A RESOLUTION OF THE CITY COUNCIL AUTHORIZING THE SHIFT
$801,000 IN PROP C FUNDS FROM THE URBAN GREENING PROJECT
(4011.68.046) TO THE BIKE TRAIL EXTENSION (4011.68.084) AND
AUTHORIZING THE CITY MANAGER TO TRANSFER FUNDS
BETWEEN URBAN GREENING (CIP NO. 4011.68.046) AND BIKE TRAIL
EXTENSION (CIP NO. 4011.68.084) AS NEEDED TO ENSURE
ACCOUNTING OF EXPENDITURES TO THE CORRECT PROJECT SITE
AND TO KEEP PACE WITH THE PROJECT SCHEDULE
WHEREAS, on February 1, 2022, the City Council awarded a contract to Los
Angeles Engineering, Inc. for the construction of the Lynwood Urban Bike Trail Project;
and
WHEREAS, the Project was segregated into two Capital Improvement Project
Accounts to segregate two grant funds: 1) Urban Greening (CIP No.4011.68.046)(West of
Atlantic Avenue); and 2) Bike Trail Extension (CIP No. 4011.68.084)(East of Atlantic
Avenue),-
WHEREAS, the Urban Greening Grant provided funds for the segment of the bike
trail along Fernwood Avenue from Atlantic Avenue to Birch Street as well as the trees
and plants along the entire bike trail project site (CIP No. 4011.68.046) ; and
WHEREAS, the RMC provided funds for the extension of the bike trail along
Fernwood Avenue from Atlantic Avenue to Wright Road (CIP No. 4011.68.084); and
WHEREAS, during excavation, a grading issue was exposed necessitating a need
for a retaining wall for the bike trail segment east of Atlantic Avenue and resulting in a
change in scope of work; and
WHEREAS, the retaining wall as well as additional work including additional
grading, v-ditch, box culvert, curb and gutter, import of soil, demolition of certain
hardscape, and decomposed granite are needed to deliver the project east of Atlantic
Avenue; and
WHEREAS, the bulk of the contingency for the entire bike trail has been placed
under the Urban Greening (CIP No. 4011.68.046); and
WHEREAS, Proposition C funds, local funds and not grant funds, in the amount of
$801,000 in the Urban Greening (CIP No. 4011.68.046) can be transferred to the Bike
Trail Extension (CIP No. 4011.68.084); and
WHEREAS, to keep pace with the Project schedule, authorizing the City Manager
to transfer funds between CIP No. 4011.68.046 and CIP No. 4011.68.084 will ensure

proper accounting of expenditures to the correct project site, maximization of the use of
all available funds, and keep pace with the construction schedule .
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES
HEREBY FIND, PROCLAIM, ORDER, AND RESOLVE AS FOLLOWS:
Section 1. That the City Council approves the following budget amendment
and appropriation:

Section 2. Authorize the City Manager to transfer funds between CIP No.
4011.68.046 and CIP No. 4011.68.084 to ensure proper accounting of expenditures
West of Atlantic Avenue and East of Atlantic Avenue.
Section 3. This resolution shall take effect immediately upon its adoption.
Section 4. The City Clerk shall certify as to the adoption of this City Council
Resolution.
