01. CALL TO ORDER
The City Council Regular Meeting of the City of Lynwood met in the Council
Chambers, 11350 Bullis Road Lynwood, CA 90262 or Web conference via ZOOM

THE CITY OF LYNWOOD AND LYNWOOD SPRINGS, LLC. FOR DEVELOPMENT

CITY COUNCIL ORAL AND WRITTEN COMMUNICATION
Council Member Flores expressed gratitude for the organizations that are bringing
energy into our City and recognized Simply Wholehearted Group as a source of great
energy for the community. He also acknowledged Budding Artists that inspires
through art and the Lynwood Community Activity Services Group which inspires
through sports and mentioned Potters House Church LA partnering to bring energy
to our older youth.
Council Member Flores noted how great is it to see folks truly engaged in our
community and thanked the speakers for their public comments at the meeting
tonight and stated their viewpoints bring real thoughts and awareness to quality of
life issues for the community and extended the opportunity for direct open
communication with any member of the council.
Council Member Santana expressed thanks to staff for assisting with resources used
for the County to utilize space in order to host Mental Health Workshop Classes
offered on Tuesday mornings at the Community Center and noted that each week a
different mental health topic is covered. She acknowledged Council Member Soto for

advocating to bring those classes to our community. She specifically praised Parks
and Community Services staff for spear heading many of the events this Spring and
noted that there were approximately seventeen back to back events scheduled and
commended their efforts in organizing to ensure these successful activities for the
community. She mentioned Earth Day as a great event and indicated she would like
it to be a bigger event and she thanked the Tree People organizers for participating
in the Earth Day event and assisting with several tree planting events through the
month of April during their commitment to plant 1,000 trees in the City and that the
Special Needs event was also a beautiful event. She indicated that plans are being
made for the Juneteenth Celebration to be held on front lawn of City Hall on Saturday,
June 18th. She expressed gratitude for LA County Supervisor, Janice Hahn's mobile
vaccine van coming to City Hall and stated that there were back to back participants
for the vaccine event last Thursday. She also acknowledged the Be Kind Campaign
as a successful event and urged everyone to continue displaying a kind attitude.
Council Member Santana responded with appreciation to the public comments and
concurred that our parks are high on the priority list along with addressing
homelessness issues, public street safety concerns from the auto "burnout events"
and "donuts" on our streets and stated that projects are getting done and moving
forward with the strong leadership from City Manager Hernandez.
Council Member Soto expressed thanks to everyone for being here to participate in
the meeting and praised staff for the beautiful events, especially the amazing Special
Needs event. She stated the requests submitted to City Manager Hernandez takes
time to process and that the Council continues to address quality of life issues
affecting our City to create a community that everyone deserves to live in. She stated
that beginning April 12th residents have available free mental health classes and that
the Council is committed to address all the needs of our community. She noted that
the classes are in Spanish only at this time, but if residents feel the need for English
classes it will be looked into, so please call the office.
Mayor Pro Tern Solache acknowledged the community is getting back to normal with
activities that included opening the Senior Center lunch program for senior residents.
He indicated that the street improvement projects approved last week and are moving
forward involving full reconstruction and slurry seal phases and stated that it is
exciting to see with the big machines out in City-wide stages. He participated in the
tree planting event and appreciated thirty-plus Delta Airline employees who
volunteered for planting approximately fifteen trees. He also requested volunteers to
assist in tree planting activities. He noted an art festival was held at Firebaugh High
School and that talented students displayed amazing beautiful artwork.
Mayor Pro Tern Solache recognized representation of the City's Employee Union
speaking out about City employees and mentioned that the City had made the
employees whole during the pandemic offering good wages and fairness to them thru
furloughs and minimizing cuts. He emphasized that the City Council continues to
support City employees thru the strong leadership of City Manager Hernandez.
STAFF ORAL COMMENTS

City Manager Hernandez addressed Council's comments and stated that as a
testament to the Council's commitment to the community in that he had to increase
his cell phone minutes to continue the calls for undertaking the many issues Council
identifies. He indicated that Mayor Casanova and Council Member Flores
participated in an all-day panel interview of candidates for the Sheriff Captain
position at the Lynwood Century Station and Captain Edmundo Torres was selected.
He noted that the Mayor is coordinating with Sheriff's personnel a meet and greet
coffee reception at the next council meeting to introduce Captain Torres and
congratulate the promotion of Lynwood's former Captain and now Commander
Figueroa.
City Manager Hernandez introduced Harry Wong as the City's new finance director
and noted that he comes most immediately from the City of Monterey Park with
many years of technical finance expertise and will bring stability to the City of
Lynwood.
Director Wong thanked City Manager Hernandez for the opportunity to serve the
great City of Lynwood as the Director of Finance and Administration and stated the
he earned his BA in accounting from Cal State Northridge and MBA from LIC Irvine.
He indicated his experience included public finance banking and public accounting
among which included the position as a senior auditor at Price Waterhouse and
Cooper for three years and became a CPA holding his license from 2004. He stated
his ten years of financial management experience involves employment with three
different municipal governments beginning with the City of Garden Grove as
managing general accounting and financial reporting and progressing to the City of
Buena Park and the City of Monterey Park. He specified that the past six years
had encompassed reporting and budgeting. He expressed that it is a pleasure and
honor to serve the council and residents of the City of Lynwood.
City Manager Hernandez stated that the slurry seal and upcoming L&P for the
community will highlight the maps presented two weeks scheduling and confirm a
very even program throughout the entire City. He indicated that at the next meeting
staff will present a resolution regarding some restrictions for water consumption and
noted that Lynwood's water source is 100% ground water supply.
Council Member Santana requested to honor Teacher Appreciation Day by
identifying Council Member Soto and Treasure Camacho as teachers in our
community and to celebrate Mother's Day this Sunday and wished everyone a
Happy Mother's Day.

by Council Member Soto to adjourn the regular Lynwood City Council meeting, in
memory of Detective Alexis Gonzales City of South Gate and Lynwood Community
Advocate Harry Gibbens, Sr., at 7.37 p.m. Motion carried by unanimous consent.
