Staff reviewed the application on August 15, 2022. ANALYSIS: Staff observed that the applicant does not have a driveway approach on the property. The applicant does not has access to an on -site parking facility that can be accessed through the front of the property. DATE: August 25, 2022 SUBJECT: 10113 Long Beach Blvd Green Curb Request INTRODUCTION The City of Lynwood received a business owner's request for a 30 -minute parking green curb to be added in front of their business at 10113 Long Beach Boulevard. The business is an Insurance Company with a housing unit behind and upstairs. In response to this request, engineering staff completed a traffic review on Long Beach Boulevard. As part of the traffic review, a review of existing roadway conditions was completed. Long Beach Boulevard is approximately 68 -feet wide with two lanes of travel in each direction separated by a center island median. Parking is allowed on the east and west sides of Long Beach Boulevard except in places marked by red curb, and on Wednesdays from 12PM to 4PM due to street sweeping. Multiple small businesses reside on the west side of Long Beach Boulevard north of 10113 Long Beach Boulevard. Customers of the small businesses along this segment park along the west side of the street where curb is available. North of 10113 Long Beach Boulevard, there is approximately 165 -feet of available parking space for customers to park in front of the other small businesses in this area. It is important to note that the far west lane along Long Beach Boulevard is approximately 18 -ft wide, so there is enough space for vehicles to park along the curb as well as for vehicles to drive alongside parked vehicles. There is also existing green curb located approximately 400 -feet south of the subject location in front of Rosie's Beauty Salon and Esperanza Flowers. Long Beach Boulevard looking North toward subject location Long Beach Boulevard looking East toward 3712 Carlin Avenue Long Beach Boulevard looking North toward subject location C!$y of YNWOOD City of Lynwood I Page 3 of 10 10113 LONG BEACH BLVD GREEN CURB REQUEST FIELD REVIEW: OBSERVED CONDITIONS ALONG LONG BEACH BOULEVARD Within the City of Rosemead, 10113 Long Beach Boulevard is located on the west curb side of Long Beach Boulevard. The existing parking along Long Beach Boulevard were observed on the morning of Tuesday, August 16th, 2022, to determine the number of parking spaces available along Long Beach Boulevard at the subject location. These photos were taken at approximately 9AM during typical business hours for the small businesses located along this segment of Long Beach Boulevard. In front of the business owner's property at 10113 Long Beach Boulevard, there is approximately 24 -feet of curb available for parking, with 3 -feet of red -tipped driveway north of the available parking. As seen below, vehicles often park in front of or partially block the driveway between 10111 Long Beach Boulevard and 10113 Long Beach Boulevard. The parking lot south of 10113 Long Beach Boulevard is part of the DaVita St Francis Dialysis Center. On the other side of the parking lot fence along Long Beach Boulevard, there is approximately 100 -feet of unmarked curb available for parking for patrons of the small businesses to park their vehicles. City of Lynwood I Page 4 of 10 I up q( YNWOOp► 10113 LONG BEACH BLVD GREEN CURB REQUEST The driveway widths for each of the driveways north and south of 10113 Long Beach Boulevard are shown below. The driveway south of the business site is approximately 30 -feet wide. The driveway north of the business is approximately 15 -feet wide, and is connected to a small, gated lot. It appears that there is space behind the gated lot for 1 car to park, but the gate is closed; it is unclear if this parking space is for an employee or for a living unit upstairs. North of 10113 Long Beach Boulevard, there are more small businesses close to the main site of Five Star's Insurance and Tax Income, including Paola's Beauty Salon, Viajes Latino America, Unisex Hair Salon, and Nutrition On the Go. There is approximately 165 -feet of curb parking along the curb north of the site location and 3 -feet of red -tipped driveway, in front of four small businesses. This is enough curb space for approximately 8 cars to park in front of the small businesses. There is also an existing parking lot north of these small businesses that has 8 parking spaces, between the businesses Nutrition On the Go and Guzman's Auto & Electric which take access on San Jose Avenue. CALIFORNIA VEHICLE CODE (CVC) DEFINITIONS/GUIDELINES ON PAINTED CURBS The below section is from the California Vehicle Code (CVC) and defines the meaning of Painted Curbs per the CVC Section 21458 Painted Curbs. YNWOOD City of Lynwood I Page 5 of 10 10113 LONG BEACH BLVD GREEN CURB REQUEST CVC 21458 Painted Curbs (a) Whenever local authorities enact local parking regulations and indicate them by the use of paint upon curbs, the following colors only shall be used, and the colors indicate as follows: (1) Red indicates no stopping, standing, or parking, whether the vehicle is attended or unattended, except that a bus may stop in a red zone marked or signposted as a bus loading zone. (2) Yellow indicates stopping only for the purpose of loading or unloading passengers or freight for the time as may be specified by local ordinance. (3) White indicates stopping for either of the following purposes: (A) Loading or unloading of passengers for the time as may be specified by local ordinance. (B) Depositing mail in an adjacent mailbox. (4) Green indicates time limit parking specified by local ordinance. (5) Blue indicates parking limited exclusively to the vehicles of disabled persons and disabled veterans. (b) Regulations adopted pursuant to subdivision (a) shall be effective on days and during hours or times as prescribed by local ordinances. CALIFORNIA MANUAL ON UNIFORM TRAFFIC CONTROL DEVICES (CAMUTCD) DEFINITIONS/GUIDELINES ON CURB MARKINGS The below section is from the California Manual on Uniform Traffic Control Devices (CAMUTCD) and defines the meaning of Curb Markings per the CAMUTCD Section 3B.23 Curb Markings. CAMUTCD 3B.23 Curb Markings Standard: The color of curb markings shall conform to CVC 21458 quoted below: (a) Whenever local authorities enact local parking regulations and indicate them by the use of paint upon curbs, the following colors only shall be used, and the colors indicate as follows: (1) Red indicates no stopping, standing, or parking, whether the vehicle is attended or unattended, except that a bus may stop in a red zone marked or sign posted as a bus loading zone. (2) Yellow indicates stopping only for the purpose of loading or unloading passengers or freight for the time as may be specified by local ordinance. Typically applies to commercial vehicles to load or unload passenger or for freight deliveries. (3) White indicates stopping for either of the following purposes: (A) Loading or unloading of passengers for the time as may be specified by local ordinance. (B) Depositing mail in an adjacent mailbox. (4) Green indicates time limited parking specified by local ordinance. (5) Blue indicates parking limited exclusively to the vehicles of disabled persons and disabled veterans. CiyI A NWO City of Lynwood Page 6of10 10113 LONG BEACH BLVD GREEN CURB REQUEST CITY OF LYNWOOD - MUNICIPAL CODE REGARDING PARKING AND PARKING RESTRICTIONS The below section is from the City of Lynwood Municipal Code and defines the designation of stopping, standing, and parking along streets in the city. Below is a section of the municipal code, Chapter 7 - Vehicles and Traffic, Section 20 - Stopping, Standing, and Parking. 7-20.4 Designation of Parking Restrictions by Markings: a. The city traffic engineer is hereby authorized, subject to the provisions and limitations of this chapter, to place, and when required by this section shall place, the following curb markings to indicate parking or standing regulations, and such curb markings shall have the meanings as follows: "Red" shall mean no stopping, standing or parking at any time except as permitted by the State Vehicle Code, and except that a bus may stop in a red zone marked or signed as a bus zone. "Yellow" shall mean no stopping, standing or parking at any time between seven o'clock (7:00) A.M. and six o'clock (6:00) P.M. of any day except Sundays and holidays for any purpose other than the loading or unloading of passengers or materials, provided that the loading or unloading of passengers shall not consume more than three (3) minutes nor the loading or unloading of materials more than twenty (20) minutes. 3. "White" shall mean no stopping, standing or parking for any purpose other than loading or unloading of passengers or for the purpose of depositing mail in an adjacent mailbox, which shall not exceed three (3) minutes, and such restrictions shall apply between seven o'clock (7:00) A.M. and six o'clock (6:00) P.M. of any day except Sundays and holidays and except as follows: (a) When the zone is in front of a mailbox the restrictions shall apply at all times. (b) When the zone is in front of a theater the restrictions shall apply at all times except when the theater is closed. "Green" shall mean no standing or parking for longer than twenty (20) minutes at any time between seven o'clock (7:00) A.M. and ten o'clock (10:00) P.M. of any day except Sundays and holidays. b. When the city traffic engineer as authorized pursuant to this chapter has caused such markings to be placed, no person shall stop, stand or park a vehicle adjacent to any such legible curb marking in violation of any of the provisions of this subsection. (Code 1972 §19-103) CV of LYNWO City of Lynwood Page 7 of 10 10113 LONG BEACH BLVD GREEN CURB REQUEST RECOMMENDATIONS After a thorough review of existing field and traffic conditions and per the guidelines in the California Manual on Uniform Traffic Control Devices (CAMUTCD), California Vehicle Code (CVC), Lynwood Municipal Code and engineering judgement, recommendations have been made for the following request. Please refer to Figure 4 and Figure 5 for a conceptual exhibit representation of the proposed recommendations. 1. PAINT APPROXIMATELY 24 -FT OF GREEN CURB: Install approximately 24 -fit of green curb in front of the business at 10113 Long Beach Boulevard. This will allow for one car to park. 2. INSTALL "20 MINUTE PARKING" SIGNAGE (R32D (CA)): Install "20 min Parking" (R32D (CA)) signage, with specifications of parking between 7am to 10pm except Sundays and Holidays. City may want to post the Muni code section under the sign to aid enforcement.
