A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD
AWARDING A CONTRACT TO PTM GENERAL ENGINEERING SERVICES,
INC. AS THE LOWEST RESPONSIBLE BIDDER, IN THE AMOUNT OF
$474,047.00 FOR HSIP CYCLE 9 - TRAFFIC SIGNAL IMPROVEMENTS AT
THE INTERSECTION OF ATLANTIC AVE AND CARLIN AVE. FY 2022-2023
PROJECT NO. 4011.68.075 FEDERAL ID: HSIP-5250 (029); AUTHORIZING
THE MAYOR TO EXECUTE THE AGREEMENT IN A FORM APPROVED BY
THE CITY ATTORNEY; AND APPROVING AN APPROPRIATION OF
$145,413 FROM MEASURE M (FUND 2350) TO THE PROJECT
WHEREAS, the HSIP Cycle 9 (Atlantic Avenue and Carlin Avenue) will improve
the traffic signal at the intersection of Atlantic Avenue and Carlin Avenue, CIP No.
4011.68.075 (Project); and
WHEREAS, the Project consists of the installation of a protected left turn phase
including installation of conduits, pull boxes, signal heads, sensor units, signal controller,
pedestrian countdown heads, intersection lighting, pedestrian push buttons, traffic signal
poles, traffic striping, signing, markings, and traffic control; hauling and disposal;
construction of curb ramps; and
WHEREAS, on July 19, 2022, the Notice Inviting Bids for the Project was
advertised on the City's web site (PlanetBids); and
WHEREAS, the bid opening took place in the PlanetBids Platform on September
13, 2022, at 10:00 A.M. (Pacific Time); and
WHEREAS, staff received six (6) bid proposals; and
WHEREAS, the bid protest sent by Servitek Electric, Inc. was reviewed by the City
Attorney and it was concluded the claims were non -material in nature; and
WHEREAS, PTM General Engineering Services, Inc. is the lowest responsible
bidder; and
WHEREAS, to move forward with this Project, appropriation is needed.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES
HEREBY FIND, PROCLAIM, ORDER, AND RESOLVE AS FOLLOWS:
Section 1. The City Council of the City of Lynwood hereby finds and declares that
the foregoing recitals are true and correct, and incorporates them herein as findings and
as a substantive part of this Resolution.
Section 2. The City Council of the City of Lynwood rejects the bid protest
submitted by Servitek Electric, Inc.

Section 3. The City Council of the City of Lynwood authorizes the Mayor to
execute the agreement between the City of Lynwood and PTM General Engineering
Services, Inc., in a form approved by the City Attorney, for the HSIP Cycle 9 — Traffic
Signal Improvements at the Intersection of Atlantic Ave and Carlin Ave FY 2022-2023
Project No. 4011.68.075 Federal ID: HSIP-5250 (029) ('Project") in the amount of
$474,047.00. The City Council also authorizes the Mayor to execute this Resolution for
and on behalf of the City of Lynwood.
Section 4. The City Council approves the following appropriation:

Section 5. The City Council of the City of Lynwood authorizes the City Manager
under LMC 6-3.15(d) to exceed the specific dollar amounts or percentage limitations under
LMC 6-3.15(a) and authorizes the City Manager to approve consultant, vendor
agreements, modifications, change orders or agreement amendments related to the
Project up to the available Project Budget.
Section 6. This Resolution shall take full force and effect immediately upon
adoption by the City Council.
Section 7. The City Clerk shall certify as to the adoption of this City Council
Resolution.
