A RESOLUTION OF THE VILLAGE OF KEY BISCAYNE,
FLORIDA; AUTHORIZING THE VILLAGE MANAGER TO
AWARD A SIDEWALK CONSTRUCTION CONTRACT FOR
WEST WOOD DRIVE AND WEST HEATHER DRIVE TO
MEF CONSTRUCTION, INC.; PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, public bids were received and opened on March 23, 1999, for the construction
of sidewalks and traffic calming devices at various locations throughout the Village;
NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF KEY
BISCAYNE, FLORIDA, AS FOLLOWS:
Section 1. The Village of Key Biscayne Council authorizes the Village Manager to contract
for the construction of sidewalks along portions of West Wood Drive and West Heather Drive in
accordance with the attached Plans identified as Attachment 1- (West Wood), and Attachment 2 -
(West Heather).
Section 2. Funds to finance this construction are provided for in the Capital Improvement
Fund.
Section 3. This resolution shall take effect immediately upon adoption.

AMENDMENT NO. 1
THIS AMENDMENT, made and entered into on the i k $ 0 O O day of January, 2000,
amends that CONTRACT by and between the Village f ey Biscayne, Florida, hereinafter called
"OWNER" and M.E.F. Construction, Inc., a Florida Corporation hereinafter called "CONTRACTOR",
dated May 10, 1999 for "Traffic Calming Improvements and Sidewalks" (Project No. 4955.00).
WITNESSETH
The parties hereto, for and in consideration of the covenants and agreements hereinafter set forth,
mutually agree as follows, to wit:
1. This AMENTMENT authorizes certain items of work referenced in the CONTRACTOR' S
Bid as Alternative No. 1, Alternative No. 3 and the remaining portions of the Base Bid not
authorized in the referenced CONTRACT.
Said work is shown on the Contract Drawings as follows:

C-3, C-4 and C-6
C-3, C-4 and C-6
2. Attached to this AMENDMENT and made a part of the CONTRACT are:
• Ordinance 99-4
• Minutes of Village Council Meetings of:
- October 12, 1999
- October 26, 1999
In areas where there may be a conflict between the Contract Specification and the
referenced documents, the referenced documents shall take precedence.
3. The CONTRACT time shall be extended by 150 calendar days. It is anticipated that a
Notice to Proceed for the work that is subject to this AMENDMENT will be issued on
January 12, 2000. Therefore, the Contract Completion date is set at June 10, 2000.
The CONTRACTOR is required by the terms of this CONTRACT to commence sidewalk
work on April 11, 2000.
4. All terms or conditions contained in the CONTRACT and not changed by this
AMENDMENT remain in full force and effect.
