HomeMy Public PortalAbout05-08-2017 COW Minutes a-,p pli/ite.i., -5-A2/4,20/7 Minutes of the Committee of the Whole Workshop of the President and the Board of Trustees Held on May 8, 2017 At Village Hall Mayor Collins called the meeting to order at 7:00 p.m. Board Present: Mayor Collins, Trustee Bonuchi, Trustee Lamb, Trustee Larson, Trustee Newton, Trustee O'Rourke, and Trustee Wojowski. Others present: Brian Murphy, Administrator; Allen Persons, Public Works Director; Jon Proulx, Planning Director; Traci Pleckham, Management Services Director; Joan Meyers, Attorney; and John Konopek, Chief of Police. There were approximately 6 persons in the audience. Trustee Lamb moved to approve the Minutes of the Committee of the Whole Workshop held on April 10, 2017. Second by Trustee O'Rourke. Voice Vote. All in favor, 0 opposed. Motion carried. PRESIDENTIAL COMMENTS Mayor Collins: • Thanked everyone involved with The Big Serve. • Wished Trustee Lamb a Happy Birthday. TRUSTEE COMMENTS Trustee Bonuchi: • Thanked everyone involved with The Big Serve. • Wished Trustee Lamb a Happy Birthday. Trustee O'Rourke: • Thanked everyone involved with the Road to Reality event and encouraged everyone to attend it in the future. • Requested an update on the Quiet Zone. Mr. Persons stated that the south spur application has been submitted and received no negative comments. Not it will go to the FRA and they have 3 months to review and offer stipulations for approval. • Requested an update on the 127th Street & 248th Avenue Pedestrian Improvements. Mr. Persons gave an update and stated that the project will start in about 3 weeks. • Stated that some residents have asked if there is something that the Village can do regarding private ponds that flood. Mr. Person stated that Mayor Collins had recently submitted a letter to the Army Corps of Engineers to include this in a study. Mr. Persons also pointed out that the Village's ordinance regarding compensatory storage is stricter than Will County standards. • Stated that there is a section of the ComEd grid that floods and causes residents to lose electricity and asked that the staff reach out to ComEd. Trustee Lamb commented on the detention ponds and suggested having a presentation. PUBLIC COMMENTS Mr. Aaron Stone, Boy Scouts, thanked everyone that helped them with their event. WORKSHOP #1 LIQUOR CODE Joan Meyers reviewed the proposed changes to Liquor Code including definitions, license classifications, and licensed premises. Mrs. Meyers pointed out that the license classifications have been reduced from thirty-one to fifteen and that some additional permits have been included in the license classification and no longer require an extra fee. Village of Plainfield Meeting Minutes—May 8, 2017 Page 2 Trustee Bonuchi suggested making the time for sale of alcoholic liquor more uniform and also suggested removing the requirement for brunch on Sundays. Trustee Wojowski suggested requiring surveillance cameras. Trustee Lamb indicated support for surveillance cameras. Trustee Larson suggested including verbiage regarding breastfeeding and felt that fines for businesses operating without a liquor license should be higher. Trustee Newton expressed concern with requiring surveillance and also with some of the definitions. Trustee O'Rourke asked if the separation requirement was outdated and stated that he supports video gaming for existing businesses. Administrator Murphy stated that staff will review the ordinance and bring it back for formal approval. Mayor Collins read the reminders. Trustee Lamb moved to adjourn. Second by Trustee Bonuchi.
