01. CALL TO ORDER
The City Council Regular Meeting of the City of Lynwood met in the Council
Chambers, 11350 Bullis Road Lynwood, CA 90262 or Web conference via ZOOM
- To participate via Zoom or by telephone: 1-669-900-9128 or 1-253-215- 8782

Meeting called to order at 6:01 pm.
Mayor Casanova presiding.
02. CERTIFICATION OF AGENDA POSTING BY CITY CLERK
City Clerk Quinonez announced the Agenda had been duly posted in accordance
with the Brown Act.

Osvaldo Pena introduced himself as the City's new gas company public affairs
manager.
Joaquin Mesinas commented regarding issues with bulky items left around the
City.
CITY COUNCIL ORAL AND WRITTEN COMMUNICATION

Council Member Flores would like more information regarding the "Big Belly Solar
Units", the trash receptacles, as far as maintenance, the maintenance, etc. Staff
indicated that they will be providing him with further information. He also had a
question regarding the payment, on the warrant register, for ground water
production. He wanted to know which wells it supplies and how it works. Public
Works Director Thornton answered that the City is charged on all of their wells
through ground water production. He then thanked staff for providing clear
information on the vehicle donation to the city.
Council Member Santana requested that the City Manager schedule a meeting
between small business owners and the sheriff's department regarding safety. She
then thanked County Supervisor Janice Hahn for her prompt response in bringing
COVID-19 testing to the community. She finished by stating that she's excited to
celebrate the month as a month of friendship and love, and wished everyone a
Happy Lunar New Year.
Council Member Soto wished everyone a Happy Black History Month and thanked
everyone for the contribution to the community.
Mayor Pro Tern Solache encouraged staff to continue being vigilant with the
burnouts happening in the community and to continue working with the sheriff's
department on this issue.
Mayor Casanova thanked staff for putting out the digital signs regarding the
burnouts. He also mentioned that he noticed extensive graffiti in the area on Euclid
and Long Beach. He asked staff to clean it up as soon as it happens. Lastly, he
asked staff to make sure that the issue with mattresses on sidewalks is addressed.

CONSENT CALENDAR
All matters listed under the Consent Calendar will be acted upon by one motion
affirming the action recommended on the agenda. There will be no separate
discussion on these items prior to voting unless members of the Council or staff
request specific items be removed from the Consent Calendar for separate action.
Council Member Flores requested item 12 be pulled for separate consideration.
Mayor Pro Tern Solache requested item 10 be pulled for separate consideration.
MOTION: It was moved by Mayor Pro Tern Solache, seconded by Council
Member Soto to approve the balance of the consent calendar and receive and file.

19. STAFF ORAL COMMENTS
City Manager Hernandez indicated that staff is diligently working on the COVID-19
sites popping up throughout the city to make sure that they are legitimate. He
stated that he understands the need for these sites and staff is working with the
County to make these services more accessible to the residents. He also
acknowledged that staff is constantly removing graffiti throughout the community,
but the issue continues.
