HomeMy Public PortalAbout2022.252 (08-16-22) RESOLUTION NO. 2022.252 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD AUTHORIZING A LETTER OF SUPPORT FOR THE LOCAL AGENCY TECHNICAL ASSISTANCE (LATA) GRANT APPLICATION SUBMITTED BY LYNWOOD UNIFIED SCHOOL DISTRICT (LUSD) TO DEVELOP STRATEGIES TO SERVE THE COMMUNITY'S BROADBAND NEEDS WHICH INCLUDE POTENTIALLY SERVING AS A RELIABLE AND AFFORDABLE INTERNET SERVICE PROVIDER (ISP) WHEREAS, on February 1, 2022, the City Council approved a Development Agreement with SiFi Networks to build a citywide fiber optic network and the buildout is expected to take about four years to complete; and WHEREAS, an Internet Service Provider (ISP) such as Gigabit Now or Monkey Brains could operate the fiber optic network and bill customers for internet access and the City would collect franchise fees from the ISP; and WHEREAS, the LUSD is proposing to create a Joint Powers Authority or cooperative with the City of Lynwood to take advantage of the fiber optic network being built by SiFi Networks to provide more affordable high-speed internet for residents, businesses, and those affected by the digital divide in Lynwood using an alternative option; and WHEREAS, the alternative option that is currently being explored is for the City to work cooperatively with the LUSD to act as a 'white-label' ISP working with an ISP and sell internet services directly at a deeper discount to Lynwood residents, students, and businesses; and WHEREAS, in order to ascertain if this would be a viable business model, the LUSD is applying for a LATA grant to help prepare a feasibility study to identify if these goals can be met with a net long-term positive outcome ultimately requesting a letter of support from the City of Lynwood to apply for the LATA Grant to build an advanced broadband network in the City of Lynwood using the draft letter of support is shown as Exhibit A to be signed by the Mayor or designee approved as to form by the City Attorney. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES HEREBY RESOLVE AND DETERMINE AS FOLLOWS: Section 1. The City Council of the City of Lynwood hereby finds and declares that the foregoing recitals are true and correct, and incorporates them herein as findings and as a substantive part of this Resolution. Section 2. That the City Council of the City of Lynwood authorizes the Mayor or designee to sign the letter of support approved as to form by the City Attorney. Section 3. Authorize the Mayor to execute the Resolution for and on behalf of the City of Lynwood. Section 4. This Resolution shall take full force and effect immediately upon adoption by the City Council.
