AN ORDINANCE AMENDING THE CODE OF THE CITY OF JEFFERSON, MISSOURI,
BY CREATING THE PUBLIC TRANSIT ADVISORY COMMITTEE.
BE IT ENACTED BY THE COUNCIL OF THE CITY OF JEFFERSON, MISSOURI, AS
FOLLOWS:
Section 1. Chapter 7 (Boards and Commissions) of the Code of the city of
Jefferson is amended by the addition of the new Article XXII (Public Transit Advisory
Committee), to read as follows:
ARTICLE XXII. PUBLIC TRANSIT ADVISORY COMMITTEE
Sec. 7-740. Committee Established.
There is hereby established a Public Transit Advisory Committee which shall be a public body
subject to the Missouri Sunshine Law.
Sec. 7-741. Membership.
A. Composition.The Committee shall consist of seven al voting members chosen from the residents of
Jefferson City. Every effort shall be made to have the Committee consist of the following persons:
a. One member of the chamber of commerce
b. One member who regularly utilizes Public Transit.
c. One member who is employed by a public or private school or a not-for profit organization.
d. Four members of the public at large.
B. Term of Service. All appointments shall be four-year terms except that of the first appointees to the
Committee, two a)shall be appointed to one-year terms,and two shall be appointed to three-year
terms.
C. Members shall receive no compensation for their service on the committee.
D. Vacancies and successors. Any vacancies shall be filled by appointment and approval in like manner
for the unexpired portion of the term. All members shall continue to serve until their successors have
been appointed and Qualified.
E. Quorum. A quorum shall be four t)voting members.

Sec. 7-742. Meetings.
The Public Transit Advisory Committee shall meet at such time and places as established by the
Committee.
Sec. 7-743. Reporting.
The Public Transit Advisory Committee shall report hi-annually to the Public Works Committee
regarding its progress and findings in writing or orally as determined by the Public Transit Advisory
Committee.
Sec. 7-744. Officers.
At the first meeting of the Public Transit Advisory Committee following November 1st of each year
the Public Transit Advisory Committee shall elect from among its resident members a chairman a vice
chairman and a secretary. Such officers shall be eligible to succeed themselves at the will of the Committee.
The chairman shall be eligible to vote on all matters before the Committee but shall not be eligible to make
motions or second motions.
Sec. 7-744. Duties generally.
The Public Transit Advisory Committee shall have the following duties:
A. Seek partnership opportunities with local businesses for financial support of Jeffiran.
B. Research and explore other funding opportunities for Jefffran.
C. Research and explore opportunities to expand ridership.
D. Review and advise on any bills proposing to change JeflTran routes.
E. Provide a forum for public discussion on the Transit system.
F. Provide a forum for City Staff to discuss and receive input on new rules or policies governing
Jefffran or amendments to any Ione term plans for Jefffran if beneficial to City Staff.
G. Promote the use of Jefffran by citizens.
H. If additional funding is identified,above and beyond the currently allotted amounts,make
recommendations for additional services or improvements to current service.
Sec. 7-745. Staff support upon request.
The City Administrator may,but is not required to,provide Staff assistance to the Committee if
requested by the Committee for the furtherance of its duties.

Sec. 7-746. City Council liaison.
There shall be a member of the City Council appointed to serve as a liaison to the Public Transit
Advisory Committee.
Section 2. This Ordinance shall be in full force and effect from and after the date
of its passage and approval.
