A Special Meeting of Savannah Beach City Council was held
this evening at 8:00 P.M. for the purpose of:
1. Discussing Sewer Construction Project
2. Discussing Parking Meters
The meeting was presided over by Mayor Michael Counihan
and a quorum consisting of the following Councilmen was present:
Edward Fahey, Richard DeLoach, J. M. Agnew, John Wylly and James
Bond. City Attorney Pinson was not called for this meeting.
Also in attendance on behalf of the City was Mrs. 'Phyllis
Cary, Chief Accountant and Mr. Dennis Ronning and Lester Pafford
of the City's auditing firm of Karp and Aaronson.
This meeting was opened by the Mayor who then turned the floor.
over to Councilman Jim Bond, Chairman of the Water and Sewer
Department for discussion of Topic #1, the Sewer Construction
Project.
Councilman Bond then requested Mr. Vreeland George of the
Engineering Firm of Thomas and Hutton to come to the Council
table. Mr. Bond stated that the Sewer Construction Project
was now nearing completion but that there were several items
still holding and he did not know exactly how to go about com-
pleting them.
Mr. Bond stated that the first item he wished to discuss
a proposed new line on Tenth Terrace. Mr. Bond asked Mr. George
if a permit was necessary to put in the line on Tenth Terrace.
Mr. George asked him if he meant permit or did he mean easement?
Mr. Bond stated that he meant easement. Mr. George stated that
the City's legal department should determine that.
Mr. Bond then stated to Mr. George that there was a brick
wall running down Seventeenth Place and it was his understanding
that a manhole could not be located there and what he wanted
to know was whether or not this line could be moved back to the
center of the street. Mr. George answered in the affirmative.
Mr. Bond then asked Mr. George if he knew whether or not the
line on. Butler Avenue between Seventeenth Place and 18th Street
had been deleted. Mr. George stated that it had not been deleted.
Mr. Bond then asked Mr. George about a line on Thirteenth

Street near the ocean running north and south. He wanted to
know if it had collapsed. Mr. George answered that it had some
open joints in it but had not collapsed; and if the infiltrated
sand could be cleaned out the line would be usable. Mr. George
added that this line was on "hold" due to the lack of easements
and that they would rather clean this old line than install a
new one.
Mr. Bond also discussed a problem of a water line running
through the sewer system at 14th street and Butler Avenue which
should be corrected. It was brought out that this manhole was
a part of the old sewer system and should be corrected.
Councilman Bond then asked Mr. Bell if a break was found in
the sewer line at 14th and Butler Avenue. Mr. Bell stated that
this break was at 7th and Butler and had been taken care of.
Mr. Bell mentioned that a new house was being built by Mr.
Norris on Eighth Terrace and needed a sewer line run to it.
Mrs. Hortense Doyle, a resident of the Seventeenth Place area,
requested that a storm sewer be installed at the time the sewer
line was run to alleviate the flooding condition.
Mrs. Lucree of 16th Street and Jones Avenue also requested
that a storm sewer be installed in her area to eleminate the
flooding here every time it rains.
The next item on the agenda put on the floor for discussion
by the Mayor was "Parking Meters ". Mr. Bond stated that at the
last meeting of Council it was decided to let Captain Bishop
take over the parking meters this year and he just wanted to
check to see if we were all square with our set -up on our parking
meters. Mr. Fahey responded to this stating that the parking
meters that were in the 14th Street Parking Lot would be used on
the side streets and a. manned booth would be placed at Fifteenth
Street and a set fee charged for parking there. He stated further
that numerical tickets with stubs would be used to make for
better accounting. Mr. Fahey also stated that he would prefer
a booth and attendant used instead of the gate presently being
used in the Sixteenth Street Parking Lot on account of the
frequency of break -downs and repairs needed by the automatic
gate.
Mr. Walter Parker, a businessman in the area of the Sixteenth
Street Parking Lot suggested that the same rate be charged for
this parking area be charged for the other areas regardless
of the manner in which the charge is collected.

Mr. Bob Williams asked for a clarification of the plans
for the Fourteenth Street Parking Lot, stating he did not
understand what was intended. He explained further that in the
Sixteenth Street area, there was room for four lanes of parking,
plus a street; whereas, in the Fourteenth Street area you did
not have that much space due to the fact that the private property
extended further eastward towards the ocean in this area and only
permitted four rows of parking without the street. If this is
closed off with total parking in this area he stated he did not
see how access to the business establishments could be maintained
in this area.
Councilman Fahey answered by stating that the street itself
would not be closed off. He continued stating that they have a
plan drawn which permits parking space for 100 cars leaving a
thirty foot right -of -way similar to the street along the Strand
from Sixteenth to Eighteenth Street thereby having no affect
on the traffic coming out of Fourteenth Street, Livingston Avenue
and Fifteenth Street. He stated further that there would be an
entrance into the lot and this would serve as both entrance and
exit. Mr. Fahey concluded by stating that the only reason this
is being done is that these meters are needed elsewhere.
Mr. Alexander felt that with all the various methods used
to collect these parking charges we will have everybody confused.
Councilman Fahey explained that this is practically the same
situation we have had in the past.
After a further discussion along the same lines, the meeting
was adjourned to the next regular or special called meeting.
