My review is limited to drainage issues and other land disturbing activities. I have not attempted to duplicate the work of the Planning Commission or City staff with regard to setbacks, density or other zoning, tree protection or subdivision regulation issues. Within the scope of my design review, to the best of my knowledge and belief, it is my opinion that, the drainage design meets the requirements of the Land Development Code of the City of Tybee Island. Any recommendations do not relieve the project of the requirement to obtain any other required permits, approvals, etc... by any other governmental body or authority having jurisdiction over any portion of this project. The updated plans reflect a 0.55 ac disturbance and .33 ac impervious area. Based on above, enough detention is provided. In addition, CSS worksheet provided indicates a 1,414 cf RRV required and 7,060 cf has been provided form the pond. Therefore, the CSS requirements are met. Based on Chris's response in the afternoon call, I understand he believes a letter of clarification and, possibly, a revised drainage area exhibit, to be attached to the existing, previously accepted hydrology report will suffice. I do not disagree. Letter provided 2) Chris is rechecking a few notes, such as the reference to County R.O.W.s on N-1. Such discrepancies on plans are quite common, on my own plans and we both missed such items last time. Note N1 updated 3) Just my opinion on the MI & M2 options that M2 is the most cost efficient. Even if you converted the parking area north of the North Beach Grill to bus parking as shown in M1, you'd still have 21 more standard parking spaces than in Ml. The number of HCP'd spaces is the same in each. M1 has been removed from the plans 4) Chad is adding the DNR line date to the plans as required and to allow easier connection in the future to the DNR's approval letter. This will likely be by editing the notes on the left side of C-1 and others. The DNR statement has been updated on all the plans. 5) To support the revisions stated in #1, the Site data information in the lower left-hand corner of C-2 and other sheets should be updated. The site data has been updated. 6) Chad advised that work outside of the newer and reduced project limits will be eliminated. Modifications reflected on plans 7) The current GSWCC "Green Book" will be the basis for all E&S Control design. Outdated verbiage and symbols will not be used. I did not find the "State Waters" note and I ask that is be in bold on the plans. The state waters disclaimer has been updated on all the plans and in bold 8) On C-4 the limits of work conflicts with some existing vs. proposed grades. Chad advised that lowering the top of the north proposed grate inlet should resolve this. The grate inlet has be resolved adjusted the 9.00 top to 8.50 top. 9) Chad advised that the previous ISO Fire flow analysis, hose pull exhibits, etc... were still valid and would be resent with such a statement. I am not requiring a new fire hydrant flow test for this requirement. (Others may well need a newer one for other design considerations.) Previous ISO analysis is adequate 10) Chad advised he was adding clarification to the proposed pavement sections for both the parking areas similar to adjacent ones nearby and the handicapped parking areas. Additionally, he would provide clarification of how this did not require the NPDES, CSS, etc... checklist for water quality or he would provide it. I'll await his findings.
