CALL TO ORDER The City Council Regular Meeting of the City of Lynwood met in the Council Chambers, 11350 Bullis Road Lynwood, CA 90262 or Web conference via ZOOM - To participate via Zoom or by telephone: 1-669-900-9128 or 1-253-215- 8782 Meeting ID: 835 2029 8238 on the above date at 6:00 p.m. Meeting called to order at 6:00 pm. Mayor Casanova presiding. 02. CERTIFICATION OF AGENDA POSTING BY CITY CLERK City Clerk Quinonez announced the Agenda had been duly posted in accordance with the Brown Act. 03. ROLL CALL OF COUNCIL MEMBERS PRESENT: COUNCIL MEMBERS FLORES, SANTANA, SOTO, MAYOR PRO TEM SOLACHE AND MAYOR CASANOVA STAFF PRESENT: City Manager Hernandez, City Attorney Tapia, City Treasure Camacho and City Clerk Quinonez. 04. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led by Mayor Pro Tern Solache. 05. INVOCATION The invocation was offered by City Clerk Quinonez. 06. Motion carried by unanimous consent. ROLL CALL: AYES: MEMBERS FLORES, SANTANA, SOTO, VICE PRESIDENT SOLACHE AND PRESIDENT CASANOVA NOES: NONE ABSTAIN: NONE ABSENT: NONE PUBLIC ORAL COMMUNICATIONS (Regarding Agenda Items Only) (Complete audio of public comment can be requested with the City Clerk's office) (Due to COVID-19 pandemic public comments can also be made by email or voicemail and will be read into the record by the City Clerk) NONE NON-AGENDA PUBLIC ORAL COMMUNICATIONS (Complete audio of public comment can be requested with the City Clerk's office) (Due to COVID-19 pandemic public comments can also be made by email or voicemail and will be read into the record by the City Clerk) Paulette Bradley spoke regarding parking issues within the community. 2 CITY COUNCIL ORAL AND WRITTEN COMMUNICATION (The complete audio of the City Council oral and written communication is available upon request at the City Clerk's office) Council Member Flores stated that he would like Commissions to report to Council meetings in order to provide status of their current activity and relay pertinent updates to City Council. He then added that a "Go Request" is available to all residents to report their concerns within the community. Additionally, he requested a report to show how successful the "Go Request" application is working. Council Member Santana indicated attendance at an excellent meeting with the Department of Toxic Substances Control in which their staff presented different ways to apply for grants and provide assistance in cleanup efforts of contaminated properties within the City. Additionally, she acknowledged the new LA County Supervisor, Janice Hahn and stated that she is looking forward to working with her. In closing her statement Council Member Santana wished everyone a Happy New Year and a great 2022. Council Member Soto wished everyone a Happy New Year and thanked staff for continuing to work hard for the community. Mayor Pro Tern Solache noted his concerns regarding the street burnouts with staff and the Sheriff's Department and highlighted that this irresponsibility is damaging all of the hard work being done to improve the streets. He expressed that he fears the possibility that it may hurt an innocent bystander one day. Mayor Pro Tern Solache also mentioned that COVID-19 cases are rising, and he hopes that the City will be able to provide more COVID-19 related services to the community. Mayor Casanova requested that Code Enforcement display more attentiveness to the quality of life issues within the City and he requested that Public Works staff be directed to repaint the lines on Fernwood and Atlantic that have been ruined by the burnouts. He concluded by wishing everyone a Happy New Year. CONSENT CALENDAR All matters listed under the Consent Calendar will be acted upon by one motion affirming the action recommended on the agenda. There will be no separate discussion on these items prior to voting unless members of the Council or staff request specific items be removed from the Consent Calendar for separate action. Council Member Flores requested item 9 and item 10 be pulled for separate consideration. Council Member Santana requested item 14 be pulled for separate consideration. 3 MOTION: It was moved by Council Member Soto, seconded by Mayor Pro Tern Solache to approve the balance of the consent calendar. APPROPRIATION FOR LANDSCAPE AND LIGHTING ASSESSMENT RATE STUDY FOR CONSUMER PRICE INDEX ADJUSTMENT MOTION: It was moved by Council Member Santana, seconded by Council Member Soto to approve the item. Council Member Soto then withdrew her second and motion died due to lack of second. SUBSEQUENT MOTION: It was motioned by Council Member Solache, seconded by Mayor Casanova to table the item indefinitely. Motion carried by 3-2 vote. STAFF ORAL COMMENTS City Manager Hernandez stated that staff is working on acquiring COVID-19 testing providers to be at the City six (6) days out of the week and noted that the testing will on site with at least three (3) groups located in different areas of the City. 7 ADJOURNMENT Having no further discussion, it was moved by Council Member Santana, seconded by Mayor Pro Tern Solache to adjourn the regular Lynwood City Council meeting, in honor of Council Member Santana's grandmother, Hermila Santana, at 7:46 p.m. Motion carried by unanimous consent.
