A Special Meeting of Savannah Beach City Council was held this afternoon at 5:00 P.M. in the auditorium of City Hall for the purpose of discussing the following problems which have arisen in connection the present Sewage Project of the City of Savannah Beach: "The installation of Sewer Facilities, Pumping and Interceptor System and the problems we have encountered with the quality of the work being performed by some of the subcontractors. • The destruction and inferior replacement of various water lines and storm sewers and also, the manner in which our public streets are being patched and resurfaced. There are also several other matters pertaining to the same subject that I would like to discuss." This meeting was presided over by Mayor M. J. Counihan and a quorum consisting of the following Councilmen was present: J. M. Agnew, Edward Fahey, James Bond, Bob Davenport and Richard DeLoach. City Attorney William H. Pinson was also present. The following, who were specially invited to attend the meeting were present: Mr. Joseph Hutton - Thomas and Hutton Engineering Company Mr. F. V. George - Thomas and Hutton Engineering Company Mr. Warren Bell - Resident Inspector for Project Mr. Edmund J. Solomon - City Plumbing Inspector Mr. Ronald Smith - State Highway Department Mr. Derrell L. Davis - State Highway Department Mr. C. M. Masor — Griffin Construction Company Following the opening of the meeting the Mayor requested the Clerk to read the letter which was sent to the Councilmen and all those requested to be present at the meeting. The Mayor then stated that he ha_. :ece_ved numerous complaints from citizens and residents of the City pertaining to the problems outlin4.2 in the letter, particular :ly the conditions of the streets and might-of- ways and the many ;instances of sewers backing up in various homes. He stated further that he felt the City was paying for certain items that they had no right to pay for. The Mayor also said that the object of the m'-eting was not to accuse or threaten anyone but was called for the benefit of Savannah Beach residents and those who visit d';;: :ing the summer months. -2- Mayor Counihan stated that many letters of complaints had been received by him and requested the Clerk to read a typical one from Mr. Ray Zouchs which was received today. In this letter, Mr. Zouchs who resides at 807 Lovell Avenue, complained about the condition of Lovell Avenue between 8th and 9th Street since the sewer construction work had been completed at that location and the total lack of drainage following the work. Mayor Counihan then called upon Mr. F. V. George of Thomas and Hutton Engineering Company to explain to the meeting what the Contractor should do when the sewer work has been completed in regard to the patching and re- surfacing of the streets. Mr. George read from the Contract specifications (page 02554 -26) in regard to replacing paved streets, replacing dirt streets and driveways. These sections outline ,in detail exactly the manner in which the various streets and driveways torn up in the work must be replaced. Mayor Counihan asked Mr. George if there were any specifica- tions directing the closing of the complete street while work was being performed there. Mr. George answered that only a portion of the street should be closed under normal procedures. In answer to a question from the Mayor as to whether or not these streets that have thus far been re- surfaced have been accepted, Mr. George replied that these streets have not been accepted and the Contractor has been advised of the concern of the City and the Engineer and he is aware that the pavement is not acceptable and has discussed this with his paving contractor who has been advised that he must come back in and re-do these streets. The Mayor then exhibited some samples of newly paved streets which he stated was not in accordance with the specifications and would not be accepted by the City. WHEREAS, the Mayor and Councilmen of the City of Savannah Beach, Tybee Island, Georgia, did on February 26, 1969 authorize the codification of its Ordinances; and WHEREAS, this codification was subsequently accomplished by the Municipal Code Corporation of Tallahassee, Florida and duly adopted by Savannah Beach City Council on April 22, 1970; and WHEREAS, said Code has had no supplements or revisions since the original publication, during which time many of the provisions of the said Code have been repealed, amended or superseded; and WHEREAS, the amount of $5,000.00 has been allocated by the City from its Revenue Sharing Funds for the purpose of paying for this revision; and WHEREAS, the Municipal Code Corporation, in its proposal, has agreed to maintain said Code in a continuing up -to -date state by the publication of looseleaf supplements published monthly, bimonthly, quarterly, semiannually or annually, depending on the requirements of the City, at a cost of $12.00 per page for one hundred copies of each supplement; and WHEREAS, such republication, revision and subsequent looseleaf supplement service is felt to be necessary for the enforcement of the City's laws and regulations and the orderly transaction of its business. NOW, THEREFORE, BE IT RESOLVED, and it is hereby resolved by the authority of the foregoing: 1. That the Municipality accept the proposal submitted by the Municipal Code Corporation for the republication, supplement of its Code of Ordinances at a cost of approximately $3,975.00, based on an estimate of 300 pages but not to exceed $5,000.00. 2. That the City also accept the proposal of the Municiapl Code Corporation to keep said Code in a continuing up -to -date condition by the publication of looseleaf supplements at a cost of $12.00 per page for 100 copies of each supplement. 1 1 1 1975. MURPHY, known as Lot 1 of Champa`s Subdivision. of Beach Lot 66, Ward 3, Savannah Beach, Tybee Island, for past due city taxes, and WHEREAS, the said Jane G.' Murphy, as owner of said lot has paid to the Clerk of Council of the City of Savannah Beach, Tybee Island, Georgia, the sum of Three Hundred Seventy -two and 09/100 ($372.09) Dollars, representing the cost of redeeming said pro- perty, and WHEREAS, the said Jane G. Murphy has petitioned the Mayor and Councilmen of the City of Savannah Beach, Tybee Island, Georgia, to Quit Claim said property to petitioner.
