HomeMy Public PortalAbout2022.247 (08-02-22) RESOLUTION NO. 2022.247 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD AWARDING A CONTRACT TO PAVEMENT COATINGS CO. AS THE LOWEST RESPONSIBLE BIDDER, IN THE AMOUNT OF $299,931.10 FOR THE CITYWIDE SLURRY SEAL(PHASE 2) PROJECT FY 2022-2023; AUTHORIZING THE MAYOR TO EXECUTE THE AGREEMENT; AND APPROVING AN APPROPRIATION OF $389,924.21 FROM THE UNAPPROPRIATED MEASURE M BONDS (FUND 2357) TO THE PROJECT. WHEREAS, the City of Lynwood will implement a citywide slurry seal program in four phases; and WHEREAS, CITYWIDE SLURRY SEAL (PHASE 2) PROJECT FY 2022-2023 ("Project") encompasses the following street segments of l.) Santa Fe Ave from Cedar Ave to Banning Ave 2.) Bellinger St from Lynwood Rd to Butler Ave 3.) Carlin Ave from Alpine Ave to Long Beach Blvd 4.) Carlin from Long Beach Blvd to Bullis Rd 5.) Carlin from Bradfield Ave to Muriel Dr 6.) Carlin Ave from Thorson Ave to Harris Ave 7.) Carlin Ave from Castle Gate Ave to Stone Acre Ave 8.) Cedar Ave from State St to Peach St 9.) Cedar Ave from Alpine Ave to Long Beach Blvd 10.) Cedar from Long Beach Blvd to Bullis Rd 11.) El Segundo Blvd from Santa Fe Ave to Alpine Ave 12.) First Ave from Josephine St to CDS 13.) Flower St from Peach St to Lindbergh Ave 14.) Magnolia Ave from Alpine Ave to Long Beach Blvd 15.) McMillan St from Cookacre Ave to Atlantic Ave 16.) Muriel Dr from Carlin Ave to Palm Ave 17.) Niland St from EOP to Second Ave 18.) Oak St from Euclid Ave to Orchard Ave 19.) Philadelphia Way from Alameda Ave to Philadelphia Way 20.) Peach St from Carlin Ave to Euclid Ave 21.) Plumb St from Redwood Ave to EOP 22.) Third Ave from Josephine St to Agnes Ave 23.) Virginia St from Long Beach Blvd to School St ; and WHEREAS, the Project consists of citywide slurry seal, including pavement cold milling and overlay at some locations; and WHEREAS, on June 28, 2022, the Notice Inviting Bids for the Project was advertised on the City's web site (PlanetBids); and WHEREAS,the bid opening took place in the PlanetBids Platform on July 18, 2022, at 10:00 A.M. (Pacific Time); and WHEREAS, staff received five (5) bid proposals; and WHEREAS, Pavement Coatings Co. is the lowest responsible bidder; and WHEREAS, to move forward with this Project, appropriation is needed. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES HEREBY FIND, PROCLAIM, ORDER, AND RESOLVE AS FOLLOWS: 1 Section 1. The City Council of the City of Lynwood authorizes the Mayor to execute the agreement between the City of Lynwood and Pavement Coatings Co. for the Citywide Slurry Seal (Phase 2) Project IFY 2022-2023 ("Project") in the amount of$299,93 1.10. Section 2. The City Council approves the following appropriation: Appropriation (FY_) Fund Dept Div Object I Description Amount Budgetary Transfer Out 2357 1 Measure M Bonds Budgetary Transfer In Section 3.1 The City Council of the City of Lynwood authorizes the City Manager under LIVIC 6-3.15(d) to exceed the specific dollar amounts or percentage limitations under LIVIC 6-3.15(a) and authorizes the City Manager to approve consultant, vendor agreements, modifications, change orders or agreement amendments related to the Project up to the available Project Budget. Section 4. This resolution shall take effect immediately upon its adoption. Section-,.
