TOWN HALL 10183 Truckee Airport Road, Truckee, CA 5.1 CALL TO ORDER - Mayor Florian called the meeting to order at 4:00pm. ROLL CALL: Also present were Councilmembers McCormack, Susman, Vice Mayor Owens, Community Development Director, Tony Lashbrook, Town Planner, Duane Hall, Town Manager, Stephen Wright, and Town Clerk, Patt Osborne. Councilmember Schneider noted as absent. PLEDGE OF ALLEGIANCE - Mayor Florian. PUBLIC COMMENT - There was no Public Comment. Councilmember Schneider joined the meeting at 4:08pm. CONSENT CALENDAR It was moved by Vice Mayor Owens, seconded by Councilmember Susman and unanimously carried to approve Agenda Item #5.1 as follows: Town Manager authorized to enter into a contract amendment with Harding ESE, in an amount of $18,648, for the purpose of additional design work for the Downtown Road Realignment Project, and a contract amendment with Winter and Company, in an amount of $10,000, for coordination efforts with the Downtown Road Realignment Project. PUBLIC HEARINGS RESOLUTION 2002-28 ADOPTED DENYING THE APPEAL OF APPLICATION NO. 02-009/TM, 11024 Palisades Drive. Tony Lashbrook, Community Development Director, informed Council the applicant is proposing a Tentative Map for a 2-parcel subdivision on 76 acres to include a single family residence on 5.88 acres leaving 70.29 acres. The project site is located at the end of Silver Fir Circle, west of the Ponderosa Palisades Subdivision, and just north of the Placer County Line. (11024 Palisades Drive) Town of Truckee June 24, 2002 Regular Page I APPEALENTS: Rick & Kristi Bagnall, 11805 Silver Fir Circle and Linda Lareau, 11782 Silver Fir Circle. Appellants stated they are appealing the Zoning Administrator's decision for reasons as follows: · Inadequate turnaround for emergency and public vehicles. · Inadequate snow storage. · Request for a proper Cul-de-sac ignored. · Requesting minimum width of lot lines to be 70 feet at front setback lines, per Development Code. · Requesting maximum lot size of 2.35 acres, per Tentative Map. · Inadequate drainage. Applicants stated they did not receive notice of the Public Hearing, held April 10, 2002, with regard to the project, and asked for an extension of their Appeal to gather further information in regards to the original Ponderosa Palisades Site Development Plan. APPLICANT/AGENT: Bruce Barth, Redbank Properties LLC, 11024 Palisades Drive. Applicant thanked Town Staff for their time and hard work related to the project and appeal. Mr. Barth indicated he met with the appellants on several occasions to answer their concerns and diffuse further problems. Mayor Flor/an opened the Public Hearing asking for anyone wishing to speak in favor or opposition of the appeal. The following people spoke in favor of the Appeal for the following reasons: Mr. McGowen - additional traffic with no easy turnaround, signage needed to indicate "Not A Through Street." Jeanie McCartly - safety issues, paid bond money for street improvements. Clyde Nance - snow storage, drainage, setback. Mayor Flor/an closed the Public Hearing reserving the right to reopen the Public Hearing at a later date. Applicant: Will abide by Council's decision. Appellants: Asked that Council consider safety, snow storage, drainage, and lot line issues. Tony Lashbrook stated that he, a Staff member from Placer County, Bruce Barth and Rich & Kristi Bagnall met to address issues the Bagnall's had. Town of Truckee June 24, 2002 Regular Page 2 Mr. Lashbrook stated he requested the Tentative Map be re-heard in front of the Zoning Administrator on May 8, 2002 to provide the Bagnalls the opportunity to submit comments on the project. The Zoning Administrator approved the Tentative Map requiring, acceptable to the applicant, measures to improve the turnaround of vehicles at the end of Silver Fir Circle and a snow storage easement on the subject parcel without significantly affecting the proposed parcel design. It is staff's opinion that the Zoning Administrator properly addressed all issues raised by the appellant, and the Zoning Administrator made all required findings in support of his approval of the project. The appellant does not raise any new issues or provide new information that was not considered by the Zoning Administrator. Staff recommends Council deny the appeal and affirm the Zoning Administrator's approval of the Tentative Map with conditions. (Project Conditions of Approval on file in the Community Development Department) It was Council consensus that staff addressed all issues of the appeal. It was moved by Councilmember Susman, seconded by Council McCormack and unanimously carried to adopt Resolution 2002-28 denying the appeal of Application 02-009/TM and affirming the Zoning Administrator's action to find the project categorically exempt from CEQA and to approve the Tentative Map for the project with conditions. Council asked that Staff continue to work with the residents and contact Placer County for proper signage of the dead end street. 7. ADJOURNMENT Mayor Florian adjourned the meeting at 6:10pm to a Workshop, June 25, 2002, 8:00am, Budget 2002/03 an Adjourned Town Council meeting June 28, 2002, 10:30am, for the second reading and adoption of Old Greenwood Planned Development Ordinances 2002-05/06, a Workshop, June 28, 2002, 11:00am, Revised Job Classifications, and a Closed Session, June 28, 2002, following the 11:00am Workshop, Conference With Labor Negotiator, GCS 54957.6.
