and individuals
from the surrounding community a 4th of July Celebration with a full day of family-friendly
activities which culminates with a grand finale drawing crowds of thousands of people;
and
WHEREAS, the City quickly responded to the unprecedented situation of being
left without a grand finale for its 2022 Independence Day celebration; and

WHEREAS, the City Council strives to deliver the best product and experience
with every community event offered while maintaining necessary safety protocols, and
WHEREAS,the laser light displays was an alternate for the fireworks display given
its growing popularity across the country due to their environmentally friendliness, their
wide range of special effects and the "party" atmosphere that they create; and
WHEREAS, per Chapter 6-3.13 of the Lynwood Municipal Code, the City may
bypass the normal RFP process for the procurement of services in emergency situations.
Here, the last-minute cancelation by the City's contracted fireworks provider qualifies as
an emergency.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES
HEREBY FIND, PROCLAIM, ORDER AND RESOLVE AS FOLLOWS:
Section 1. The City Council for the City of Lynwood finds and declares that the
forgoing recitals are true and correct, and incorporates said recitals fully into this
Resolution as substantive findings.
Section 2. The City Council approves payments of $10,000 for event pre-
production services and $24,000 for the Laser Light Show on July 3, 2022 with TLC
Creative, as presented in the attached proposal in support of the City's Independence
Day fireworks show.
Section 3.. Resolution No. 2022.099, a resolution adopted by the City Council
on June 21, 2022 to execute a contract with ExpoShows Inc., is hereby rescinded in its
entirety.
Section 4. The City Manager or his designee is authorized to carry out necessary
transactions as so ordered by this resolution.
Section 6. That the cost for Laser Light show can be paid for with the existing
budget for the 2022/2023 Citywide Events.
Section 6. Authorize the Mayor to execute the Resolution for and on behalf of
the City of Lynwood.
Section 7. This Resolution shall take full force and effect immediately upon
adoption by the City Council.
