AN ORDINANCE TO APPROPRIATE WITHIN THE PURCHASING FUND
WHEREAS, it has been determined that it is now necessary to appropriate more
money than was appropriated in the annual budget:
NOW THEREFORE BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF RICHMOND,
WAYNE COUNTY, INDIANA:
SECTION 1. That for the expenses of said municipal corporaion the following
additional sums of money are hereby appropriated.

SECTION 2. That for the expenses of said municipal corporation the following
additional sums of money are hereby appropriated and set apart out of

to the laws governing the same.

SECTION 3. This Ordinance shall be in full force and effect from and after its

COUNCIL OF THE CITY OF RICHMOND, INDIANA
The Common Council of the City of Richmond, Indiana, met in regular session in the
Council Chambers in the Muncipal Building of said City on June 16, 1986
at the hour of 7:30 P.M.
Councilperson BOdiker presided with the following members present:

The following business was had, to -wit:

The Clerk presented proof of publication of Notice to Taxpayers printed in the
Richmond Palladium Item, a newspaper of general circulation in the City of Richmond,
Indiana on the date of June 6 1986 Said notice stated that a public
hearing would be held on the 16th day of June , 19_8L_, by the
Common Council to consider additional appropriations as provided for in Ordinance No.
43-1986 , within the City of Richmond, Indiana. The proof of publication was
examined and found to be in order. Councilperson --Morris moved the
proof of publication be received and filed, seconded by CouncilpersonPnrkpr,
and on unanimous voice vote the motion was carried.

SUJLTG. Appropriation Ordinance No. 43-1986 - Central Stores
CM TO:
In 1984 the concept of a central store for items commonly used by
all departments was accepted. The purpose of Central Stores is to pro-
vide a cost saving to the City by buying commonly used items in quantities
which allow a volume discount, thus making these items.available.at the
best possible price.
This program has been highly successful. One hundred eight items'
are available to City Departments through Central Stores. An analysis
of Central Stores items "sold" to City Departments at Central Stores
prices compared with the amount City Departments would have paid had
the same items been purchased at retailpricesshows an estimated total
.savings of 400. (See chart on page two)
In addition to th.e 40% savings shown it is important to realize that
janitorial products and other supplies offered through Central Stores.
are industrial strength products which are not available through most
retail outlets. Tn addition, Departmental acceptance and use.of Central
Stores has increased in recent months. In 1985 the annual total of goods
"sold" to departments was,$4900.00. This year, through the month of April
year-to-date "sales" are $4334.00. Clearly, this proqram is benificial
to the City and should be continued.
To continue the program, additional funds are needed to replenish supplies.
Total funds appropriated by Council to date are $16,808.0.0. ($5800.00
initial Revenue Sharing appropriation; $3358.00 in 1985; $6650.00 in 1986.)
Additional funds of $5800.00 are needed to replenish depleted inventory
to meet the current demand for Central Stores items.

Assumptions
The entire 108 items currently inventoried by Central Stores are not included
in this analysis. Items .for which comparable retail products or prices are
not available, have not been included in the survey.
Central Stores Sales = The total units sold,since the beginning of Central
Stores, multiplied by current Central Stores prices. Prices have changed
over the past 18 months. Consequently tie total is slightly overstated
when compared to the Controller's record of actual sales.
Retail Price Sales = The price depart:ients would have paid had they bought
the same number of items at current retail prices. Current retail prices
were obtained from Rosa's, Kroger's, Three M, Seco, Spartan, and Johnson
Wax.
Comparing constant units sold at current prices will provide a valid esti-
mate of the percentage saved even if the actual dollar savings estimated
is understated or overstated.
