Christy Municipal Building 320 East McCarty Street July 24, 2014 Committee Members Present: Attendance Ralph Bray, Vice-Chairman 2 of 4 *Glen Costales 3 of 4 Rick Prather 3 of 4 Bob Scrivner, Chairman 4 of 4 Laura Ward 1 of 1 *Left the meeting early Staff Present: Matt Morasch, PE, Director of Public Works David Bange, PE, Engineering Supervisor Shane Wade, Civil Engineer II Janice McMillan, Director of Planning and Protective Services Steve Crowell, City Administrator Jeremy Cover, Assistant City Counselor Brenda Wunderlich, Administrative Assistant Chairman Scrivner called the meeting to order at 7:30 a.m. A quorum was present at this time. The following guests were present: Paul Samson with Central MO Professional Services and Bob Watson with News Tribune. 1. Introductions Those present introduced themselves. 2. Approval of the May 22, 2014 Committee meeting minutes Councilman Costales moved and Councilman Prather seconded to approve the May 22, 2014 minutes, motion carried. 3. New Business 1. Building Official Plan (Steve Crowell) Ms. McMillan explained the staffing plan would improve effectiveness and efficiency of service delivery and implement career advancement opportunities for the building inspection division. 2. Salt Bid (Britt Smith) Mr. Smith explained the annual road salt bid received is approximately 70% higher than the previous year. Staff is requesting a supplemental appropriation within the current budget of $25,000 to cover the increase. Councilman Prather moved and Councilman Bray seconded to refer the supplemental appropriation for chemicals to the City Council with recommendation to approve, motion carried. Vacation of Right-of-Way on Goodall Lane (James & Linda Burris, requestor) (David Bange) Mr. Bange explained staff is recommending approval of the vacation of this section of unimproved Lafayette Street right-of-way. Councilwoman Ward moved and Councilman Costales seconded to refer the vacation of right- of-way to the City Council with recommendation to approve, motion carried. 4. Permissive Use of Right-of-Way at 400 West Main for Redevelopment (Capital Mill Bottom, LLC, requestor) (David Bange) Mr. Bange explained staff is recommending approval of the permissive use for staircases which would encroach on the City right-of-way. Councilwoman Ward moved and Councilman Costales seconded to refer the permissive use right-of-way to the City Council with recommendation to approve, motion carried. 5. Permissive Use of Right-of-Way on Jefferson Street (Central Bank, requestor) (David Bange) Mr. Bange explained staff recommends approval of the request to allow the installation of anew electrical service line. Councilman Bray moved and Councilman Prather seconded to refer the permissive use of right-of-way to the City Council with recommendation to approve, motion carried. 6. Transit Application Filing with the Federal Transit Administration (Matt Morasch) Mr. Morasch explained the resolution would authorize the signatory power for filing forms with the FTA. Councilman Costales moved and Councilwoman Ward seconded to refer the resolution to the City Council with recommendation to approve, motion carried. 7. Transit Grant for Improvements on Missouri Boulevard (David Bange) Mr. Bange explained funding is available through the “Ladders of Opportunity” grant from the State. Staff is looking to add bike racks to bus stops, construct sidewalks on the north side of Missouri Boulevard and pedestrian crossings at Stadium, Dix and Southwest. The application is due by August 4th. 8. Highway 54/Stadium Boulevard Traffic Study (David Bange) Mr. Bange explained the report done by George Butler and Associates (GBA) and asked the Committee to review and give feedback concerning the report before it is finalized. *Councilman Costales left the meeting at this time (8:50 a.m.). 9. West Edgewood Drive Traffic Study (David Bange) Mr. Bange explained staff is requesting approval of the study and endorsement of the preferred alternative. 4. Other Topics Minutes/Jefferson City Public Works and Planning Committee July 24, 2014 3 1. Planning & Protective Services Monthly Reports (Janice McMillan) Ms. McMillan referred Committee members to the reports included in the packet 2. Water Main Leak Report (Britt Smith) Mr. Smith explained the street cut and right-of-way report the Committee. A report will be given to the Committee each month. 3. Capital Improvement Projects Update (David Bange) Mr. Bange referred committee members to the update included in the packet.  There was discussion among Committee members and staff of ribbon cutting on Moreau Avenue and the Cole Junction pump station. 6. Citizen Opportunity to address Council/Staff on Stormwater and Other Public Works Issues There was no one present to address the Committee. 7. Adjourn Councilman Bray moved and Councilwoman Ward seconded to adjourn the meeting at this time (9:04 a.m.), motion carried.
